The Majority Of Sex Offenders Live In Salisbury

When you go to the Wicomico County Sex Offenders Website and count the amount of sex offenders, the majority of them live in Salisbury. In fact, from my own count, I found that there are currently 111 sex offenders that live in Salisbury out of 172 total sex offenders in the entire County.

Once again, I want everyone to think about the volume of inmates that come out of ECI who immediately come to Salisbury.

Lore' Chambers wants to rehabilitate these people and ask for grant money to teach them how to look for jobs. To me, this means they are trying to encourage them to stick around and make Salisbury their home. Mind you, I cannot confirm ALL of these people come from out of the area to begin with. In fact, we've been trying for quite some time to get the actual numbers of prisoners that do in fact come out of ECI and land in Salisbury. That request has never been filled.

We provided a letter from December of 2008 from a Mother crying out for help, where Thomas Leggs had abused her child. We have been raising attention to all sorts of crime/criminals for years now, much of which the MSM doesn't feel that kind of news sells commercials and advertisers.

Does it have to take another death before these figures are delivered? Does it mean we'll encourage more criminals to relocate to Salisbury in the hopes they'll have learned their lesson in prison and become good citizens and taxpayers?

Here at Salisbury News we have paid the price so many times for being open and vocal about such issues and matters. Thank God it hasn't been with our lives. Every time we see another murder, every time we reach out and talk about how VIOLENT the crimes are here in Salisbury, will someone finally listen?

OK, now I want to know what the City/County is going to do for us. I believe, (especially now) people are clearly listening and we've got every one's attention. It's time for answers. It's once again time for YOU to ask your Public Officials what their next move is. I have said from day one, the proposal by Lore' Chambers and Mayor Ireton is just flat out wrong.

Enough lives have been taken, many of which are children and young adults. Is it profiling if we pick and choose who can and can't live in a community? Is it discrimination to say we don't want sex offenders living in our neighborhoods? It probably is but there has to be a way we can curb INVITING inmates/prisoners to move out of ECI and make their homes in Salisbury or Wicomico County.

If ECI has a written agreement with the Governor stating those prisoners getting released from that Prison cannot live in their community, we should be given the same courtesy, especially after we continue to see crime/murders rise within.

That's just my opinion. Clearly we'd like to hear yours. Let me add, I'm not just talking about the Leggs case here. The statistics above clearly show there's a serious problem. Look at it overall and let us know your thoughts.

I looked through the site last week and was stunned the amount that lives here. Even more suprised when i looked and found two that live in my neighborhood. Scares me to death, knowing they are right here and i have two small babies. One of which has an extensive back ground. What can we do as a neighborhood to get the word out?

ECI and the State could care less where these released convicts live. They just want their release numbers to be favorable to them when they go to Headquarters, so they can say look how good a job we are doing in rehabilitating these poor individuals. The State allows them with the Parole office agreement to not require them to live / return to the jurishdiction where they committed their crime while on probation. This should be a mandatory requirement. The Parole office allows the ex-convicts to move anywhere they want and they transfer their cases to that jurisdiction. look at the crime rate stats since 1987 in this area and come to your own conclusion.

Thanks to Joe for trying to wake up these sleeping citizens of Salisbury. Rehabilitate. My A$$. My rehab program consists of the following: identify, target, & sweep - then clear the area of any said debris left from these misfits. Yes. Give them jobs. I have an ideal job for them. Have them dig holes. deep ones. And we'll do the rest. Enough said.

did anyone notice that some of the listings state addresses that are very vague such as "lake street in the woods" now why is this an "acceptable" address?

Does anyone track the activities of released prisoners from ECI, and their affect on the crime rate in this area?

I would be interested to know how many arrests are made of repeat offenders who were released into the local area, but originated from elsewhere.

