And I'm sure that Mr. Miller has fully studied this proposal and understands the full ramifications of such a move for the economy and the nation's finances.
Any direct taxes upon the States must be apportioned.
Everyone must pay the same exact amount of money.
That is the Constitutional position on direct taxes.

Yes I have studied the ramifications of this bold reform. I would rather see our Country sacrifice the wants of today so that our children will still have their freedoms in 20 years.
