Here are the three photos I took last night. The first is with no flash. The second is with a flash and adjusted on the computer. The third is with a flash and not adjusted at all. Please note the details, (all on 800 speed) on the two using the flash.

I was not excessive in using the flash last night. In fact, Jonathan Taylor was using his flash time and time again last night, yet nothing was ever said to him. For what it's worth, as many of you know I used to play Professional Pool. While on Tour spectators were constantly using flash photography and video people always had their lights on. Quite frankly, while I was standing at the podium last night, Jonathan was taking picture after picture of me with a flash and it never once distracted me. This is something I personally believe ALL of you need to get used to. I did it, why can't you?

If you can be distracted by a flash, perhaps you're not concentrating on the subject at hand like a professional. We were not allowed to make excuses and we learned to move on. Trust me, there was a lot more money on the line on every shot than you people are making.

Louise, Kim, you asked me to take these photos to prove to you there was a difference. This is under your instructions and IF you continue to ask that no flash photography be taken, you are clearly biting off more than you can chew. I'll ask again that you reconsider as I, (and perhaps others) will take this to Court with these three samples and show the Judge that the Salisbury City Council is demanding something over the President, Congress and every other Government Body by removing flash photography. I will respectfully ask that you reconsider and assure you on my behalf that I would not abuse using the flash from my camera.

Ladies & Gentlemen, I sent this message to the entire City Council after last Monday nights City Council Meeting where Louise Smith stated while on PAC 14 I was no longer allowed to use Flash Photography. In the mean time, Mr. Taylor continued throughout the evening taking flash pictures and not a word was said. The photo below is clear evidence of such on Monday evening.



Louise, (similar to Mike Dunn and Barrie Tilghman, in the past) had been passed a message from Gary Comegys and the next thing we knew she immediately came after me and targeted me for using a flash. I politely waited until after PAC 14 was turned off and I confronted Louise about the matter. Hence the letter above.

Today I received a call from Louise Smith telling me she had received my e-mail and wanted to know if I would be available to meet with her to discuss it further and hopefully come to some kind of agreement. I of course agreed and we will be meeting in the near future.

The reason I share this Post/Information is because with any hope we're seeing/experiencing a change in local government and it should be recognized. GIVE CREDIT WHERE CREDIT IS DUE.

If you click on the three images above you will clearly see there is a major difference. Mind you, if I use a different lens, photos do tend to come out better without a flash. However, it's a telephoto lens and you have to be ready at all times to capture a certain moment and many times in a confined place/room, using this lens doesn't allow you to do so. Therefore I use the wide angle lens 98% of the time. Louise had mentioned to me on Monday evening that she minored in photograpy back in the day so she understood what I was dealing with speed wise and so forth.

In our telephone conversation Louise felt a lawsuit wasn't necessary and I wanted to set the record straight by saying I had no intention to sue. I would see judgment by a Judge on the matter at hand, not financially. Photographers have certain rights and using a flash is one of them. I never abuse the flash, seriously. The only time I use it is when it's necessary.

So my hat is tipped to Council President Louise Smith for allowing me this opportunity to sit down and come to a mutual understanding, (hopefully). For what it's worth, I believe Mr. Taylor has just as much right to use his flash when necessary. I'll keep you posted.

DEDICATION OF PAVILION IN CITY PARK

Salisbury Mayor James Ireton, Jr., is pleased to announce that there will be a dedication ceremony for the new pavilion in the City Park on Saturday, June 13, 2009, at 9:00 a.m. The new pavilion is located near the Bandstand.

The construction of this pavilion is a project of the three Rotary Clubs in Salisbury – The Salisbury Club, The Wicomico Club, and The Sunrise Club. Each of the three Rotary Clubs contributed funds for the project.

This project was a true community effort. Thanks go to the following local companies whose generous contributions of time and materials made this project possible: Thoro-good’s Concrete, Stone Concrete, Lifetime Masonry, Peninsula Roofing, Pro Coat, and Gillis Gilkerson, Inc. Also, a special thanks to Connie Strott, Chairperson of the Wicomico Rotary Beautification Committee, for spearheading this project. The City of Salisbury’s Winter Wonderland of Lights Committee also contributed to this project. The personalized bricks sold to raise funds for the Winter Wonderland of Lights are now part of the pavilion’s foundation.

Local Banks Put A Hurting On Home Investors

The Bank of Willards and The Bank of Delmarva have new requirements when purchasing a home. The days of no money down, 5% or even 10% down are long gone too. However, their policy has changed so much it doesn't stop at their new 20% down, it gets even worse.

Now you will be required to put 20% down on the SALE price of any home you purchase. So what does this mean to investors. Well, if you're an investor that purchases homes to fix and rent, you're completely screwed. You'll no longer be able to buy a home as a fixer upper either, unless you're loaded with cash.

Let's say you buy a $200,000.00 home for $140,000.00 because it is in need of serious repairs. You are now required to put down $28,000.00 in cash just to buy the home. Let's say you'll need to invest another $40,000.00 to get the house livable again. That's $68,000.00 out of pocket for a home worth $200,000.00 in the right market.

While local Banks haven't suffered like the big boys in our financial crisis we're now living in, they have made it just about impossible for investors to use their services to operate. If you think things were bad in the past, well, they're about to get a whole lot worse.

Now let's look at the Real Estate Agent end of the deal. Will we now see false numbers in order to get their clients to qualify for the 20% down? Time will tell!

I know you're not going to believe this but I have spent two days hunting down the source to the spyware. Right now I'm trying to send the letter below to Delmarva.Now.com, however I keep getting "Error pages."

After discovering spyware attachments to my computer I have spent the last two days looking for the source.

Seems that one comes from your Netflix pop-up (Spyware - Casalemedia was the hyperlink to Netflix). After visting your online sight only, this morning I did a spyware scan and found 12 spyware attachments to my hardrive which I deleted.

