The group "American Rivers" says the waterway is threatened by urban and agricultural pollution and will only get worse if Congress doesn't act.
District resident Joshua Wooten said, "It's peaceful, and I like seeing the ducks play, and every now and then, you can see some fish."
During his lunch breaks from his job in Georgetown, Wooten goes down to the Potomac to clear his mind.

This should not surprise anyone and Governor's O'Malley's septic regulations are set to only make matters worse! The Governor's plan, so called "smart growth", calls for more people to be forced into urban settings with higher and higher densities. His argument is that waste water treatment plants reduce the nitrogen levels lower than septic systems; which is true.
The problem is that the nitrogen in waste water is one small part of the total nitrogen produced by a family. The nitrogen avoided through better waste water treatment is more than offset by the extra nitrogen resulting from the higher densities. Rivers in the urban areas, such as the Potomac and Patapasco, are in great peril much of which is the direct result of the short sightedness of the Governor and Maryland Department of the Environment and Maryland Department of Planning!
Furthermore, since it takes years for ground water to actaully reach the Chesapeake Bay, the new septic regulations actually increase the nitrogen level in the bay for the first 13 years following its passing.
So as the Governor make his rounds collecting his accolades and awards, keep in mind that only thing that he has accomplished is to pollute the bay more, at least until 2025! At that time, I suspect that he will have just stepped down from his second term as our beloved President. There is no question, we have a lot to look forward to.
So what the group is saying they want some millions to party with their liberal friends claiming to help clean the river.
With all the poop from DC, especially Capitol Hill and the White House, no wonder it's a filthy river.
