Neighbors Want "Loophole" Closed In Sex Offender Notification Law
Ed and Jenny Jackson say they were stunned to learn from one of their neighbors that a registered sex offender and his wife had bought a house in their Towson area neighborhood last summer.
What bothers the couple who have three kids is that police did not notify them as required in the state's sex offender notification law.
"It was kind of shocking to find out through word of mouth and not know that this person was living there, and we had no idea," Ed Jackson told WBAL News.

No one with access to the internet can blame not knowing a sex offender moved into their neighborhood on anyone other than themselves. If someone plans to buy a home do a zip code search on the sex offender registry for that area.
People complain the government is trying to control everyone, but then some people do not want to take a couple minutes to conduct a quick search that could potentially keep their children safe! How many people have taken the time to show their children pictures of offenders in their areas and explained to the child if that person approaches him/her to get a responsible adult immediately?
There are tools out there that allow us parents to protect our children. However, it doesn't aid us if we don't use it!
Check the sex offender registry
Check court records for any person that is in your child's life ie. teachers, coaches, daycare providers and their families who will be around the child, friends parents, church members..any one and every one that will be permitted access to your child.
Talk to your child, explain not every one that appears nice is nice. Explain just because mom and dad talk with someone that does not mean the child should automatically assume the person is trustworthy outside of the presence of the parents.
Let your child know when they mess up, and they will mess up at some point, they can call you no matter what. If it is 3 in the morning and they goofed and went drinking down some dirt road with friends, they can call you because even though you as a parent are going to be upset you are still the parent and want your child safe above all else.
i understand what you're saying BUT the law states that we are suppose to be notified... when it comes to children i feel everyone should be on board to help..
The abusers have all the rights! Simple. Did you know that a Dept Of Social Services "indicated" child sexual abuser has the right to take his name off that list?? Why have the list if not mandatory? Did you also know that a "parent sexual abuser" still has visitation rights to their victimized children?? Maryland sucks when it comes to protecting children and keeping them from their abusers!!
It would not make a difference if you were notified there is no monitoring of a sex offender in Wicomico County either. These scum bags roam our streets and there is no telling where they are. Electronic GPS monitors on these offenders is the only way to know where they are and the civil liberties union is fighting that as an invasion of privacy. The only fool proof solution to this type of person to not committing another sex offense is to lock them up for the rest of their life or end their life. We are a forgiving society that believes everyone deserves a second chance but remember a man named Thomas Leggs.