I couldn't be more glad that the people of Salisbury have finally woken up! I have lived here for 13 years and have always known who these scumbags are. I kind of felt like there was something wrong with me by keeping track of these people so my family would be safe and I wouldn't be inviting these people in to my home for repairs. Most people that know me can tell you that I know who these people are by sight, where they live and work..to the extent you CAN know. There is conflicting info on the MD website and the Wicomico website. How often is it updated? Do they need help in that area? I came across info on someone and where they lived. They had a warrant out on him and I called him in. That person was on the street within a week...and then ended up moving to PA. And I'll bet that PA has no clue who he is. If keeping track of these people and keeping the website updated is the help the sheriff office needs, I will volunteer my time to do so.

I work for an attorney here in Salisbury. When I started talking about the recent murder of a child by a convicted sex offender he informed me that this person deserves a fair trial, not a bunch of vigilante type people interfering with the "process". I informed him that yes, everybody deserves a fair trial. However, I let him know that if HE is the one to defend this animal, I will no longer be working in his office. These predators are animals and can NEVER be rehabilitated. Remember the case of the chimp that attacked its owner's friend nearly killing her? Remember the case of the white tiger attacking its trainer in Vegas? These were animals being animals and no amount of training or domesticating will ever change that. Once a child molester, always a child molester. For me, as a mother, it is hard for me to use the word "fair" in the same sentence with the recent case. The bastard killed an innocent child. That's all I know.

I was shocked to learn the mgr of Master Cuts in the Centre at Salisbury is a registered sex offender and they still allow him to cut little boys' hair???? Boycott this place!

Those 172 dont even begin to touch just how many others are out there. Lets not forget PBJ's, Nol PRos and Stets. The State hands out those things throwing caution to the wind! Thats why I say the State does not have the best interest of the child in mind. Stop bargaining with these addicts (which is exactly what they are)and start protecting children. At least error in the childs favor if there is any trace of abuse. I sure wish we could cross reference the court archives and get a number of how many stets, PBJ's and Nol Pros there have been settled on. You think 172 is alot! I'd bet all of our jaws would hit the floor when we saw that total. It's really scary. It's not if , but only when will the next abduction be........Gotta get those numbers somehow and post them to get the real picture of this sick epidemic in our community. There's one working right beside you and its hidden behind those Stets, PBJ and Nol Pros. You have a right to know when the State has made a deal with these animals.

Help EXPOSE every POLITICAL OFFICAL and EMPLOYER who are enabling these sex offenders to live in OUR neighborhoods.

We need to make a stand and make it loud and clear sex offenders and anyone who enables them are NOT WELCOME IN SALISBURY!

I would like our elected officals, from the Governor down, to come out and state their feelings on the death penalty should it be given in the death of this child. After years of grandstanding about how wrong the death penalty is, this is a direct question tha should be asked,...and answered!

Surprised that the percent who live in Salisbury is not more because the City is the ghetto of Wicomico County thanks to the slumlords and Barrie Tilghman.

Not many sex offenders are able to live in places like Fox Chase and Nithsdale. Leggs lived at his parents home, I believe, and it is in an ordinary, not an upscale subdivision.

Question; can a landlord refuse to rent to a documented child sex offender? Can they do that under the law?

I to would like to know. There is one that lives in our apartment complex, i feel he shouldnt be able to live here. Also why didn't the landlord/office to a complete background check on this person? Im disgusted about this. So many eyes have been opened after Sarah, but yet so many are still over looking things.

Doug Wilkerson, my guess would be no. That's probably some form of discrimination. I live out in a development near Fox Chase. Thank God there are none too close, none in any of these immediate neighborhoods that are registered anyway.

Chemical castration is the way to go-get them out of the gene pool. This is ridiculous! Salisbury should not have to bear the burden of these deviant individuals living among us. It's unfair to the law-abiding, tax-paying citizens of the city. I live in the city, and I like the convenience of city water/sewer and closeness to everything. Convicted felons do not have the same rights as regular citizens. Dump them somewhere else.Enact a law specifying what percentage of high-risk felons will be allowed to reside in the city. This city has a lot of potential if we can lose the drug dealers, sexual predators and other criminals. We need to put pressure on our politicians to get this accomplished.

