You have to wonder how many times this same thing gets played out across this country. It proves why it is necessary to have photo id of the person who presents wanting to vote.

So, I could walk into an election site with a paper bag over my head and claim that it's a religious thing? Sounds fair to me!

I don't think the burkha had anything to do with this.
Voting by paper ballot provisionally does not necessarily translate into a vote that counts.
I think she would have had to fill out a provisional ballot form which would have been put in a sleeve around her ballot. If she was found to be a registered voter (perhaps in a different precinct) than her provisional ballot would have been fed into the machine and counted. If she wasn't a registered voter then it would not have counted and would have been discarded.

It is true that one doesn't have to show ID to vote if you give the name of a registered voter. So it is definitely open to fraud.

Photo ID is a must to prevent much of the voter fraud. And end early voting except by absentee ballot. Anyone could vote for people they knew who died since the last election. Former Wicomico election office workers used to go through obituaries and death notices to eliminate that problem. But the clown who heads the office now could never answer questions. I always had to wait for one of the other employees to come back from lunch or vacation to receive help.