I then did a second spyware attachment check to assure they were removed, and they were all gone.

I went straight back to your online sight only to find 15 more spyware attachments after I logged on? What's up with this?

You are attaching low level threats to my computer. Low level or not I will contact Sam Vincent and Davis Ruark if this continues. They can come right here to my house and check it out and I'll show them exactly how I discovered this threat.

If you are not aware of this problem, you are now, and this communication is documented. I would appreciate a remedy.

You're In Or You're Out. Either Way, Ireton Is Boss

Let’s face it -- Jim Ireton is working with Barrie Tilghman's administration, or making every attempt to do so. But are Barrie’s staff people making every attempt to work with Jim Ireton?

Let’s face it -- he is being set up to fail. The citizens who supported and voted for him can see it as plain as day.

Monday night, Louise Smith raised concern about the increase in crime. Now, is that genuine concern from a woman who voted against additional police and their second year of raises? Or it that a little stab at the new mayor who campaigned on a crime reduction platform, despite being in office less than two months and saddled with his predecessor’s people?

Very recently, Terry Cohen debunked statements made by John Pick, more than once during the ethics commission hearing. No malice on Terry’s part, just the facts, ma’am. Likewise, her showing up Paul Wilber, who apparently can’t read the Maryland constitution. How many times does Paul Wilber have to err in favor of Barrie Tilghman and her cronies, costing the taxpayers to make a mess and again to clean up the mess, before Mayor Ireton sees what is going on and dumps him?

Chief Webster’s most recent slap in the face, of the public and Mayor Ireton, has got to open his eyes. Chief Webster railed against Jim Ireton in the Daily Times, stating adamantly that crime was down. Now that Jim is Mayor, crime is on the rise and Barrie Tilghman’s chief of police has nothing to say about that and he shuts down the Narcotics Task Force! Surely Jim Ireton can clearly see what is going on here.

If Chief Webster doesn’t fight the “war on drugs,” crime will definitely increase. In fact, he isn’t and hasn’t done the fight and the crime is already increasing. According to Chief Webster, there are no gangs in Salisbury, and since there are no gangs, does this mean there is not a drug problem? Gangs = drugs = prostitution = robberies = assaults = home invasions = burglaries = murders. Even before there were gangs in Salisbury, there were drugs, so why shut down the task force?

The State of Maryland provided the lower shore with a mobile Methadone unit, unveiled by the county recently. The thought is to provide Methadone, a synthetic opiate, to heroin addicts. If we have no need of a drug task force, why does the state feel we have a need for a very expensive mobile drug-dispensing unit? Does anyone else see the irony in this?

The Salisbury Police Department has been understaffed for years. This is not news to anyone that has been paying attention. The turnover has never been higher than since Chief Webster has been there. You cannot keep good men and women if you have inadequate leadership. Chief Webster has proven, for a very long time, to be inadequate.

Barrie Tilghman along with the scheme team of Dunn, Comegys, Cathcart and Shields have expanded the limits of the city thereby expanding the coverage required by an already understaffed police department. These same people have also denied the required relief to an already overworked, understaffed and poorly equipped department.

I would like to suggest to Chief Webster that he follow the lead of Sheriff Mike Lewis and many other LEO’s in his position. Reinstitute the drug task force, make those big drug arrests and get convictions. Then lay claim to the drug money, vehicles and useable properties to better equip the officers at Salisbury Police Department instead of sticking every penny of that equipment on the backs of the taxpayers. The officers at SPD should not have to fight 21st century crime with 20th century technology and equipment.

And if the Chief can’t do that, then he needs to do the right thing and resign. And if he won’t do that, then the people of Salisbury need to rise up and let the city council -- especially Smith, Comegys and Shields -- know that they need to back Mayor Ireton firing Chief Webster.

This morning I received a call from Russ Barrett insisting he has received a letter from GM stating they will stay open for business and they will not be closing their doors. In fact, Russ not only offered to show me the letter, he even offered to have his driver bring it to Salisbury for me to view. I told Russ, if he's anything like his Father, (may he forever rest in peace) I believe him.

Below are two letters from Courtesy Chevrolet. Mind you, they came in as comments, so it has yet to be confirmed they are authentic but for the sake of the benefit of any doubt, we'll trust that they are.

That being said, I waited until the most powerful time on this Blog, (9:00 am'ish) to offer an apology to both Dealerships and ask for their forgiveness. Mind you, if either of you close your doors in the near future to New Car Sales, we'll expect the same from you. Nevertheless, our sources are rarely, (if ever) wrong and we're going on YOUR WORD that they are.

So Folks, there you have it. Barrett Chevrolet and Courtesy Chevrolet will stay in business and we certainly apologize for any inconvenience we may have caused.

Dott Truitt Speaks Out Against Paul Wilber Monday Night

I would like to list some of the in efficiencies I have witnessed by our City Solicitor.

I first became aware with the Hearne property Mr. Wilber's inefficiencies dealing 2 blows to the residents in this area.

The City Attorney's Office failed to advertise this annexation. This same office failed to deliver the plans to Maryland State Department of Planning.

Mr. Wilber did nor release the negative letter from the MD State Planning Office mentioning a suit to Council Members if the plan was approved.

Just recently Mr. Wilber did not give Council any advice on the Ethics charges against 2 Council Members.

He was present when it was discussed and gave no opinion. It was my understanding a simple Google search showed it was illegal in Maryland to remove these benefits.

For this blunder, tax payers paid Wilber, Lore Chambers & Mr. Pick to attend the hearing before the Ethics Commission.

Some residents of Salisbury tried in court to get 4 to 2 enforced. Judge Davis said the law appears to favor the landlords. Mr. Wilber wrote these laws.

