It just one of many examples 3:02 of how this show operates. When the cameras are rolling they are there. When the going gets tough they are no where in sight. Now Rev Dunning is stuck with a building (and yes electric meter is running along w/all other bills such as property taxes) she can't even use as the show led her to believe. I bet the Rev Dunning doesn't think this is an "Ok, so?"
I don't think she knew the property didn't have the use exemption 7:41. She is probably clueless like most of us on the building zoning/permit process. I think she put her trust into what she believed were professionals.
And you aren't kidding the neighbors have valid concerns. I myself have been hit up for money by the bums living in the tents behind her Rt 1 soup kitchen. I've been hit up in Walmart, WaWa and even the McDonald's down the street. Some of the bums can get agressive and pushy. I wouldn't want to live anywhere near a soup kitchen after witnessing what goes on near them.

Ok, so? You're trying to compare Apples to Oranges here.
That's sad. Such a good idea going to waste but it does show the lack of actual planning and lack of concern for when the show gets out of town.

She originally served food off-site before being remodeled. And that was what the original permit was for, off-site.
They requested a new permit at the last minute and wanted to serve on-site.
The neighbors have valid concerns. There wasn't a problem until they wanted to serve on-site.
County council approved construction for off-site service.
The Rev. knew about this all along.
Whoever decided to go large to accommodate 50-70 people, did so without being sure it would fly.
She can still serve off-site. Now she has space for some big parties.
