Two years ago, the MDE had stepped in to the Salisbury WWTP and demanded the old liner and sludge be removed immediately. They slapped the City with a $10,000.00 Fine and this was one of the final pictures taken before they were actually forced to remove the sludge seen above with the boat still floating in it.
