That is not from travelers. It's from the locals there, who are too cheap and too lazy to take their crap to the dump.
If someone would search those bags they would probably find out who dumped it.
The garbage was already picked up by the masked marauder and he is inspecting it with a fine tooth comb. Of course the comb is owned by a local democrat.
