SALISBURY’S POLICE DEPARTMENT – WHAT THE CITY CHARTER SAYS

Mayor Ireton’s decision to direct Police Chief Webster to cease and desist from his so-called investigation of a rumor about Councilwoman Campbell has been criticized, predictably, by her detractors as inappropriate and even illegal. Neither charge is correct.

The Salisbury Charter designates the Mayor as the “chief executive officer and head of the administrative branch of the city government” and also states: “The Mayor is responsible for the administration of the city’s affairs.”

The portion of the Charter that governs the Police Department empowers the Chief of Police to exercise the duties of that position “under the authority of the Mayor and the direct supervision of the City Administrator.” The latter office is defined as “the direct subordinate of the Mayor and the immediate supervisor of each department head.”

Case Closed!

Come on, let's face it, where would Ireton be without Debbie Campbell? He had to "say" something about his police chief's bizarre behavior vis a vis Debbie, he owes her that much.
Someone needs to remind Ireton that he along with his police chief Both work for the Citizens of Salisbury. Their job performance is mediocre at best.

Jim could demote Webster tomorrow, no questions asked. He would however need Council approval to fire him.

Everyone:

Come to the next City Council meeting and demand that they pass a UNANIMOUS resolution supporting the Mayor's decision and asking him to fire Webster.

Now is the time for all good residents to come to the aid of their City!

Honestly, I do think people in your town need to speak up about this. What a silly, frivolous waste of time and money this police chief has pursued.

No crime committed. Even if a crime were committed, statute of limitations long gone.

Your mayor isn't covering anything up. People saying that don't understand that you can investigate or prosecute something when there's no proof of wrongdoing. Gosh, I would think that would be a no-brainer.

I know I would be up in arms if our police chief spent his time on something stupid like this while crime was awful. You have had murders and lots of shootings recently.

Obviously, something is very wrong in your town, but I doubt it's your mayor or the councilwoman your chief has targeted.

I've watched this saga unfold as an outsider. I can't imagine actually living with it.

The mayor can't fire Webster for ANYTHING without approval from a majority of the city council.

If you think this is bad, be advised that the Chiefy lives miles from Salisbury, in another county, never wears a police uniform, and in the recent City election actively supported the unsuccessful candidate for mayor ("Bubba" Comegys). Go figure.

All the crap perpetrated by the Chief against Campbell (and Cohen) is, in my opinion, at the request of the former mayor, Barrie (witch)Tilghman. She did everything she could to keep those 2 off the Council because she knew they would not be her puppets. Mayor Ireton, use your position to get this poor excuse of a Police Chief out of his position. And if he does take a uniform allowance when he doesn't wear one, charge him with theft or fraud or whatever you can use to fire his sorry butt!
