On 02/17/10 I David received letter from the city indicates that I have to remove the snow accumulates in my sidewalk by 02/18/10 at 12:00 am. My sidewalk was clean before but the S.H.A put the snow in my sidewalk. When I wake up on the 02/18/10 the sidewalk was clean on my property about 9:00 am. I looks across the street of my property was not clean and I started to look other areas round north Salisbury school. Emerson, Livingston and union the sidewalk was not clean. The wasn’t any signs of workers in the areas so I call the city to give me the reason my street was only clean not the others but my only had two properties she said “I don’t know”. After my conversation with a city works at 12:48 pm Disney Inc was working in the areas. As a result of that discrimination action must be taken by removes Dan."
Editors Note: Ladies & Gentlemen, I have received numerous calls like this one. Business owners pulling their hair out on Rt. 13 because the snow plows kept coming back and throwing snow over top of what they had already cleared.
Now, let me say this. My Wife and I have a friend who is disabled and confined to a wheel chair. Yesterday, my Wife had picked up our Grandson from School and when she arrived our friend was coming down the middle of the road in Delmar with his 2 year old in his lap on his way to pick up is older son from Delmar Elementary. He could NOT use the sidewalks in Delmar because they simply had not been cleared.
That being said, I can understand BOTH sides of this matter. Yet, it seems ironic that Code and Compliance in Salisbury was issuing fines, yet the Schools had not done their part to clear the way. Mind you, TODAY, (this afternoon) they finally had a crew there to clean the sidewalks but they were NOT subjected to similar fines to have the snow/ice removed by midnight last night and children were subjected to not being able to access the sidewalks to the School as well.
The photos do NOT lie. Yes, the camera date is off on this camera as we have been assured they were taken TODAY, hence the workers clearing the sidewalks at the School this afternoon. You can also tell by the rapid snow melting.
No matter what, the sidewalks need to be cleared.
I should add, there does seem to be some kind of discrimination against this gentleman as he was fined, sidewalks cleared, yet his neighbors properties had not been touched.

On the real topic.. that has got to get under ones skin. Cleaning up just to be piled on by a city plow, then getting a ticket for it!
Ive heard how they handpick places with grass in the sidewalk ect., but usually there are good reasons for it. i.e. past code violations ect.
Just curious what the fine is?
I find it very odd that only 1 person on this street would be cleared and fined when the pictures do show many more properties on the street that should be cleared and fined as well. I'm not sure if it is really a black / white thing, or maybe some other circumstance. Maybe the snow blower or whatever they were using to clear the sidewalk broke after they finished his and they couldn't go on to the other properties?
I doubt the city inspector knows the color of each persons skin on the street and says hey I'm going to fine only the black people. I think the race card is pulled way too often, and maybe there is another explanation.

A lot of people rush to clear their drivewaysand sidewalks after a snowstorm. If you do it immediately, be prepared for plows to cover them back over. You are not getting any more snow than you would have, you are just getting it some at a time. There is no way for a plow to avoid filling a driveway, sidewalk, or mailbox in. It is just a part of it. Everyone must deal with it, or hire someone to do it.
I have had dealings of the enforcement people before(Russel Livingston) and they are arrogant asses,they frequently choose people who they know will pay fines or fix problems and ignore the ones who won't ,they have mo concern about enforcement but use the codes as a source of revenue,
Snow sucks.
The City of Salisbury and Code Compliance is a joke. I just heard that Jim Ireton wants the paid firemen to be code compliance officers and issue citations for snow removal and grass in the sidewalks. Now I am not going to call 911 if I have an emergency because I am afraid the fireman will find something wrong and give me a fine. Jimmy Boi you are a joke.

i would like to know if i can give the city a ticket for not clearing our road not one plow has come up our road cince the first snow we just have to drive on it till it melts

