A Letter To The Editor

MY NAME IS RICK, AND I’M A … SPENDOHOLIC

When he proposed the early retirement gift for County employees Mr. Pollitt told us that his grand design was to shrink the size of Wicomico County’s government to save taxpayers’ money by reducing the workforce though voluntary departure and by replacing some employees (especially higher paid ones) with lower paid personnel. Despite Rick’s initial refusal, claiming legal prohibition, to disclose those who decided to take his sugar-coated goody, he recently announced that one of them is the highest paid member of his own staff, Ted Shea, whose annual salary as “County Administrator” is well over $100,000. Recall that Rick once told us, shortly after beginning his tenure as the County Exec., that Mr. Shea would be leaving in a few months (after he had educated Rick about the job of running the County to which he was elected).

Unfortunately, in the case of Mr. Shea’s retirement over four years later the saving for the County will be miniscule, at best, because his retirement pay is nearly as much as his salary, So even if the pay is reduced for his successor, the County will be spending more money, not less. In fact, overall the early retirement boondoggle is likely to cost us dearly in the “out years.”

And if Pollitt’s “reorganization” plan for his office and staff is accepted by the Council, even more taxes will be needed to fund the current and retired employees of that department. The position that Mr. Shea’s successor, Ms. Morris, now holds is not being ended and will be filled. Then there are the two new positions – “chief of staff” and “budget officer” – for which the salary is not yet set. And the “public information officer” position is being expanded and renamed, rather than terminated, which will probably involve a pay increase, too. The only reason Pollitt can keep the same level of total funding for his “reorganized” office in next year’s budget is because the County’s books are cooked so that retirement expense is not included in the appropriation for the County Exec’s office.

His blatant attempt to dupe the Council (and pubic) to accept and fund his empire-building is the impulsive behavior of addiction, generally. He wants us to believe that those new positions are needed so that he can spend more time out of the office, which he claims will have a public benefit, and that there’s too much administration for him to handle and be “successful.” He argues that his presence is essential in getting business to locate here. This patent rationalization disregards the reality that no sane business person would overlook Pollitt’s proposed tax increase at a time like this, not to mention such things as the $300,000 per acre land deal last year.

If Rick really wants to attract business he should simply shift Ms. Morris to Shea’s seat, eliminate the “PIO” position and reduce or withdraw his proposed tax increase. That would signal that he realizes the County must operate within its financial means, which are now at their limit. And who would choose to locate to a County that cannot fund its school construction although the Exec is expanding his personal staff.

Mr. Pollitt’s letter of June 1 to Gail Bartkovich (not to the entire Council) further reveals his compulsive urge and distortion of reality. His attempt to portray his actions as consistent with “transparency” is complete bunk, as is his homage to “seeking public input.” Pollitt did not disclose his scheme and make his special request until after the public hearing on the budget was held. And his proposal to provide the actual salary details only after (“if”) the Council provides funding makes mockery of the budgetary process. His suggestion that it is proper to get an appropriation without prior disclosure and public comment is very disturbing, to say the least.

But the more disturbing aspect of this matter is that four members of the County Council – Bartkovich, Caldwell, Matt Holloway and Sample-Hughes -- have fallen for Pollitt’s gambit. There is real need for a Wicomico chapter of “Spendoholics Anonymous.”

I assume that the additional employee gets healthe care. That is an additional cost to the tax payer. The council members that support this plan need to look at all the hidden costs involved. This is typical of Dems like Pollitt who use the small incremental approach to grow government. We simply can not afford this.

Only when they tax and take 100 percent of your pay and then still need more money to operate, will they truly understand...

You can't take more than 100% of peoples pay and when you do and still are broke, what will you do? just final realize we the people were right and you were wrong? then go into the night and die a slow death...