The next two instances Mr. Wilber made the City pay twice for his poor work. He was paid for his advice and then again to defend and LOST BOTH times.

The first was Stu Leere's battle with the Historical Society. We taxpayers paid Mr. Wilber to go against Mr. Leere. Mr. Leere defended himself without an attorney. Mr. Wilber took the case all the way to the court of special appeals. Mr. Leere WON.

Then we have the old Mall case. The property was improperly zoned with Mr. Wilber's advice. Again, citizens challenged this and won. To this day I do not understand Mr. Wilber.

Defended this case and represented the developers. Mr Wilber does not represent us, the taxpayers of Salisbury. He represents special interest groups not the tax payers, let them pay for him.

Relay For Life

Hi Joe,

Just wanted to remind everyone that the Relay For Life Poker Run and Chicken BBQ is this Saturday, June 13th. Registration for the run is at Harley Davidson in Seaford from 9-11. All bikes welcome and first 250 bikes will receive a ride pin. Last bike in to the Delmar VFW by 2:00. The southern rock bank "Crossroads" will be providing live entertainment (outside, weather permitting) from 2-5. Information will be available for anyone who may be interested in starting a Relay For Life team. Cancer Survivors will have the opportunity to register for the reception and ceremony being held in their honor at the Shorebirds Stadium September 25th. General information about the American Cancer Society will also be available. Chicken Bar B Que dinners are available to go for $ 8 (can purchase tickets in advance) and for $12 you can join in on the fun at the Delmar VFW and includes a chicken dinner. DelDOT Credit Ratings Remain Strong Despite Slow Economy

Dover -- The Department of Transportation (DelDOT) announces a successful Delaware Transportation Authority bond sale, providing $111 million in proceeds to fund capital projects, which affirmed the importance of the excellent bond ratings from Standard & Poor's and Moody's. The credit-conscious municipal market is rewarding high-grade issuers with lower interest rates.

The Transportation System Senior Revenue Bonds, 2009 Series A were issued to provide funds for DelDOT's capital transportation program. J.P. Morgan Securities, Inc. was the winning bidder among the eight underwriting syndicates that participated in the bidding. The True Interest Cost (TIC) was 3.96 percent for the sale. The bonds were affirmed as AA+ by Standard & Poor's, and Aa3 rating by Moody's Investors Services. Both rating agencies also reported a "stable" outlook for the transportation system revenue bonds.

Members of the Delaware State Senate voted on May 8, 2009 to allow DelDOT to sell bonds in June instead of July to pay for its capital program for the 2010 budget year that starts July 1. The bond sale allows DelDOT to borrow sooner than it would normally to keep current highway projects moving ahead as revenues from traditional sources such as tolls and motor vehicle fees have declined.

Governor Jack Markell said, "The proceeds from these bonds will allow DelDOT to preserve much-needed private sector jobs and continue work on important infrastructure projects. I congratulate DelDOT on its consistently strong credit rating, which saves taxpayer dollars."

DelDOT Secretary Carolann Wicks stated, "Year after year, the rating agencies give us high marks for a sound and well managed financial plan. This latest bond sale comes at an opportune time because the interest rates to pay back this money are favorable."

State Senator Robert Venables, co-chair of the Joint Bond Bill Committee said, "It keeps things moving, keeps people working. We got an excellent rating."

State Rep. Helene Keeley, Joint Bond Bill co-chairwoman, said, "By allowing the Department of Transportation to do this and move forward with the early bond sale, we were able to get a tremendous rate."

According to the Ratings Report issued by Moody's, the high-quality credit rating is based on the strength and diversity of pledged state transportation revenues, a limit on the issuance of additional debt against these resources, and adequate coverage of debt service.

Standard & Poor's high rating reflects Delaware's stable long-term economic fundamentals despite recent declines in key indicators as a result of the recession; and the state's strong commitment to the transportation program, which includes its willingness to enhance transportation-related revenues statewide to support capital and infrastructure investments. The ratings also reflect the diverse mix of pledged revenues that has contributed to revenue stability even in the current recession; the authority's strong historical and projected debt service coverage; rapid amortization of debt outstanding; and a clearly articulated capital transportation plan (CTP).

Recovery Act Project Updates

Dover -- The Department of Transportation (DelDOT) continues to make progress on the $140.9 million in highway, bridges, pedestrian and transit-related projects funded through the American Recovery and Reinvestment Act (ARRA). DelDOT is on target to meet the following deadlines: Fifty percent of the funding for highway projects must be ready to advertise by June 29, 2009 and the other 50 percent by February 17, 2010. Fifty percent of the funding for transit projects must be ready to advertise in 180 days August 28, 2009 and the other 50 percent by February 17, 2010.

Completed Traffic Signal Projects:

*Route 1 and West Way Drive, Bethany Beach-Sussex County: Completed May 1, 2009; Costs: $67,481.52; Project description: This project involved median island and pedestrian signal upgrades; and the installation of countdown signals. Also, this project included the installation of countdown signals at Kent Avenue and West Way Drive and at Route 1 and Route 26.

*Frederica Fire Signal-Kent County: Completed June 3, 2009; Costs: $53,564.12; Project description: Rebuild the fire signal to bring the signal up to current Manual on Uniform Traffic Control Devices (MUTCD) standards.

Under Construction:

*(New) Pavement & Rehabilitation: This project includes milling and paving along East Chestnut Hill Route (Route 4) eastbound and westbound from South College Avenue (Route 896) to Salem Church Road. Bids were received April 23, 2009. The low bidder is Harmony Construction Company at a total bid price of $2,865,029.15. Construction began on May 31, 2009 and is expected to end August 28, 2009, pending weather.

