Oasis Properties Makes Headlines Again

Rehoboth builder charged with fraud

Daily Times Staff Report • July 7, 2008

REHOBOTH BEACH — A Rehoboth area builder has been charged with fraud, Delaware State Police said.

Police said Curtis M. Ricketts, 45, of Rehoboth Beach, who is the owner of Oasis Property Development, was charged for allegedly failing to pay subcontractors for their services and for allegedly failing to complete work on a new home that he contracted to build for a New Jersey man despite receiving money for the work.

Police said they launched an investigation following a complaint by the 53-year-old Westmont, N.J., victim, who was not identified. They said Ricketts had entered into a contract with the victim to build a 2,913 square foot home on Bay View Road.Ricketts was indicted June 13 by the Sussex County Superior Court on one count of new home construction fraud worth less then $100,000 and 10 counts of improper retention of contractor funds.Police said Ricketts turned himself into detectives at Troop 4 and was released on $11,000 bond.The amount of money allegedly defrauded was $62,251.38, police said.

Rickett's is not the same person who owns the Car Wash. Neil Hitchcock does. I guess the name "got mixed up in the wash"!

Anon 6:46 is correct. The Oasis Car Wash is owned by Island Developers Northgate, LLC. It has nothing to do with Oasis Property Management. Although you may be reading about the Oasis Car Wash in Pocomoke as the foreclosure process has started on that one.

Definately not the same ownership.

Most Oasis car washes are operated and owned under "Island Developer (insert location) LLC.

Besides doing a Maryland Case Inquiry on Neil Hitchcock, do one on Island Developers. How any bank lends Hitchcock money after the free info court trail is accessible, I don't know....

Trust me on this one, I have too much first hand knowledge with that fool.

tax guy: look at the case file on Island Developers Seaford, LLC. It looks like they are paying that bank 10% on the $1.5M judgement. You would think that would send a red flag to any bank.

If you notice....and I'm only going to mention what is freely available to the public.......the Oasis car washes were all financed by community banks. Also, never the same bank......Seaford is under foreclosure from a community bank, and Pocomoke is under forclosure to a different community bank.....Take what you will from that. (insert snake oil salesman reference here)

Maryland has those available....MHIC (Maryland Home Improvement Commission) and the MHBR (Maryland Home Builder Registration)