I live on E. Walmut St in Delmar.Which means my kids. Are listed as walkers to the elementary school. The side walks are so bad with snow. That my kids and I had to walk in the road the whole way to school. I have three kids under 10 years old. One of which is disabled. It was hard becuase they didn't understand why I was letting them walk in the road.When I always tell them not to do that.
annon4:15, this was written by a Hatian gentleman who writes like he speaks and if you knew him you would understand what he was trying to get across. As far as code compliance is concerned, how would you like to own property on Rt 13 and be notified at 3:30 pm yesterday that you had until midnight to clean your sidewalks. Now understand that this is snow and ice the state put on your property and then the city came along and piled up 4 to 5 feet of snow as they cleaned the intersections and deposited the snow on your property and specifcally stated that you had to have a 4 foot walkway through this pile. If you did not comply, forget the $25 fine, they were going to clean it and bill you probably close to $500, I guess this is there way of recovering some off the snow removal costs, ask anyone on the hiway what their thoughts are and I am sure they will agree. What a great city we live in.
7:35 Not everyone is capable of shoveling. So don't tell us to shut up and stop complaining. Let's call the hospital and ask how many heart attacks have occurred recently due to shoveling snow. You obviously are oblivious to the fact that not everyone is capable. We had snow then ice then snow again. A lot of this stuff is hard to break up. This individual obviously should not have received the fine as his neighbors have done absolutely nothing to clear their sidewalks. If you are going to fine one, fine them all. Plus I think it takes nerve for them to fine anyone when it's obvious that they can't even do their jobs. So 7:35 you shut up, get off of here, grab a shovel and go help the people who can't.
Funny the city hires a slum lord as a contractor (Disney) to shovel sidewalks, but I rode by his office this afternoon and the citizens have to walk out in the street to get there 40oz beers from the top ten because he has not done his own. I wonder if he got a letter to clean his sidewalks? I would think with all the money he has made from the city he can afford to have his men clean his own so all the hard working tax paying people over there can get to the top ten store safely.
There are plenty of slumloards on Eastern Shore Drive who have not cleared their sidewalks. Maybe they can get fines tomorrow!
Hey maybe you wouldnt have a problem if you Aholes would quit throwing the snow back in the street! Joe, I was on my way in town today and counted 5 people shoveling snow off of sidewalks and into the street. maybe if they threw it in their yard out of the way they would not have this problem

The code director seems like a smart, hard working guy (had to talk with him once about a problem).
But his guys on the street don't seem like the brightest bulbs. In this economy, he should get some better people.
The Code Director is a sly snake. Don't be fooled. He is a Barrie Tilghman era appointee. He serves the interest of the slumlords.
East Walnut only has sidewalks in front of a few houses. You'd have to walk in the street anyway. 2nd Street only has sidewalks on one side, and not for very much of it.
There are still a lot of unshoveled sidewalks in the neighborhood where I live (within the city limits) Yesterday I tried to walk the neighborhood and almost sprained my ankle with all the rutted snow and frozen mess still on residents sidewalks. I was always told we can be fined if not kept clear - why are these people not getting fined?
I will say this again about Delmar.
It is the responsibility of the property owner to shovel the sidewalks, not the Town!
If people cared about their properties and cared about other people, we wouldn't be having this discussion about Delmar!
Problems is, most people only care about themselves anymore and most people are too lazy to pick up a shovel to begin with!

Disney secretary claiming they went over their old books and I still owed them my last months rent.I told them nice try but I was sure I could dig up cancelled checks and I suggested I may call a lawyer.They never called again and it made me wonder how many people they called who didnt save receipts fell for it and paid them again.The house was nice but like most of them it was in a crappy area.
First Im a home owner on Emerson Ave and my house is the fourth picture in the blog. As you can see my "sidewalk" is not clear of snow. Why this is you ask is because i do not have a sidewalk. As a matter of fact I am the only house that does not have one. So before you start taking pictures and writing about things you don't know anything about. Try looking or asking why things are that way. And as soon as the city puts a sidewalk in, I will be more than happy to have it cleared on every snow fall. But I forgot I didn't get fined because I'm white. Not everything is a race issue
I was out today and saw that someone was cleaning the one of the sidewalks on 2nd St in Delmar by the school.
We are on Emerson and we received a letter on our door around 4pm on the 17th and it said it had to be done by 12:00 a.m.on the 18th. The snow had turned to ice many days ago and you can;t get through it with a snow shovel. We've put out salt and tried to work on it but we couldn't budge it until it started melting today..the 19th. They love to bother us because they know we will take care of it and not ignore them. It is annoying though because they pick over grass in the sidewalk that is so little we have to dig it out of the cracks and then they said we had to get it out of the street in front too! Mind you, we were trapped for two days because we dug out the driveway and they piled snow so high, we couldn't move it. Not everyone is able bodied enough to dig out all that ice and snow over and over again. They should concentrate on all those roads that are still so icy for the school buses.
If these people would read the letter the city left like we did, they would see the "city code section" on there that said property owners are responsible to clear the sidewalks 6 hours after snowfall and that the city can remove it and charge the owner. The last snowfall was over a week ago! We weren't aware of the code til we got our letter. Rules are rules. Whether the city or SHA plowed snow from the streets onto sidewalks, it is what it is.
The guy who posted this said he received his letter on 2/17 and knew the sidewalks were required to be cleared by midnight that night. He didn't do it and he's surprised that the city did it for him? He wasn't the only one the city cleaned in the neighborhood. Look around dude.
Actually C. Morgan you are not the only house that doesn't have a side walk....the 6th picture down doesn't have a side walk and the house that's on the end of the curb next to handy st. doesn't have a side walk.....so your not alone...and I so get your point...why fine you if you don't have a sidewalk...I also live on emerson ave...