*(New) Route 13 & Memorial Drive-New Castle County: Estimated Cost: $249,384.54; Project description: Installation of crosswalks, pedestrian signals, and improved ADA curb ramps. Also, minor modifications to the signals and striping at the adjacent intersection of Route 13 & Hazeldale Avenue related to the fire department pre-emption.

*Route 2/Kirkwood Highway & Albertson Boulevard-New Castle County: Estimated Cost: $431,752.54; Project description: Minor modifications to the signal phasing related to the southbound and right-turn movement from Albertson Boulevard to Route 2. Upgrade of pedestrian crosswalks/curb ramps/signals. Conversion of Route 2 left-turn phasing from protected/permitted to protected-only.

*Mill Creek & McKennans Church Road-New Castle County: Estimated Cost: $159,203.64; Project description: Rebuilding of the intersection, changing signal poles, installing ADA curb ramps, upgrading the existing pedestrian signals with new LED countdown pedestrian signals.

*Route 202 & Righter Parkway-New Castle County: Estimated Cost: $214,240.13; Project description: Bring pedestrian signalization up to current standards, including minor modifications to right-turn movements, ADA curb ramp upgrades, and new pedestrian signal equipment including countdown signal heads. Crosswalk across Route 202 will be moved from the south to the north side of the intersection.

*Route 13 & Route 42-Kent County: Estimated Cost: $145,515.99; Project description: Revising x-span to a box-span; upgrading traffic signal equipment.

Contracts Awarded:

*South Walnut Street at City of Milford limits to Northwest Front Street; Shawnee Road at Blacksmith Shop Road to Fitzgerald Road: Construction will begin mid June 2009; Contractor Mumford & Miller Concrete, Inc.; Project bid amount $908,710.59; Milling, paving, patching and applying hot-mix overlay, and installation of ADA curb ramps; Daytime work.

DelDOT's $140.9 million ARRA projects range from big-ticket items, such as the additional highway-speed E-ZPass lanes at the I-95 Toll Plaza and more than $25 million worth of paving and rehabilitation work statewide, to safety projects such as traffic signal projects, guardrail replacement and bridge maintenance. Funding is being targeted not just for traditional road projects, but also for transit projects such as the first phase of a new Dover Transit Center, upgraded park-and-ride facilities and new rail cars and buses. The project list also includes money for raising South Market Street in Wilmington out of the flood plain and funding to refurbish the Rehoboth Beach Boardwalk, both designed to enhance economic opportunities in those areas.

Fifty percent of the funding for highway projects must be ready to advertise by June 29, 2009 and the other 50 percent by February 17, 2010. Fifty percent of the funding for transit projects must be ready to advertise in 180 days August 28, 2009 and the other 50 percent by February 17, 2010.

How Getting Off Of The Bus Turned Violent

A video which captured just of a small portion of this incident is attached to this release. It was filmed by a bystander. Upon viewing the footage, one will see that multiple people were involved to some degree and detectives are not sure if anyone else was stabbed before, during or after the video was taken. Other victims should call investigators at 302-834-2630 ext. 208. (In the video, the victim is wearing a yellow tank top and Jayd Hampton is wearing the bright green t-shirt.)

Detectives from Troop 2 in Glasgow are investigating a stabbing that occurred earlier in the day in the parking lot of the Christiana Mall. This investigation revealed four females had arrived at the mall on a DART bus. The bus pulled up to the south side of the mall adjacent to the food court. A 19-year-old female, and her friend, Jayd Jenita Hampton (the suspect), got up and began to walk to the exit. While doing so, the 19-year-old inadvertantly stepped on the foot of a 14-year-old girl. The two exchanged words and eventually got off of the bus. The 14-year-old was accompanied by her friend, a 15-year-old girl (to be referred to hereinafter as the victim). Once in the parking lot, the four girls began fight. Eventually, the victim and Ms. Hampton were specifically fighting one another. Jayd Hampton then produced a folding knife and began to stab the victim multiple times in the arms, face, neck and back. Several bystanders intervened and separated the victim and the suspect. Ms. Hampton and her 19-year-old friend immediately got back onto the DART bus and fled the scene. Witnesses at the scene provided the bus number to responding Troopers; and the bus was intercepted on Route 40 at Route 7 in Bear. The suspect was apprehended without incident and transported back to Troop 2 for processing. The victim was transported from the scene to Christiana Hospital where she was treated for her multiple wounds. Ms. Hampton will be formally charged with felony Assault and felony Possession of a Deadly Weapon during the Commission of a Felony. Bail information is not available at this time.

Man Shot Last Night In Salisbury

While it has not hit any Press Releases and hasn't been out in the news, a man was shot in the chest last night in Salisbury and was taken to PRMC by a woman.

We do not know his condition or any more details other than to say we know he was shot and treated there.

I'm confident PRMC will, (AS USUAL) deny this as being true but we do in fact have two sources and it is what it is. Things are once again getting really bad around here. Did any of you go to the crime website link I provided earlier today. The reason I ask is, imagine what it would look like if ALL of these crimes were actually put out by the SPD. I mean, think about it. Here we have a guy who was shot in the chest and no one has heard a thing!

GM Problems Are About To Hit Home

It has been reported that Barrett Chevrolet in Berlin and Courtesy Chevrolet in Salisbury will be closing their doors in two weeks.

This is a serious problem here on the Eastern Shore as this will cause the loss of literally hundreds of jobs.

We're not sure if either of these two Dealerships have broken the news to their Employees, (we certainly hope so) but we have received the information from a good source and no one else seems to want to make any comment at this time.

The decision was made by General Motors and not the independent Dealer, just for the record.

Driver Struck And Killed On SR 1

Location of Incident: Southbound SR 1 3 miles north of Dover, Kent County

Date and Time of Occurrence: Tuesday June 9, 2009 on or about 21:22 hours

Victim: Willis L. Marcellus, 20, 1221 Salem Road, Plainfield, NJ

Resume:

Troopers are investigating a fatality of a driver who left his car and was struck by several cars after he ran into the roadway.