Pollitt is a deceiver at best and a liar, most likely. This is a good example. He does not have any idea of the definition of transparency at all. He is sneaky and underhanded and needs to go. The council needs to remove him from office immediately. He is not going to bring business to Salisbury because the city is NOT business friendly. Do a search of the companies who have left Salisbury since the 1980's. You'll see. The Chamber was the point group for new business at one time. Good business people will look straight through Pollit's BS in two minutes!! He's a bigger fool than I thought he was if he thinks we're going to believe this crap!

1:12 -- I agree, but the real problem is the RINO's on the Council who dance to Pollitt's tune. If they would do as they pledged during the campaign last year Ricky's latest shenanigan would be DOA.

Pollitt is just like Urban Salisbury. He shows pretty pictures and a nice talk BUT whaat has he produced? NOTHING. Tell us what business has he brought to salisbury or for that matter who else. What does he do that requires so many people to help him do. Most people have a list of duties. What are his or the office. I guess the list is transparent we dont see anything on it.
Gail I am very dissapointed in you for changing your mind. You know better.
Seems at though Bob Culver and Joe Holloway and Stevie are the only ones with thedir thinking caps on...

Joe, with his plan of promoting Wicomico Co as the place to be...he will quite possibly break the bank with travel exspenses while in fact looking to secure a new position in Annapolis! Talk with the folks in Fruitland...he never work 40 hours/week the entire time he was there!

What's his plan to get more business in Salisbury? Golf with his cronies 3 days a week instead of Friday only. Then we have to pay for the golf too I would presume.

Like fools we elected 3 RINO's to the Council last year, so with Sample-Hughes already in his pocket Pollitt can and does call the shots as he desires.

It is not unusual for letters to be sent to a Council President only. They are responsible for distrubuting the information to the rest of the council. Secondly, the retirement that Ted Shea or any other county employee will be receiving after they retire, has no effect on the county. Their retirement, which they contributed alot of money to, is then between them and AETNA. The only people that should be concerned with the retirement incentive, are the current county employees whose fund will be hit a little harder. However, the fund is in great shape. It has been managed wisely. This is not Wisconsin where the gov. foots the bill.

1:54 I would say many of the people on this site (me included) voted against the County Executive form of government. My conscience is clear. I knew we would most likely get a democRAT who would tax us to death, redistribut wealth someone else worked for to someone who won't, and spend on as many programs as he/she can. IE TRicky Ricky. It wasn't worth it to me to take a chance on having an idiot like him in leadership. We just need to fire the entire leadership group and start all over again. Pollitt is a lazy, lazy man. He is all talk and no action. He and his family have friends and they elect this worthless POS into a critical office and he is destroying our county.

Why would you make such a statement?

While Democrats have a fair registration advantage, the county consistently votes Republican. Pollitt can't tax us to death because we have the revenue cap. I may disagree with him more often than not, but he's not an idiot.

Want a better County Exec? Find a candidate that can beat him. My party ran an empty suit last year and Rick only won by 4 points.

How about actually refusing to print posts that contain personal attacks such as that one with the namecalling and POS comments, denigrating Pollitt and now his family and friends? If, as you say, "the county consistently votes Republican" -- how did Rick get elected not once but twice, and what about the RINO's who are on the Council now and dance to his tune, not to mention such past disasters as Phil Tilghman, Tony Sarbanes and Bill McCain?

Then there's Norm Conway - I rest my case.

4:16, I doubt your assumption that most people on here voted against the exec. idea. It was ramrodded by the voice people, mostly republicans, who also ramrodded the 2percent revenue cap. The numbers were very similar. I voted no on both. One mistake by one council shouldn't cause the future of the county to be handcuffed. It was previous councils that should have increased taxes incrementally, not all at once that caused the uproar. As many proponents that are on here that support the ptrc, i am sure that most of them also supported the exec. at the time. Thank you VOICE. (btw, where are you)

4:38, the rino thing is getting worn out. You probably supported one or more of these candidates, and you did so trusting them to make the best decisions they can. Do you think it is possible that they, in there hearts, feel that this may be good for the county? There job is to not only to look out for the taxpayers, but also the counties best interests. Give them a chance.

