Incident: Possession of CDS with the Intent to Distribute

Location: 2400 block of N. Salisbury Blvd., Salisbury, MD
Suspect: Timothy Lee Whaley, 30, Salisbury, MD
Narrative: On 14 February 2009 at 12:35 AM, a deputy from the Wicomico County Sheriff’s Office stopped a vehicle in the 2400 block of N. Salisbury Blvd. for an equipment violation. Upon contacting the occupants of the vehicle, the deputy detected an obvious odor of burnt marijuana emanating from the vehicle. Deputies on scene began an investigation of the possible possession of illegal drugs and requested that the occupants exit the vehicle. Upon searching one of the passengers, Timothy Lee Whaley, he was found by a deputy to be hiding a bag that contained individual tablets of ecstasy. Because of the amount of tablets located it was indicative that Whaley intended to distribute them. Also located on Whaley was a bag that contained marijuana.
Whaley was arrested an transported to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, Whaley was detained by the Commissioner in the Detention Center in lieu of $50,000.00 bond.

Suspect: Tyquan J. Williams, 20, Salisbury, MD
Narrative: On 14 February 2009 at 5:30 PM, a deputy from the Wicomico County Sheriff’s Office observed what the deputy recognized as a hand to hand CDS transaction in the 700 block of Church Street in Salisbury. The deputy then observed that the suspected seller went into a store located on the corner of Church and Naylor streets. The deputy entered the store and observed the subject standing adjacent to the counter at which time the deputy detained the subject and identified him as Tyquan Williams. The deputy began looking around the vicinity where Williams was standing and located a clear baggie containing what the deputy recognized as crack cocaine, lying inside a box in plain view. Underneath the crack cocaine, the deputy located a .45 caliber handgun later discovered to be loaded with hollow point ammunition. Upon further examining the crack cocaine, the deputy discovered the pieces had been individually wrapped, which is indicative of Williams’ intent to distribute them.
Williams was arrested and transported to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, Williams was detained by the Commissioner in the Detention Center in lieu of $300,000.00 bond.

Thank goodness for the County Deputy. He got a thug before he could unload a .45 into somebody like Ted Shea. Where were the SPD officers ? That is in the City.
One of the worst CITY areas...and the Sheriff's Dept. made the arrest...what does that tell you?

Wow both of these arrest made in the city by a deputy. Hmmm When is the last time you heard SPD locks one up in the county. Two drug dealing thugs gone for a while anyway.
I see the county becoming more proactive in the city. I guess the county guys are trying to keep what foot hold they have. No offense to the city guys. I hear you crying about your chief. Just go out and get it done. The rest will take care of itself.
The chief is not riding in the car with you when you see these thugs doing business.

city officers were busy handling calls.
I ride through this area at least twice daily on my route. I routinley see deputies and troopers but I have only seen the city cops there once or twice in the last year. Whats going on?

i tell you what ,if shea was shot with that gun he would not be here today. this is what i am talking about we the citizens need to be able to arm ourselves from this kind of viral black bacteria that has plagued salisbury and all citys.
When teacher and administrators say that the major discipline problems in our school are African Americans, we are told to be more multicultural. I've never understood why stealing, cursing, fighting and drug dealing were to be tolerated as cultural expressions but we're told they are.
We can just hope these two drug dealing thugs are gone for a while. Judges, what say you????

Start looking closer at the pictures you will notice criminals dress alike. If you watch the criminals on the street they will were the same color clothes also. Look around next time in Salisbury today's wear is black jackets black hat.

The city can't arrest in the city, they could if they combined into one sheriff's office, imagine what they could accomplish as a T.E.A.M..
Look how many calls for service SPD handles compared to the sheriffs department. Its extremely difficult to make arrests for crimes when they are busy taking reports. Now as for the special bike unit, what do they do? Last I heard they were arresting people for trespassing.
Terrorists, everyone of these scumbags should be considered terrorists for trying to degrade our quality of life here. We have Homeland Security here, give them something to do and put them to work while sitting on my federal tax dollars.
Working with the Sheriff's department would just make chiefy look real bad, I doubt he wants any part of that. He can't even get his own team working together let alone bringing in another department.
Reverse responcibilities, let SPD serve warrants, do speed traps, animal and noise control and let Mike Lewis and Company take over the streets.

Are you kidding me? The city officers don't patrol the county. Good God! The moron who wrote this obviously thinks his $%^& does not stink. The fact of the matter is that whoever these deputies are made great arrests and I applaud them for it. Everyone knows most, but not all, of the action is in the city and the proactive deputies and troopers love coming in to the city because they want to get into something. The city officers are handling call to call. But somehow, this moron has figured out a way to bash the city out of two great arrests by deputies. There are city officers who could run circles around the deputies and troopers and vice versa.
My message to the probable deputy who posted this is...get over yourself. You obviously did not make either of these arrests. Start working with the city officers instead of bashing them. City officers would be a lot more proactive if they weren't going from call to call writing b.s. reports.
the police should patroll more and do more undercover work.salisbury is getting bad with crime 90% comes from crakheads and dope both black and white commiting crimes to get there fix.police need to step there game up to arrest these dealers and we'll see a difference in crime stats.the police knows who sell dope they aint stupid they got mad informants task force do your job!!!!!!