The incident happened last evening when Marcellus had become involved in a minor crash while driving north on SR 1. A passer-by saw Marcellus in the median and pulled over to help. The Good Samaritan felt that Marcellus was suffering from some type of medical condition and offered to help. Marcellus ran from his vehicle into the southbound lanes where he was struck by several motor vehicles traveling northbound. Marcellus was pronounced dead at the scene.

Troopers are still investigating and they are unsure why Marcellus ran from the Good Samaritan.

Both directions of SR 1 were closed for approximately 3 ½ hours while investigators gathered evidence.

The official says Obama will ask Congress to draft legislation as part of the administration's effort to tie pay to long-term performance instead of short-term gains.

The Wicomico County Board of Education, acting on the recommendation of Superintendent Dr. John Fredericksen, made eight administrative appointments at its June 9 meeting.

The appointments are effective July 1.

Susan Jones
Director of Elementary Education

Susan Jones has served as the Executive Director of Elementary Education for Cecil County Public Schools since 2007, and was a principal (2001-2007), assistant principal (1998-2001) and elementary teacher (1987-1998) in Cecil Schools. She received a bachelor's degree in elementary education from Salisbury University in 1987, and a master's degree in Education Administration & Supervisor from Loyola College in 1993. Jones will replace Margo Handy, who is leaving the Director of Elementary Education position to become Assistant Superintendent of Instruction and Student Services.

Cathy Townsend
Safe Schools Coordinator

Cathy Townsend, formerly the principal of Salisbury Middle School and currently the principal of Delmar Middle/High School, will return to Wicomico County Public Schools as the Safe Schools Coordinator. She replaces Steve Brewer, who is retiring. Townsend previously spent 22 years in Wicomico Schools as a teacher, assistant principal and principal, and in 2004 was the Maryland Middle School Principal of the Year. She is working on a doctorate at Wilmington University, with a dissertation on character education.

Elementary Assistant Principal, Delmar Elementary

Jason Miller is currently serving as the math professional development coach for Delmar and West Salisbury elementary schools, and served as interim assistant principal at Delmar in 2008. He is the co-coordinator of Wicomico County's Math 24 Game Tournament, and served on the school system's Code of Conduct Revision Committee. He received a master's degree in Public School Administration from Salisbury University in 2006.

Elementary Assistant Principal, Northwestern Elementary

Jennifer Rice is currently serving as the assistant principal of Accawmacke Elementary School in Accomac. She also served as assistant principal of Owings Mills Elementary School in Baltimore County. She received a master's degree in public education from Towson University.

Ruby Brown is currently serving as assistant principal of Pinehurst Elementary School and had also been assistant principal at North Salisbury Elementary. Ellen Harlan currently serves as assistant principal of Westside Primary School, and has also held that post at Westside and Fruitland intermediate schools. Christel Savage is currently working as a Social Studies teacher at Parkside High School, and has also taught the subject at Bennett Middle School. She co-chaired her school's Instructional Leadership Team, and served as Professional Development School Coordinator for University of Maryland Eastern Shore and Salisbury University. She received a master's degree in Public School Administration from SU in 2007.

Wicomico County First District Councilwoman Sheree Sample-Hughes has announced the next in her series of clean-up days. According to

Ms. Sample-Hughes, the next clean-up will be in San Domingo. The project is scheduled to start at 9:00 A.M. at the historic Rosenwald School on

Saturday, June 20, 2009 and will conclude at noon. The project will focus upon wood lined areas along San Domingo, Snethen Church and Norris Twilley Roads.

Councilwoman Hughes said, “I urge as many of my constituents as possible to join us. The clean-ups provide a great opportunity for community fellowship as well as being beneficial to the area affected.” Wicomico County Roads Division will provide gloves, bags, pick up sticks and trash bins. The previous clean up garnered 2 tons of trash from the San Domingo Community, most items were recyclable materials.

Salisbury Police Department Press Release

On June 8, 2009 at approximately 11:30 pm, Officers of the Salisbury Police were in the area of the Royal Farm Store on South Division Street and observed two (2) subjects flee out of the front door and to the rear of the business. The officer, and responding officers pursued the suspects without success. A contact with the business revealed that the two (2) subjects had robbed the business by firearm just prior to the arrival of the officer. Employees of the Royal Farm Store advised that the two (2) suspects had entered the business and had produced firearms. The suspects ordered the store employees to place the U.S. Currency from the cash register into a bag and then fled from the business. There were no injuries. During the pursuit of the suspects, the officers found and recovered the two (2) firearms, clothing utilized by the suspects and the U.S. Currency taken from the store. The suspects were described as:

1. Black male, 5’07 to 5’08”, thin, wearing a black hooded
sweatshirt, and a black facial mask

2. Black male, 6’02” to 6’03”, thin, wearing a black hooded
sweatshirt, and a blue bandanna over his face

One of the clothing items recovered during the pursuit of the suspects was a black hooded sweatshirt with the name “Alexander IV” on the front in white lettering and additional writing on the rear of the sweatshirt. See attached photographs of the sweatshirt.

The Salisbury Police is asking anyone with information concerning these two (2) suspects, or with information regarding the recovered hooded sweatshirt to call the Salisbury Police at 410-548-3165 or to contact Crime Solvers at 410-548-1776. I love it that there were "Duggar sightings" at Walmart and Sam's Club given the fact that they are from NW Arkansas, home of Sam Walton! They were here for my daughter's wedding in Cambridge and reception in Salisbury. It was wonderful to have them make the long trip! TLC did not follow them here, but you will see footage of their DC trip prior to venturing across the Bay. :-) They are now back at the Bates' home in TN assisting in a large addition to the Bates' home.

