"I decided to waste some time but entertain my curiosity and read the court documents attached to this article.
At the conclusion, I had to read them again, not believing what I just read. Throughout the entire document, Webster continually complained about Campbell. Past and present. Also included Cohen. Both are City Council members.
Here is my question:
If Webster’s complaint is that the mayor failed to provide him a grievance hearing in front of an impartial decision maker, and thus constitutes a breech of contract. Why would Webster request a declaratory judgment and request relief by requesting the City Council be the proper body to hear his grievance when 2 of the members of the Council are the very people involved in his complaint?
To me it is CLEAR from reading the documents, Webster is requesting the City Council as the impartial body to hear his grievance because he feels confident the majority will be favorable for him! WOW
Are we looking for an impartial body or a "guarantee"?"

It's a damn shame.
Whats a damn shame is these 3 idiots are as responisible for the crime in the city as WEBSTER.Hes meeting with other ellecent law enforcement commanders to inhance his knowledge and look good. He sure cant offer nothing to the other commanders.
He's working with the other agencies because his ass is in a sling. NOW, after 10 years he wants to do police work? To late dude, hit the pike and let the other agencies do their jobs. SPD officers would be happy to work under Mike Lewis, Ernie Leatherbury or Mike Phillips, at least they would be permitted to do REAL police work.
If not the council to hear an appeal, what or who else within the City government is his option? In the end, the court will agree with the City's motion and tell Webster the trial won't go forward because he hadn't exhausted the remedies for appeal outlined in the City Code. The judge will say that not availing this matter to the remedies outlined in the Code is akin to looking into the future and thinking you can predict the outcome. Once Webster goes through the formalities of those appeal steps, and not getting the results desired, he'll then refile his suit. The case will then go forward.
But everyone involved in this can't be stupid. Webster knows these counseling forms are flowing because Ireton wants to establish some tangible foundation for a future attempt to remove the chief for cause. He currently doesn't have that. Webster knows the end is near. By filing suit and putting the City, mayor and council on the front page of the Mayberry Tattler, Webster is causing a distraction from daily business for all involved. As Ireton had indicated, he just wants all this stuff to go away because it's a distraction. There will be some discussion and negotiation by the powers to be for Webster to get bought out with both monetary considerations and the promise that any recommendation from the City would be favorable. After the negotiations, we'll have the spin of Ireton and Webster having a love fest in front of the cameras and the press like their lifetime members of each others mutual admiration society.
Al Webster is not working with any other agencies. He just shows up for press conferences to make himself look good. He continues to look down on other agencies and their leaders.
I'm still wondering if he has any other clothes besides those khaki pants, blue shirt and yellow tie. What I do know he apparently doesn't have is a Salisbury Police Department uniform.
Oh he has his uniform that's been hanging in the closet for the part years. He also has a nice uniform allowance check that he gets every year.
