Date of Incident: 5 – 8 February 2015

Location:  Wicomico County               

1. On 5 Feb 2015 a deputy arrested Willie James McCloud Jr., 38 of Salisbury, on a Circuit Court Bench Warrant. The warrant was issued after McCloud failed to appear for a CDS Possession with the Intent to Distribute case. McCloud was detained in the Detention Center without bond pending an appearance in front of a Circuit Court Judge.

2.  On 7 Feb 2015 a deputy arrested Marvin Pentiz Mitchell, 27 of Hebron, on two District Court Bench Warrants. One was issued after Mitchell failed to appear for a CDS Possession case and the other after he failed to appear for a Driving Suspended case. Mitchell was released by the District Court Commissioner on Personal Recognizance.

3.  On 8 Feb 2015 a deputy arrested Kimberly Kiedel Naggy, 52 of Salisbury, on a District Court Bench Warrant that was issued after Naggy failed to appear for a Driving Without a License case. The District Court Commissioner released Naggy on Personal Recognizance.

Incident: Possession of Drug Paraphernalia

Date of Incident: 6 February 2015

Location:  Rt. 50 at Forest Grove Road, Parsonsburg, MD

Suspect: 1. Joshua J. Hennessey, 23, Parsonsburg, MD

               2. Erika L. Hennessey, 22, Parsonsburg, MD

Narrative: On 6 February 2015 at 11:19 AM a deputy stopped a vehicle operated by Joshua Hennessey for a traffic violation on Rt. 50 in the area of Forest Grove Road.  During the traffic stop the deputy observed CDS related paraphernalia in plain view which caused the deputy to search the vehicle. During that search the deputy located two needles with what appeared to be the remnants of heroin and a smoking device.

The deputy arrested both Hennessey and his passenger Erika Hennessey for possession of drug paraphernalia.

The deputy transported both Joshua and Erika Hennessey to the Central Booking Unit where they were processed and taken in front of the District Court Commissioner. After an initial appearance, the Commissioner released both on Personal Recognizance.

Incident: Fugitive from Delaware

Date of Incident: 6 February 2015

Location:  Salisbury, MD

Suspect: Shane Allan Holmes, 27, Delmar, MD

              

Narrative: On 6 February 2015 at 1:00 PM a deputy arrested Shane Holmes as a fugitive from the State of Delaware. Authorities in that state wanted Holmes in connection with a theft of a firearm case.

Holmes was detained without bond pending extradition back to Delaware.

Incident: Possession of a Firearm by a Prohibited Person

Date of Incident: 6 February 2015

Location:  26000 block of Kildee Run, Mardela Springs, MD

Suspect: Anthony Joseph Geer, 31, Mardela Springs, MD

Narrative: On 6 February 2015 at 7:58 PM a deputy responded to a reported disturbance at a residence in the 26000 block of Kildee Run in Mardela Springs, MD. Upon arrival, the deputy discovered that a resident, Anthony Geer, appeared intoxicated and was causing a disturbance. The deputy also was shown a Ruger Mini-14 that Geer was reportedly hiding in the residence. During the ensuing investigation, the deputy learned from Geer that he was prohibited from possessing a regulated firearm due to a previous conviction. The deputy confirmed Geer’s prohibited status and placed him under arrest.

Geer then became agitated after he was arrested and threatened to burn the house down.

The deputy transported Geer to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, the Commissioner detained Geer in the Detention Center in lieu of a $50,000.00 bond.

Incident: Possession of a Handgun

Date of Incident: 7 February 2015

Location:  U.S. 13 at St. Luke’s Road, Fruitland, MD

Suspect: Keith Anthony Moye Jr., 21, Dumfries, VA

Narrative: On 7 Feb 2015 at 9:22 AM a deputy stopped a vehicle operated by Keith Moye for driving 100 mph in a 55 mph zone. During the stop the deputy detected the odor of marijuana which caused the deputy to conduct a search of the vehicle. During the search, the deputy located marijuana inside the passenger compartment and a loaded .380 semi-automatic handgun. The deputy observed that the handgun had a chambered round and was ready to fire.

The deputy arrested Moye and transported him to the Central Booking Unit here he was processed and taken in front of the District Court Commissioner. After an initial appearance the District Court Commissioner released Moye on Personal Recognizance.

Incident: Escape

Date of Incident: 7 February 2015

Location:  Wicomico County

Suspect: James Benjamin Wyborski, 55, Seaford, DE

Narrative: On 7 Feb 2015 at 4:30 PM a deputy arrested James Wyborski on a District Court arrest warrant that was issued after he failed to show up at the Detention Center to serve a period of incarceration imposed by the court.

Wyborski was transported to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. Following an initial appearance, the Commissioner detained Wyborski without bond.

Incident: Habitual Beggar

Date of Incident: 7 February 2015

Location:  U.S. 13 at Naylor Mill Road, Salisbury, MD

Suspect: Nicholas W. Parks, 28, Delmar, MD

Narrative: On 7 Feb 2015 at 2:25 PM a deputy observed a subject identified as Nicholas Parks standing near the median adjacent to the intersection of U.S. 13 and Naylor Mill Road holding a sign with “Homeless need help” written on it. Parks had been warned multiple times about soliciting in the roadway and was also arrested for that offense back in December 2014. Investigation has also caused the Sheriff’s Office to doubt the veracity of Parks’ claims to be homeless.

The deputy placed Parks under arrest for violation of the county ordinance against vagrancy and begging and transported him to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner.

The Commissioner released Parks on Personal Recognizance.

Incident: DUI

Date of Incident: 8 February 2015

Location:  Salisbury Blvd. at London Ave., Salisbury, MD

Suspect: Kevin Lamonte Tankard, 33, Salisbury, MD

Narrative: On 8 Feb 2015 at 2:22 AM a deputy stopped a vehicle operated by Kevin Tankard after observing Tankard driving on Salisbury Boulevard without any headlights on. As Tankard attempted to pull over for the deputy, Tankard struck the curb with his vehicle. Upon stopping the vehicle and making contact with Tankard, the deputy detected a strong odor of an alcoholic beverage emanating from within the vehicle. The deputy also discovered that Tankard was driving his vehicle on an expired learner’s permit.

As Tankard exited the vehicle for the purpose of sobriety testing, the deputy observed that Tankard had to hold on to his vehicle to keep from falling. The deputy also observed that Tankard was swaying back and forth and by his own admission had a lot to drink. The deputy administered sobriety testing which Tankard performed poorly on after which the deputy placed Tankard under arrest. During subsequent processing, Tankard refused to submit to the breath test.

The deputy placed Tankard under arrest and transported him to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner.

The District Court Commissioner released Tankard on Personal Recognize.
