WCSO Press Release 9-15-16

Incident: Reckless Endangerment / Malicious Destruction of Property
Date of Incident: 10 September 2016
Location: 5000 block of Duck Crossing Lane, Salisbury, MD  SBYNEWS
Suspect: John D. Engel, 19, Salisbury, MD
Narrative: On 10 September 2016 at 10:55 PM a deputy responded to a report of a house being struck with pellets from an air rifle. Upon arrival the deputy identified an occupied residence that had been struck several times with pellets causing damage. During a subsequent canvas of the neighborhood, the deputy located John Engel walking nearby and following further investigation was able to identify him as the individual who shot the pellets at the house.
The deputy placed Engel under arrest and transported him to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. Following an initial appearance, the Commissioner detained Engel in the Detention Center in lieu of $10,000.00 bond.

Incident: Violation of a Protective Order
Date of Incident: 13 September 2016
Location: Wicomico County, MD
Suspect: Antonio G. Belote, 30, Salisbury, MD
Narrative: On 13 September 2016 at 1:03 PM a deputy stopped a vehicle operated by Antonio Belote for speeding. Upon contacting Belote, the deputy discovered that Belote’s privilege to drive a motor vehicle in the state of Maryland had been suspended. Further investigation revealed that the female passenger in the vehicle had an active protective order against Belote that barred Belote from having any contact with this female subject.
The deputy placed Belote under arrest and transported him to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. Following an initial appearance, the Commissioner released Belote on Personal Recognizance.
Charges: Violation of a Protective Order and Driving While Suspended 


Incident: Violation of a Protective Order
Date of Incident: 12 September 2016
Location: Wicomico County, MD
Suspect: Lonna Lee Layne-Rayfield, 56, Salisbury, MD
Narrative: On 12 September 2016 at 12:00 PM a deputy arrested Lonna Layne-Rayfield in connection with an alleged violation of a protective order. In this incident, Layne-Rayfield is accused of sending text messages to an individual in violation of the restrictions of a protective order.             SBYNEWS
Upon arrest Layne-Rayfield was transported to the Central Booking Unit where she was processed and taken in front of the District Court Commissioner. Following an initial appearance, the Commissioner released Layne-Rayfield on Personal Recognizance.

Incident: Impersonation of a Police Officer
Date of Incident: 13 September 2016
Location: Benita Avenue, Salisbury, MD
Suspect: Thomas Andrew Cook Sr., 32, Salisbury, MD   **SBYNEWS**
Narrative: On 13 September 2016 at 2:00 PM a deputy arrested Thomas Cook following an investigation into an incident where Cook was allegedly identifying himself as a police officer. During the investigation it was revealed that Cook was going door to door informing residents that Cook was investigating some recent daytime burglaries. It was reported to the investigating deputy that Cook identified himself as a State Trooper and that he flashed a silver badge. The deputy was also told by some of the residents that Cook appeared to be under the influence of alcohol. It was also learned that Cook implied to some of the residents that it was Cook’s residence that had been burglarized. The deputy determined that Cook is not a police officer.
During a subsequent interview, Cook informed the deputy that Cook had decided to investigate the burglary himself because law enforcement had not solved the case.
Upon arrest Cook was transported to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. Following an initial appearance, the Commissioner released Cook on $25,000.00 unsecured bond.
Charges: Impersonate a Police Officer

I remember when David Cox got arrested for impersonating a police officer. Now he is a paid acting Lieutenant in the Salisbury Fire Department. Thanks Richard A. Hoppes.

If you want to know how to get off on those charges just go the the Fire Department and ask David Cox.

Seriously though,we do need to know what happened to the guy who was found dead on Liberty Street in Salisbury.Maybe a non police officer could make headway in that case.

so I guess (besides trying to be a wiseass) you are saying detectives are not cops, cops don't solve crimes, and you are trying to have a battle of wits but are unarmed.

Tom Cook. Wasnt he a fire fighter with Salisbury also.
