Incident: Driving Revoked
Date of Incident: 19 Nov 2016
Location: 29000 block of Deer Harbour Drive, Salisbury, MD
Suspect: Franklin James Donaway, 38, Salisbury, MD
Narrative: On 19 Nov 2016 at 1:43 PM a deputy stopped Franklin Donaway after observing him operating a motor vehicle in the 29000 block of Deer Harbour Drive in Salisbury. The deputy that observed Donaway driving recognized him and knew that not only had his driving privilege been both suspended and revoked by the State of Maryland but that Donaway had recently been cited for these same violations.
The deputy placed Donaway under arrest and transported him to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. Following an initial appearance, Donaway was released by the Commissioner on $3,000.00 unsecured bond.
Charges: Driving While Revoked, Driving While Suspended and Driving Without a License


Incident: Possession of Marijuana / Driving Without a License
Date of Incident: 19 Nov 2016
Location: Robinson Street, Salisbury, MD
Suspect: Antoine Lamar Tilghman, 26, Salisbury, MD
Narrative: On 19 Nov 2016 at 4:48 PM a deputy stopped Antoine Tilghman for speeding on Robinson Street. Upon making contact with Tilghman the deputy detected the odor of marijuana emanating from within the vehicle. The deputy subsequently seized a baggie of marijuana that was in plain view. The deputy also discovered that Tilghman did not have a license to drive a vehicle.
The deputy placed Tilghman under arrest and transported him to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. Following an initial appearance, the Commissioner detained Tilghman in the Detention Center in lieu of $3,000.00 bond.
Charges: Possession of Marijuana greater than 10g and Driving Without a License 


Incident: Assault / Reckless Endangerment
Date of Incident: 19 Nov 2016
Location: 400 block of Overbrook Drive, Salisbury, MD
Suspect:
Dwight M. Brooks, 59, Lancaster, PA
Tameka L. Brooks, 43, Lancaster, PA
Narrative: On 19 Nov 2016 at 6:52 PM a deputy responded to a report from “On Star” that a client vehicle had become disabled in the 400 block of Overbrook Drive and the occupants were believed to be involved in a physical altercation with each other. Upon arrival, the deputy located a Cadillac with PA registration plates on the side of the road. The deputy learned that the occupants, Dwight and Tameka brooks had been in Salisbury attending a wedding following which the couple became embroiled in a verbal altercation that turned physical. According to Dwight, Tameka grabbed the steering wheel causing their vehicle to strike the curb. According to Tameka, she tried to re-enter the vehicle but was dragged by Dwight who continued to drive on two flat tires before stopping again.
During the investigation the deputy observed that the couple’s vehicle had two flat tires on the passenger side and that Tameka had an abrasion on her arm and her clothes and hair appeared disheveled.
The deputy placed both Dwight and Tameka Brooks under arrest and transported them to the Central Booking Unit where they were processed and taken in front of the District Court Commissioner. Following an initial appearance, the Commissioner released both on $25,000.00 unsecured bond.
Charges: Reckless Endangerment (Both) Assault 2nd Degree (Dwight Brooks) 


Incident: Assault
Date of Incident: 19 Nov 2016
Location: 30000 block of Calhoun Avenue, Salisbury, MD
Suspect: Daniel Jason Barnes, 39, Rehoboth Beach, DE
Narrative: On 19 Nov 2016 at 9:12 PM a deputy investigated a reported assault that occurred at a residence in the 30000 block of Calhoun Avenue in Salisbury. The deputy met with a victim at PRMC who stated that the victim and the victim’s boyfriend, Daniel Barnes, were attending a birthday party when Barnes reportedly assaulted the victim. According to the victim, Barnes was intoxicated and allegedly became mad when the victim requested the car keys because the victim believed Barnes should not drive a vehicle. Barnes reportedly struck the victim in the mouth and then kicked the victim in the kidneys. The deputy was told that Barnes then dragged the victim across the yard before banging the victim’s head into a retaining wall.
The victim was taken to PRMC for treatment of lacerations and contusions.
The deputy placed Barnes under arrest and transported him to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. Following an initial appearance, the Commissioner detained Barnes in the Detention Center in lieu of $10,000.00 bond.
Charges: Assault 2nd Degree

The Brooks couple also had to pay $$ for a police tow, $ for a second tow to a tire store and a couple of new tires.

Tighlman was stopped w/ a white girl. Guess they let her go. All of em do (look aged to say the least) eel. Guess who may be coming to dinner tomorrow. Lol
