SYNOPSIS:
On March 9, 2012 at 1322 hours, a Fruitland officer was conducting a foot patrol in the area of 206 N. Fruitland Blvd and observed a vehicle parked in the Fire Lane. As the officer approached the vehicle he observed an occupant to have an open container of an alcoholic beverage, in violation of the City of Fruitland ordinance. The above named suspect was placed under arrest and as a result was searched incident to arrest and was found to be in possession of a bag of suspected Marijuana and a smoking device. The suspect was transported to WCDC and released to Central Booking without further incident.

DISPOSITION: Released to Central Booking

SYNOPSIS:
On March 8, 2012 at 1655 hours, a Fruitland officer conducted a traffic stop of a vehicle being operated by suspect #1 for 2 observed violations. During contact with the vehicle occupants, the officer became aware of the presence of criminal activity and requested assistance by the Fruitland Police K-9 Unit. A K-9 sniff of the vehicle was conducted which resulted in a positive alert for the presence of the odor of a Controlled Dangerous Substance. A probable cause search led to the discovery of a significant quantity of suspected Crack Cocaine concealed inside of the vehicle and a quantity of suspected Marijuana concealed on the passenger (suspect #2), along with a smoking device. The driver and passenger were both arrested and transported to WCDC without incident and released to the custody of Central Booking.

I wonder if this means the guy driving the car said no to a search when asked.