Somewhere on this site the name John Thanos was mentioned. Thanos was housed in ECI for crimes committed on the western shore. He was released from ECI ended up living in a rooming house in Salisbury, and was responisble for the murder of the Hebron man.
Those released from ECI don't get sent back to where they were convicted. They are just let out of the gate in Westover.

As far as Leggs getting a fair trial-- He needs a fair trial and the best representation possible. We don't need his conviction getting overturned. He has already had one conviction overturned it doesn't need to happen again.

Not only does it give the names and address of those who live here in Wicomico County but it give you information on those who live outside of Wicomico County but work here. You can put in your address and the map puts all of them on the screen. You can click on the boxes and pull up all the information on the sex offender. I thought you may want to put this site up for those who may be interested.

DEFINITION: The “Stet Docket” is an inactive court docket in which the court indefinitely postpones trial of a criminal charge by marking the criminal charge "stet" or stet. The prosecutor has suspended the case but may reopen it later.

NOW is later Ruark!! Re-open these sexual abusers cases before there's another little girl or boy abducted and murdered! I see some in the Case search that were Indicted by the Grand Jury and yet a Stet was issued??? I'll keep an eye on those creeps and if something happens may their blood be on the hands of you and those in your office. You have to stop playing Lets make a deal and grow a pair to try these animals. INDICTED BY THE GRAND JURY!!! That means that 12-24 jurors picked from this very county saw the evidence as valid and proof enough to go for conviction and you made a deal???? The citizens spoke out and indicted these sicko's and you take it upon yourself to overlook that and deal a Stet?? May God have Mercy.

No one wants a landfill in their neighborhood either. Whether we like it or not, when these inmates have served their time and are released, where do you want them to go -- to the moon? Then the State will have to support them if you don't want them to have jobs. I certainly don't think a child sex offender should work around children, but he should be able to have a job so my taxes don't go to support him. We have a broken system, but you can't keep all the sex offenders in prison for life. There aren't enought prisons for that and no money to build new ones. So what do we do?

I used to work for ECI. And the public has no clue how the released prisoners are handled. When an inmate has done his time and it's time to release him, two options are avaiting him. A loved one can pick him up if local or even if he is not local. Ahead of time, preparations are made for someone to pick him up. Now, this is the part that will shock you. Those inmates who are from Baltimore or across the water,(which most inmates at ECI are from Baltimore)transportation unit takes them to Trailways and DROPS them off. Inmates are given 40 dollars from the state to catch a busride back home. But like Joe has said, some choose to stay here in Salisbury! They take the 40 dollars and go whereever. Most likely somewhere close to Trailways to buy drugs. Joe, you can contact the prison but I don't think they will give the information straight to you as I did.

I can not, by any means, use my name due to my connections in this area. However, I would like to clear up the misinformation about ECI. ECI (and the DPSCS) have a new inmate release policy that hs been in effect for over a year. Inmates are now released to the jurisdiction they will be living in or, if they are homeless, to the jurisdiction where their convictions occurred. That means a Baltimore area inmate goes to Baltimore, a Hagerstown inmate goes to Hagerstown, Cumberland to Cumberland AND Eastern Shore to ECI. Only local inmates are released to this area. To be honest, some of these guys "hook up" with local women, and move to Salisbury upon release. Nothing can be done about that, it's not illegal in any sense. If an inmate's family can't pick them up at ECI, they are taken to the MSP Barrack in the area where they are going to live and released there. They have even been taken directly to P&P if the situation allows. Once an inmate has done his time, he must be released. That is law; it is illegal to continue to hold them. 9:31 pm's information is woefully out of date; they get $50 now, not $40.

Just stating the facts. I'll understand if you don't post this because I can't give my name, but maybe you could post it?