Water & Sewer Rate Increase Causes Hardship On Many Fruitland Residents

Last night I attended the Town of Fruitland Council Meeting with the intent of doing a single story on a special event, (featured at 9:00 AM. However, things became very interesting when it came to their Budget and Water & Sewer Rates, so I stuck around until almost 10:30 last night.

The first discussion was based on their increasing Water & Sewer rates. For the past 4 years the MDE has been asking the Town to reserve 25% as a sort of cushion and the Town simply did not do so. Because they didn't do this and because a Developer had fronted so much money in impact fees, the Council was able to sit back and not increase the user rates.

As it turns out, this was not a good move because each user is now impacted all at once, rather than a $10.00 increase per quarter, now there's a $50.00 increase per quarter. The $200.00 increase per year seems to be a major issue with many as they came forward to voice their concerns for hours last night. Mind you, this is just above $17.00 a month increase or $4.25 per week.

On the other hand, one resident Kimmie Marshall, confined to a wheel chair on disability and an income of only $600.00 a month, this is a very serious blow. Kimmie confronted the Council with what I felt was a fair debate. What are they going to do for citizens like her on such a tight and fixed income? The Council could only offer that the individual work with the Finance Department and as long as each person is making "good faith" payments they would work with them.

Unfortunately, this is a reality today Folks. Money is getting tighter and tighter and while the price of just about everything has gone up the sooner from the later has arrived. As you can see from my earlier Post this morning, gas prices are once again jumping through the roof. Chemicals have skyrocketed, therefore Water & Sewer Plants have an increased cost to operate.

One woman, (a Teacher) sat there dumbfounded last night because she just couldn't swallow the increase. Many just could not understand why and even gave off the impression as if the Council was gouging them. That simply was not the case and Rick Pollitt and myself tried explaining to everyone that this simply put is a reality today. The Council deferred any increases for four years and gave that relief. Reality has now hit and they must charge each user for their "cost" of doing business.

Rick Pollitt explained to everyone very clearly, government cannot make a profit. We simply charge what it cost us to operate. I happened to mention the fact that there has never been a delay in service. Public Works makes sure you always have water and sewer, a service no one else out there can or does provide. Cable goes down. Internet access can stop out of nowhere. Cell phones drop calls. However, when you turn on your water or flush your toilets, everything works. If people are willing to go out and pay close to $2.00 for a gallon of bottled water, I personally feel people have taken this service for granted and have become spoiled.

Unfortunately for residents in Fruitland, Water & Sewer rates are actually higher than the rates in Salisbury, if you can believe that! It's true and that's where I can feel for the residents in Fruitland. Nevertheless, we are in hard times Folks. Get this. While many complained about the Water & Sewer rate increase, the Town of Fruitland actually lowered their budget expenses for this year versus last year and did not raise taxes anywhere.

Keep this in mind as well. Property assessments will be coming soon and there's no doubt your assessment values will drop dramatically. This may compensate for the increase in Water & Sewer rates but only time will tell. It's a necessary evil, we all know that but it's also a DEPRESSION, (I don't care what anyone says) and it's time to cut corners. Americans have been enjoying luxuries for far too long and when I sat there last night and mentioned many should consider dropping cable TV, man, you would have thought I shot someone and I was on trial for murder. NO WAY! Guess what Folks, YES WAY! The fun is over. You want services, well guess what, you have to pay for them.

I live in Delmar, Delaware. My property taxes are $1,200.00 a year, I have a well and an above ground septic system. I chose to live in an area where I would not be subjected to these kind of rates and increases. You chose to live somewhere in which you are subjected to these rates and increases. What is it about NO PROFIT that you don't understand? You are receiving a service that never fails and costs you about $0.01.5 cents a gallon?

I thought what the Council did in Fruitland last night was remarkable. If you don't want to pay the kind of taxes you're now paying and water and sewer rates, Delmar, Delaware has lots of room to welcome ALL of you. In this particular case I stand behind the Municipality, (which is very rare) with the exception of those disabled on a very tight budget and income. For the $4.25 increase per week, I think the citizens can find ways to conserve without losing their homes.

Canton Inn XXX Club To Get Face Lift

SEAFORD, - The Delaware Department of Justice on Tuesday announced that to avoid being taken to court, the owner of the Canton Inn in Seaford will no longer offer any form of adult entertainment at his business.

The Department of Justice said that the Canton Inn adult nightclub has been the site of prostitution and lewd sexual conduct over a period of several years. Following an investigation by the State Division of Professional Regulation and Delaware State Police, the Department of Justice determined that the Canton Inn presented an immediate threat to the public health, safety and welfare. Under the state's Drug Nuisance and Social Vices Abatement Act, the Department of Justice has the authority to take enforcement action against so-called "nuisance" properties. Such measures can include shutting offending businesses down.

They will now turn the establishment into a night club and renovate the facility right away.

Miss Mattie Brown Is Celebrated In Fruitland

Miss Mattie Brown will celebrate her 103rd Birthday this month and the Town of Fruitland as well as our County Executive wanted to celebrate with her.

Miss Brown received two proclamations, one from Fruitland and one from the County where she will be "forever" recognized by offering June 9th as Mattie Brown Day.

Miss Brown and her late husband built many homes in the Fruitland area as rental homes, providing safe and enjoyable housing for hundreds of people over the years. Their impact to the economic and development to Fruitland was certainly recognized last evening as many turned out to celebrate her yout, (as Joe Pescie would say).

Mattie Brown, congratulations and Happy Birthday. I did ask Miss Brown what her secret was and she replied, I have no secrets.

Welcome To The Wicomico River In Salisbury

After yesterday's storm I decided to take a ride down to the River and take a look at just what might be floating in the River this go around.

