Each and every Law Enforcement Agency in Wicomico County is committed to protecting our citizens from crime, particularly violent crime. The Sheriff, the Maryland State Police Barrack Commander, all the Chiefs of Police from all of the municipalities are present here to send the message to those who might consider committing any violent crime in Wicomico County that they are facing a united and strong law enforcement effort.
Crime knows no boundaries between cities and the county. Crime knows no boundaries between race, religion or ethnicity. We are united to ensure that criminals know, and learn if they don't already know, that Wicomico County does have boundaries and that those boundaries are enforced to the maximum by those of us here in this room.
If violent crimes are committed by organized groups or gangs, we will legally detect, dismantle and destroy that organization. If violent crimes are committed by individuals, we will detect and deter through seeking and obtaining extensive removal from Wicomico County.
If state laws are weaker than federal laws in a particular area, we will refer cases to the federal agencies and the United States Attorney for Maryland, with whom we have developed a close working relationship. Between the state and the federal offices, we will jointly determine which jurisdiction has the best opportunity to remove criminals from the streets and protect our people.
This is not to diminish any efforts in the past. They have been and are ongoing. We will continue to seek whatever resources are necessary in order to accomplish our purposes.

you'll see a lot more of this from Ruark the closer to his reelection in 2010. Its not like crime just started last week.
What I would have liked to have seen would have been the weasley mayor being handed his testicles on a platter because he sure doesn't use them.
I agree that this is all political with Ruark. If he had been serious about crime we may not be in the shape we are in now. We need change at all levels of government.
Love how this comes about when elections are on the horizon. Does any one really believe anything being said when the crime is through the roof and the criminals are pushed out the courthouse doors smiling because they just got off....again??

Mr. Ruark, this is an extremely obvious attempt to bolster your chances of re-election. Unfortunately, the citizens of Salisbury and the surrounding areas are well aware of the inability of the law enforcement agencies to impact the amount of crime we are all experiencing. Stop talking the talk and start walking the walk.
Joe, I'd be interested to know how many defendants have been identified as repeat offenders under the provision of Art. 27 Sec. 594b for the purposes of mandatory sentences for drug distribution and violent crimes without the possibility of parole by the state's attorney's office in Wicomico County during the past, say, 10 years.
The attorney's at the State's Attorney's Office are completely incompetent. Just sit in court one day and watch. Someone with a cracker jack box law degree could do a better job. They are never prepared for court, and have no problem letting you know they could really care less. Oh, except for when they call you the DAY BEFORE trial wanting to discuss things that should have been worked out weeks earlier. Incompetence!!
He has got to go. Along with the chief. They are so much against the city its crazy. Politics play a big roll in Salisbury and the real issues are going out of control.
The S.A. Office is truly a dissappointment. They only follow through on cases they really think they can win. Thats why their win - loss record is so impeccable. I was recently involved with a case that they absolutely knew the defendant was guilty, but they backed off because they thought they might lose!! Rather than to try the case and possibly convict (again, which they point blank told me they knew this person was guilty) they chose to not to pursue. Yes Wicomico County, they knew guilt was there , but because they might lose , a sick criminal walks among us today. And the victim looks over their back everyday. A repeat crime is inevetible. Hope its not you!! Let the voters speak!!
This statement by Ruark is so political it makes me sick. I'd put him in the same catagory as Pelosi, it's all about politics and getting reelected.
Maybe, maybe not. Ruark could certainly make five times the money he makes representing criminals given the fact that he's an exceptional trial lawyer. I think I'd rather have him on the good side. Ruark seems to be the ONLY one who can pull all of the agencies together to work more closely. Give credit where credit is due. Let's wait and see what happens.

Ruark backs up Deputies and Troopers when he's in the area where they're stopped, especially in isolated areas. I'm one of the ones he's stopped to check on. Bet he would do so if he lived in the city as well. Ain't another State's Attorney in the state that I know who would do the same thing.

Ditto's 11:48. I also am more than a little upset with the so called leaders, especially Davis Ruark. With the many lawyers in the SA's office, every case should be prosecuted to the fullest extent of the law. If it isn't, why should the police put their lives on the line everyday to make the arrests? It is truly time for new leadership in the SA office.
12:01 must be joking. There is a good reason no other SA in the state would participate in this kind of activity and that is because they shouldn't. They are not trained for police backup and I it is just plain wrong. I would want a real police officer for back up, not a lawyer.

You can blame Davis all you want but the ability to effectively prosecute cases is only as good as the police investigations. It starts the law enforcement so maybe people should rant about that instead of the State's Attorney's Office.
The SA office is responsible for prosecuting criminals and putting them away/off the streets. It just is not happening. It is very true that they only try cases that they know they can win. In fact. it came from that very office that they want the shooter, with the gun, standing over the body basically before they'll take a case. They have no faith in themselves as trial lawyers. Its like saying I wont play poker unless I have 4 Aces every hand!!

I couldn't agree with you more 3:03. It's just so obvious that I cannot believe everyone doesn't see it for what it is. Don't blame the cops, they are doing the best they can but moral is low because they see their work wasted because Ruark doesn't want to lose a case. It's really disturbing.
you have got to catch the ppl doing the crimes first before you can prosecute them.
call me crazy if you want but there is no money in crime...its costs money to prosecute and keep a criminal behind bars...now drunk driving or alcohol related charges that brings in the big money and no jail time so no cost for upkeep...think about that....its all about the revenue.....MONEY....
