Hi Joe- I was actually in the meeting as an adviser and the college student who came in distrubting voter registration forms, read a written statement from his landlord denouncing Cohen, Spies and Ford. The college student was very ill-informed and when I asked him if he had even been to the websites of the candidates he was denouncing he said he did not. I even asked who he was going to vote for since he was not going to vote for those 3- he had no idea who was even running. He said his landlord came over and asked for his help in spreading the word and made statements like if you get even an alcohol citation you can be evicted and that Cohen, Spies and Ford support legislation to allow any police officer to randomly enter your house without warning. When I asked him who his landlord was he said "TJ" and then quickly stopped talking. I politely reminded that chapter to do their research before voting as with any election and I told the kid collecting the forms to also look up their websites to see if he really believes everything he hears. Its sad how quickly people will latch onto ideas without doing any research to validate the points they are expressing.

Read the crime free lease addendum that is being proposed people. According to that, (its available right there on the city website) he will be evicted if he gets one underage drinking citation, or if anyone else in his house does. He will also be evicted if he or anybody else he lives with gets caught smoking marijuana even once, or if he gets three noise citations. Because thanks to Council, noise is now punishable as a criminal offense because it was voted to be a misdeamenor. Its nice to know that nobody else in Salisbury (including the Mayor) ever smoked pot or drank before they were twenty one when they were in college. That kind of moral high ground must do wonders for self esteem when you're in the process of drafting legislation that will ruin a kids entire life for making one mistake. Does the Vatican know about Salisbury? I hope so, because apparently everyone on our Council is elligable for Sainthood.
Noise? It has to be a very loud urination. I was there when that legislation was passed.

Wait a second, logical, I thought you were insisting that there was no way this happened!!! So now we have a third witness step forward and say it happened, and you want to shift the discussion. The person who voted in the noise ordinace was Comegys, NOT Campbell and Cohen, who voted against it. So now you look foolish on multiple counts. Admit it--SAPOA is using very, very questionable tactics. Fortunately, it sounds like it will backfire as it did last time.
I don't have a problem with renters, not one bit. What I do have a problem with is landlords trying to talk their renters into voting for someone they may not even know.
Students are very welcome here, fact is, it's also a big part of our economy. Students not only spend money here they also make good employees.

Thank council members Comegys, Smith and Shields that noise is now a misdemeanor, punishable by up to a $500 fine and/or 30 days in jail.
Campbell and Cohen voted AGAINST making it a crime. Tim Spies was one of the people who spoke out AGAINST it in open session, with the cameras running.
And you want to vote for the people that landlords support, the SAME landlords who gave thousands to Comegys and his cronies so he could be a councilman and then mayor? The SAME Comegys that said "We have to get this passed before the students come back!"

You all missed the SOPOA meeting that happen Saturday at Critter Getters it was a who's who of slumlords! I thought better of Spencer, Never thought he's be in with that bunch!
LetsBLogical, maybe you should actually READ the lease addendum yourself. It reads EXACTLY as follows:
"ANY VIOLATION OF THE ABOVE PROVISIONS, BY WAY OF EXAMPLE AND NOT BY WAY OF LIMITATION, SHALL BE A MATERIAL AND IRREPARABLE BREACH OF THE LEASE AND CAUSE FOR TERMINATION OF THE TENANCY IN ACCORDANCE WITH APPLICABLE LAW. Unless otherwise provided by law, a criminal conviction is not required to be in breach; a verified call for service, by way of example and not by way of limitation, as defined in section 15.26 of the City of Salisbury’s Municipal Code, shall be sufficient to establish cause for breach of this lease.
In case of conflict between the provisions of this addendum and any other provisions of the lease, the provisions of this addendum shall govern."
It does NOT state that such violations WILL or SHALL terminate leases or tenancies. It states that it is CAUSE for termination of lease or tenancies-just like police need probable cause to search your vehicle, even though they may not take the opportunity. As written, if the tenant violates the law in these specific manners the landlord then has the right to terminate the lease or evict the tenant. It does not mean that the landlord must do such actions. Now tell me, how many slumlords in Salisbury are actually going to take the opportunity if they get it? Very few, if any!
Regardless, drugs and underage drinking ARE ILLEGAL! The underage drinking I can deal with as long as the individuals are responsible and off the streets that I am driving on. Drugs I can not tolerate and would not be willing to flex one bit on the topic! Drugs ruin lives and communities-GET THEIR ASSES OUT OF HERE!

