"This was not a single event. This was a culture of corruption," Republican state Sen. E.J. Pipkin, who represents Queen Anne's County, said during a hearing of the Joint Audit Committee in Annapolis.

On the "What changed page" is says state cost share increased from 87% to 96%. Is that where they go the info? And what does that mean? It clearly says the county will pay over 30 million dollars. Thats close to 60%. Glad you can figure this out Joe.