You have got to be kidding me, right? Either you represent your district, or you don't.

If they could be fired and thrown out, believe me, they would be instantly fired and thrown out. Their only "chance" is the fact that they will NOT be fired for the next 3+ years.

Mark my words, the fact that so many are so pissed off right now, many of these so called RINO's are having second thoughts on their decision yesterday.

These people were elected by level headed conservatives who will NOT stand for such flip flopping.

2. Thought SALISBURY-WICOMICO ECONOMIC DEVELOPMENT was supposed to be the entity that tries to get business to locate here. Anyone know?
3. What is that status of the new business that was to have located on Northwood Drive making parts for wind turbines?
4. Can Rick be recalled/impeached or in some other way be removed from office? Same question for council members?

This is not a republican or democrate issue. Thia is about a fat greedy pig of a man who has ripped a wide hole in the azzez of all citizens and employees of wicomico county. Some of us have been layoff. Others who are still employed in wicomico county have been forced into furlough days. Some have not had a paid raise in 5 years. Some have not had a cost of living increase in 3 years. Food, gas, utilities and practically free education for illegal immigrants has sky rocketed. Employees have mouth to feed ranging from kids, parents spouse, extended families and friends too take care of. And, all this man thinks about is, how to impress the folks across the bay while citizens on the eastern shore suffers financially. This is why I truly dispise politicans. They cheat the people. The lie to the people. And, show just how much they don't give a dang about the very people in good faith voted for them. Wish the fat fart well. The very ones pollitt craps on, will receive justice one day.

If you think that the county consistently votes Republican, you have not lived here very long. Yes, they did well last year, as part of the huge sweep across the Country, which is the reason Ollinger came so close, but if the election were held today, who knows the outcome and Ollinger would be badly beaten even by Pollitt.

It is unfortunate that the local Rep. party did not field better candidates, and that's why Barko and two other RINO's are on the Council today.

5:11, you have no idea what you are talking about. I disagree with most of Pollitt's politics, but he is NOT those things you called him which I will not repeat. You don't know him or his motivations; I do. He does what he believes in his heart is best for the county. You may not like it or agree, but to personally attack him is disgusting. Instead of attacking can we get back to the issue at hand? I read the letter and I'm not sure what Mr. Pollitt is asking for from the council. It states "it was always my intent to present the concept for consideration first, coupled with a request for flat funding"---well I see he does not give a reason for not doing this.

Looks like he wants his level funding and then he will present his concept.

I, as a taxpayer, would like to see his concept before the county council granting him his level funding. You don't go to the bank and ask to borrow money and then later tell the bank what it's for. That's just common sense.

5:39 I've known Rick, his wife for decades and his kids. He's a lazy, professional politician who knows how to get votes but has no idea how to lead in government. If he didn't have people to do the work in Fruitland and now in Salisbury, he'd be a total and complete failure! Not just a failure. He's a nice guy with a brain no bigger than a peanut. He doesn't have one original thought and needs another Executive to make his proposal, a totally incompetent to speak for him, a retiring administrator to hold his hand for four years to do his job for him, and is costing the people of Wicomico County needless dollars. GA, if it weren't for the tax cap, he'd be taxing us to death & so do all democRATS. The $.05 increase won't go down when the property values go up so we will pay him now AND PAY HIM LATER!! GA - democRATS have ruled the area for 50 years. People who are upset have the right to call it like it is. It isn't just name calling from non-intelligent people. It is an expression of truth about someone who is ruining our way of life. Pollitt is a #$##%%%^^&@@!#! This way everyone else can put in their own words and I'll bet they're worse than anything GA or Joe would print too.

If Pollitt wanted to do this then why didn't he share it with the public when he held his open meeting? I was there and didn't hear a word about this. Did the council members know about this before the letter? Are they in on it too? Talk about pulling a good one on us, 5 cents and then this.
