Incident: Driving Under the Influence
Date of Incident: 16 August 2010
Location: Friendship Road at Ocean Gateway, Pittsville, MD
Suspect: Peter A. Binkowski, 29, Salisbury, MD


Narrative: On 16 August 2010 at 1730hrs, a deputy from the Wicomico County Sheriff’s Office received a report of a male subject sleeping in a vehicle on Friendship Road just off Ocean Gateway in Pittsville, MD. Upon arrival, the deputy observed a Ford Explorer with a male later identified as Peter Binkowski asleep behind the wheel. The deputy observed the engine was running and in drive and Binkowski had his right foot on the brake with the left one out the driver’s side window.

The deputy woke Binkowski who exited the vehicle upon request. The deputy detected a strong odor of an alcoholic beverage emanating from him and also watched him stumble as he tried to walk to the rear of his vehicle. After roadside field sobriety testing, the deputy placed Binkowski under arrest. The deputy transported Binkowski to the Sheriff’s Office where he was processed and released on signature after refusing a breath test.

Suspect: Pending


Narrative: On 16 August 2010 between 11:00 AM and 1:00 PM an unknown suspect(s) entered vehicles parked in the parking lots of Cove Road Beach and Roaring Point Park. Both vehicles were left unsecured while their owners were swimming. Anyone who may have been in the area and witnessed anything is asked to call the Sheriff’s Office at 410-548-4891 or Crime Solvers at 410-548-1776.

Charges: Theft

I wonder if Pete is one of Joe Binkowski's sons? If so, I hope the DA takes into account what he and his family has been through over the past few months with the sudden death of Mr. Binkowski.

Everytime someone gets in a vehicle under the influence they risk killing someones child, robbing them of a full life. What gives them that right? Nothing.

Anon 11:08, you are an idiot. I think Pete got enough leniency on his first two dui's and when he beat his girlfriend within an inch of her life last summer. This was all before his father's death. He obviously has a serious problem.

I kmow of this Pete guy and know of his history, he has beaten women and this will also be his THIRD DUI, i understand what may have happened in his personal life, but when does enough become enough? Oh yeah, probably when he beats someone to death or commits vehicular homocide.

Let me just say to commenter number 1: do you not have a brain??
i lost my father in 2006 and i did not get obliterated and risked the lives of millions because of it.

dui number one, dui number two, and the get out of jail free card he was handed for beating the hell out of his previous girlfriend was enough.

3 strikes & you are out. he deserves whatEVER he is handed. & i fully support sending him to jail. obviously he needs it. maybe commenter number doesnt know what it feels like to lose someone they love to drunk driving, but im glad to know that they support it.

As the victim of a drunk driver, I don't care what a person or family has "been through"! If he was drunk and behind the wheel of a running vehicle, he should be prosecuted to the fullest extent of the law, especially if it's a repeat offender!

I know Pete better than any of you ever will, two of those "DUI's" had no driving involved at all, more like PUI's, parking while intoxicated, and this beating some of you are referencing, was initiated by the girl, whom received her fair share after breaking into his house, breaking into his room, and pinning him on the floor and sending repeated close-fisted blows to his face, she sent me a pic and called me right after the incident, hardly a near death experience for her. And yes, the death of his father has hit the family extremely hard, yet Pete had taken it much better than any of his closest friends could imagine, this particular incident is merely a speed bump, in the wonderful, generous and caring life that Pete will continue to lead

I inspected the roaring point facility at 600am monday morning , the parking lot was full of beer cans , the toilet was turned over and there was trash everyway. The beach had clothes left on it as well as trash.
The harbor and beach at Nanticoke was very similar , broken bottles , trash and even a grill left at the facility.
There is NO good police activity at any of these facilties.
Mmmm maybe a game camera!

When we create public areas , we should have the public protection to go with it. Having said that , the sheriff and his deputies have more than a full plate. WE need the public to help with whatever it takes to curb this unlawful activity. If the neighborhood watch doesn't work , then we must form a legal militia. Your going to need one anyway.

At the first meeting about Cove Road , there was suppose to be a neighborhood watch formed. How long does it take to get this thing going , it's not a government branch , so let's get the ball rolling people. Maybe it was just a bunch of talk.

Anon 2:39 get a grip. I know both parties involved, and they are both decent people who obviously shouldn't be together when they drink. I think both sides of this situation should be ashamed of themselves because I don't see what any of this has to do with Pete getting another dui. Grow up people.

Do any of the Westside rec areas fall under the scope of DNR?Or is it %100 up to the Sheriffs Office to police it?Considering people fish in all the areas,DNR should have a strong presence also-they can give tickets for more than just fishing w/o licenses too.They can cite folks for littering,open containers,etc.

I would say that anyone who was found asleep at the wheel of a car, drunk, with one foot on his brake and another hanging out the window, needs to go to jail, esp after third time, regardless if PREVIOUS ONES were DWI or DUI, puzleeze, THEN, after he is done performing his payments to society for having to be scared to death to take their families out on the road wondering if he is still out there DRIVING, HEEEEEEEE should be made to go and meet with families of victims of drunk drivers and to view the aftermath of the vehicles that they were in....I CANNOT STOMACH the FACT that this FOOL had the BALLS to actually write in and say he was innocent and actually think that ANYONE would create EXCUSES for his ASSININE and EXCUSELESS behavior....call you to talk about it? Hows about I come and visit your sick ass in jail? THAT I WOULD DO. Then we can all discuss this.

Thanks Bluto.....Many people live on the westside to not live in a police state like salisbury. It was a peaceful area that has been pimped out by the Rec. Dept., that brought crime, trash and violence which now needs an increased police presence. There was time not long ago when you got done work, you could grab a beer from the store, stick you feet in the water and enjoy the beauty of the area. Maybe it's time to move further away......

To the people who want to close Cove Rd: As a county resident I have paid to have the park maintained. We do not need to close it. For the rest of the summer this isn't a county council issue. It is a police issue. Before it gets warm next spring Cove Rd should be widened or the picnic area should be reduced to allow for more parking. Anyone caught blocking driveways, committing crime or damaging property (public of private) should be arrested and prosecuted to the fullest extent of the law. That is how this thing will get turned around.

Get ready to pay a lot more.....do you have any idea of what you propose would cost. The picnic area is within 100 feet of the water and is considered a crictal area. Try paving it over and the eco nuts will come out of the wood work. Can say that I blame either. Let's ruin mother nature because the county ruined the area by advertising it and other county and city residents that have no consideration for the area or the people that live there. Go to Bivalve Park...you paid for it too.