It looks like part of a Pier/Dock is floating by along with a shipping pallet and other entertaining floatables, (as former Mayor Barrie Tilghman and Gary Comegys likes to call it).

Anyhow, if you happen to be enjoying, (if you can) taking your Boat out into the River and you want to do any water sports, be very careful of what you might run into. Oh, make sure you up to speed with your Insurance Policy too!

Former SPD Officer Brian Beaver Now Represents Fruitland

Onward and upward, they say. Former SPD Officer Brian Beaver has joined forces with the Fruitland Police Department and couldn't be happier. "It's a whole new world" Brian said. While Salisbury lost a damn good Officer, Fruitland jumped on the opportunity to take on this veteran creating the perfect marriage.

Alex's Lemonade Stand

Joe, every year for the last 7 years, Super Fresh Stores have dedicated a weekend event to collect money for children's cancer research with an affiliation with "Alex's Lemonade Stand".

This coming weekend, on Friday, Saturday and Sunday June 12 to June 14 at all Super Fresh locations in Maryland, Delaware, Pennsylvania, and New Jersey, we will be holding events at our stores, selling cups of lemonade at $1 to benefit this worthy cause.

Some stores will also be having raffles and hot dog sales to raise funds and awareness as well. The collections will take place on Friday from 12-6pm, and Saturday and Sunday from 11-3pm with all proceeds going to Alex's Lemonade Stand Fund.

At the Fire Fighting Training school, they would demonstrate this with a deep fat fryer set on the fire field. An instructor would don a fire suit and using an 8 oz. cup at the end of a 10 foot pole, toss water onto the grease fire. The results got the attention of the students.

The water, being heavier than oil, sinks to the bottom where it instantly becomes heated.. The explosive force of the steam blows the burning oil up and out. On the open field, it became a thirty foot high fireball that resembled a nuclear blast. Inside the confines of a kitchen, the fire ball hits the ceiling and fills the entire room.

Also, do not throw sugar or flour on a grease fire. One cup creates the explosive force of two sticks of dynamite.

TRAFFIC ALERT - Closure Of I-495 To Occur Thursday, June 11th

Requires Full Southbound Lane Closures

Wilmington -- DelDOT announces that the Delaware State Police (DSP) Collision Reconstruction Unit (CRU) has requested a full closure of Interstate 495 southbound at the Route 13 off-ramp (Exit 1), for Thursday, June 11, 2009, at 9:00 a.m. until approximately 11:00 a.m. The closures are necessary to enable the DSP to collect data from the scene of a serious injury accident that occurred on Saturday, June 6, 2009.

Southbound interstate traffic at the Pennsylvania state line will be diverted to continue south along Interstate 95. Local traffic within Delaware will still be permitted to access Interstate 495 southbound at all other interchanges. That traffic will be detoured off of Interstate 495 southbound at the Route 13 Exit. Traffic will then proceed south along Route 13 southbound to Interstate 295 southbound and then back onto Interstate 95 southbound. Detour routes will be marked. This planned closure is weather contingent.

Motorists are advised to expect delays, drive with caution, and to slow down within work zones, and expect delays.

Motorcycle Crash Results In A Fatality

Location of Incident: Double Bridges Road south of Parker House Road 3 miles south of Millville

Date and Time of Occurrence: Tuesday June 9, 2009 on or about 17:55 hours

Victim: William O. Cole, Jr. , 56, Salisbury, MD

Resume:

State Police are investigating a motorcycle crash that resulted in the death of a Salisbury, MD man.

Cole was operating 2002 Harley-Davidson south on Double Bridges Road when he approached a sharp right curve at a high rate of speed. Cole was unable to maintain his position on the roadway as he entered the curve. Cole crossed into the opposing lane, nearly striking a vehicle traveling north on Double Bridges Road. Cole swerved to avoid striking the oncoming car and crossed back into the southbound lane where the motorcycle ran off the roadway and struck a tree. Cole was pronounced dead at the scene as a result of head trauma.

Cole was not wearing a helmet at the time of the crash and it is unknown if alcohol was involved in the crash.

The roadway was closed for approximately 3 ½ hours.

BODY RECOVERED FROM PATAPSCO RIVER

(Baltimore, MD) - Maryland State Police are continuing their investigation into the death of a Montgomery County man, whose body was discovered in the Patapsco River, after his vehicle was left abandoned on an Interstate 70 bridge in Baltimore County this morning.

The deceased is identified as Peter John Wilkinson, 49, of the unit block of Gregg Court, Brookville, Maryland. He was pronounced dead at the scene by emergency personnel. The body was taken to the Office of the Chief Medical Examiner in Baltimore for an autopsy.

Shortly before 11:30 a.m., troopers assigned to the Golden Ring and Waterloo Barracks responded to the westbound I-70 bridge located at the Baltimore/Howard County line for a red Volkswagen stopped partially in the right lane. Arriving troopers came upon the vehicle stopped on the bridge, with its four-way flashers activated. The vehicle appeared to be disabled. Concerned for the driver’s well-being, troopers canvassed the area when they observed the body of a man lying in the river below.

Several witnesses stopped and advised troopers they observed Wilkinson jump from the bridge. At this time, foul play is not suspected. The investigation is being conducted by members of the Golden Ring Barrack Criminal Investigation Section, with assistance of the State Police Evidence Collection Unit.

Personnel from the State Highway Administration responded to assist with lane closures. The right two lanes were closed during the initial stages of the investigation. All lanes were reopened for travel shortly after 1:00 p.m.

Narrative: On 8 June 2009 deputies from the Wicomico County Sheriff’s Office travelled to Georgia to bring a fugitive back to Wicomico County. Authorities in Fayette County, GA were holding Leslie N. Edwards III on a Wicomico County Circuit Court Indictment that charged Edwards with CDS Possession with the Intent to Distribute.
Edwards was returned to Maryland where he is currently held at the Wicomico County Detention Center in lieu of $75,000.00 bond.