I remember my college years and the things I did, and I agree that there is really no better time in your life than college to burn through all of those crazy ideas and feelings. However, when you live in a family neighborhood, then you run into problems.
When we used to live in Salisbury, the house next door to us became a rental property after the owner died. Three SU students rented the house, and were mostly quiet and invisible to us.
Then, on a Wednesday night, they had a party that started at 10:00 at night, with at least 75 people in their backyard, and more people inside their house. My wife and I were awakened at 3:00am by the music, noise, and general commotion, and our children (4 and 1 at the time) also woke up.
I called the police, who came out and finally broke up the mess, then called the rental agency the next morning (to inform them of what was going on with their property and that there were beer cans thrown into our yard by their tennants.)
I received calls back from Mayor Ireton, the owner of the rental agency, and another associate from the rental agency, all apologizing and promising that there would never be any other issues. Later that day, one of the boys renting the house came over to apologize in person and deliver a letter of apology from himself and his roommates.
I told him, party all you want when the sun is up, but there are families with children here, who have jobs and school every day. Tighten everything up, and we will be fine.
And everything was from then on. My long-winded point it this: If you are a studet, understand your surroundings and your neighbors. Use your head, and everyone will pretty much leave you alone. If you are a resident, you will find that most students will treat you with respect if you do the same (even if you have to scare the daylights out of them.)
No one is trying to stifle anyone's college "experience." But no one else needs to share in your experience.
These are the same old tricks by landlords who want to control the city. They don't want student voters to know things like who advanced the noise ordinance while the students were away (it was the SAPOA backed council members). They don't want students to know that Cohen (and Campbell) have been advancing a tenant's bill of rights to protect renters from unscrupulous landlords for years with the SAPOA council majority refusing to support the bill. The creim free lease addendum was the first piece of the Mayor's proposed legislation to be advanced so that those who don't really give two hoots about our city can use it as election fodder. The truth is that most landlords already have clauses to evict renters for parties and noise. The crime free lease addendum is a tool asked for by the landlords, which could actually be helpful as Salisbury works to make all neighborhoods safer and eviction is discressionary by the landlord. It is the companion to a habitual offender type law that is being considered. Students are being victimized by criminals and bad landlords as much as anyone else in Salisbury. I think they are smart enough to know that if a candidate is supported by their landlord they should run the other way. Above all else, don't take the twisted SAPOA version of the "facts" as facts.

I am pretty sure that was offered last time, too, but we need one of you to step forward with this info! I know it is intimidating, but if you come forward with the info and there are any recriminations, there are people who will help you, I promise. The landlords making these offers are not your friends, they are dishonest and need to be held accountable.
Kris Adams, owner of Adams Student Housing and President of SAPOA are just pissed off but at the wrong people. She's mad because laws are going to be enforced but she is even more mad because BLAIR RINNIER, had the foresight, guided by a suggestion from Tim Spies, to build the new student housing at Allenwood shopping center. This will provide at least 200 students with safe, code compliant, close to classrooms, housing. Ms. Adams can't provide these things with her housing. So instead of taking her anger out on Rinnier, who could buy and sell Ms. Adams all day long, she takes it out on the council they will no longer control.

@4:25....the dorms Blair is a partner in are nice but not what most students want. They are expensive and considered on campus....students won't be able to enjoy the college life if they are on campus. I went Perdue school of business and believe me...everyone who stays on campus or in college subsidized housing leave every night to go have their fun off campus...of campus housing. I have aerial photos of Salisbury university from about when it was first built....guess what you see? Open fields with very little if any housing directly surrounding it. It was built in a field. Its like building/moving in to an area near an airport and complaining about noise from planes. Bunch of uptight pricks are going to force students into overpriced student housing and take all the fun out of going to college. Life is about options and it sounds like Salisbury wants to options away from students. Don't like college students night activities?....don't live next to a college Einstein.
4:25...have you seen the rates for the commercial space below the student housing? Over 20sqft...how much do you think those safe,code compliant,close to classroom apts are going to cost? not to mention what student wants to live on campus? Those apts will be full for one reason only...the school gauranteed rinnier full occupancy. You know why? Because the school forces freshman and sophomores to live on campus and alkenwood qualifies.

SU can't force anyone to live anywhere.
You are wrong about su feshmen policy. Su doesnt require freshmen to live on campus but colleges are starting to do this. Su couldn't do this. They don't have enough on campus housing to do it, but with all this new college housing I wouldn't be surprised if they start working with builders to do just that. Ends up being very lucrative for the developer and the university. Not sure if it's good for the student however. Excuse spelling, I'm too lazy.
Most college students live on campus the first 2 years and then move off campus. Most students don't want to live on campus because the college won't put up with the wild college life. So they move off campus and go crazy. At least that is what I did when I went to SU. I'd take college students over the gangs and shootings here in Doverdale.
Majority of colleges in US require freshmen to live ON campus. Stop whining about SU. This is a right thing to do - these kids are danger to themselves when they drink all night long.
Also in new dorms the danger of fire (hot plates, heaters etc) is much less than in old houses. And now when the oil is hitting new hights - these kids have to pay more and more every week (!) to heat those "low" income houses. "Blogical" what is your problem? Let them drink and freeze? Because your money only counts?
Sorry, but Allenwood is slated for upperclassmen first, then others.

Heat pumps are Inefficient for the cold weather we have been getting. Below 40 degrees oil and gas are much more efficient. I also don't agree that the majority of college rentals are oil heat...however if they were it wouldn't be a bad thing. The only college students paying high oil bills are the ones living in the historic district. As someone who lived in that district I can assure you it's nearly impossible to make your home energy efficient and have it approved. Try and change an old inefficient window around there. What a joke