Location: 29300 block of Connelly Mill Road, Delmar, MD
Suspect: Michael Irvin Kelley, 38, Delmar, MD

Narrative: On 9 June 2009 at 1:30 AM, a deputy from the Wicomico County Sheriff’s Office responded to investigate an altercation taking place inside a residence in the 29300 block of Connelly Mill Road in Delmar. Upon arrival, the deputy met with a female victim who alleged that she was assaulted by Michael Kelley during a verbal altercation that turned physical. The victim attempted to call for help when Kelley allegedly ripped the phone cord from the wall. Upon the arrival of the deputy, Kelley had left the property.

The deputy obtained a warrant for the arrest of Kelley and managed to locate him at 6:36 AM when Kelley attempted to return to the residence. Kelley was arrested and transported to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, Kelley was detained in lieu of $5,000.00 bond.

Three Students Commit Robbery During School Field Trip

Location of Incident: Prices Bowling Lanes, 3215 Kirkwood Highway, Wilmington, Delaware, New Castle County

Date and Time of Occurrence: June 9, 2009, at approximately 12:45 p.m.

Abel Flores, 17, of Wilmington

Resume: Earlier today, Troopers were called to Crossroads of Delaware, on Lancaster Avenue, for a reported robbery that occurred during a school field trip.

In this case, a 17-year-old student was with his class on a field trip to the Prices Bowling Lanes. This victim went into the bathroom at which time a subject, later identified as Damiere Harris, came up from behind him, grabbed his arms, and held them behind his back. Harris’ co-conspirators, Isaac LeCompte and Abel Flores, then reached into the victim’s pockets and removed $135.00.

The victim was released and the suspects divided the money up amongst themselves. The victim told a school administrator who acted swiftly and appropriately. He recovered the stolen proceeds from the suspects and detained them at the school until Troopers arrived.

The three suspects were transported back to Troop 6 where they were formally charged with felony level Robbery and Conspiracy. All three suspects were released on $750.00 bail and their court dates are pending.

On June 7, 2009 at approximately 3:00 am, Officers of the Salisbury Police received a call to respond to a residence on Fox Field Circle for the report of a domestic assault. Upon arrival the Officers met with a female victim who had been involved in an argument with the below listed suspect. During the argument the suspect obtained a kitchen knife and cut the tires of the victim’s vehicle.

Upon arrival the officers were advised by store employees that the below listed suspect had attempted to purchase food items and pay for the items with a counterfeit fifty (50) dollar bill. The suspect left the business but was located by responding officers.

The victim was not injured during the assault.

Detectives Arrest Probationer In Thefts From Vehicles Case

Location of Incident: Various locations in Glasgow, Stanton and Newark, Delaware, New Castle County

Date and Time of Occurrence: Various times over the past 30 days

Suspect(s): Eligio Cintron, 42, of North Van Buren Street and Stroud Street in Wilmington, Delaware

Resume: On June 8th, Troop 2 detectives ended a month-long investigation into thefts from vehicles in the Stanton and Glasgow areas. Troopers arrested Eligio Cintron as he broke into a vehicle in the rear lot of the Embassy Suites in the City of Newark. Subsequent investigation linked Cintron to nine other incidents resulting in felony and misdemeanor charges of Theft, Criminal Mischief, Receiving Stolen Property, Sale of Stolen Property, Possession of Burglar Tools and Conspiracy.

Most of these incidents occurred in the Pencader Corporate Center and the corridor along State Routes 4 & 7. Items stolen by Cintron included laptop computers, GPS units and other electronics items. Cintron was committed to Gander Hill on a $23,700 cash bond and a Violation of Probation administrative warrant.

No stolen property was recovered in this case as it is believed Mr. Cintron sold these items.

I was just at Sam's Club yesterday and gas was $2.34 a gallon. The new Royal Farms last night on Rt. 50 was $2.39 and when I came to this Valero I knew everyone else would be jumping their prices by this morning because they're usually one of the lowest prices around.

Tighten your belts again Folks because the Obamanomics are about to slap you in the face once again, just like Bush did to us. You wanted Change, YOU GOT IT! NOT!

Daily Times Screwed Up Again

Because the Daily Times screwed up in today's print edition, John Frederickson just called to let us know that the dates printed in today's paper for report cards were wrong. The message went to quick for me to get the dates but whatever the Daily Times printed was wrong.

Let's see, they have an insider working for the BOE who just received a hefty raise and they still can't get it right. Oh well, it is what it is. Another thing I can't understand. John has never had to make calls to every single household in Wicomico County that has a child in the system because of something Salisbury News screwed up. GO FIGURE.

How's it working for you now John? I was yelling at him on the phone and he just wouldn't respond. Then he started talking in Spanish and I thought to myself, OK, I'll just wait till you get to Italian and we'll go at it then. I'll be damned if the guy just hung up on me! ROTFLMAO! (for those of you who didn't get the robo call, it's a joke)

I just received the following text message.

Power Outages Cause Problems In Salisbury And Fruitland

One thing is for sure, this new vacuum system truck owned by the City of Salisbury couldn't have been cheap! Nevertheless, it was out on Carroll Street and Waverly drive because the power went out to the Lift Station and they were forced to manually pump the crud out of the system and bring it to another location elsewhere over and over again.

In Fruitland, the power went out on the West side of Rt. 13 at least 7 times today, all caused by a fire on a Transformer on South Camden Avenue.

We were also told many people in Salisbury didn't have Internet access for a good part of today, which kind of blows me away because the hits and comments today are through the roof.

Hopefully everyone is back to normal by now.
