Incident: Assault
Date of Incident: 13 July 2009
Location: 23700 block of Ocean Gateway, Mardela Springs, MD
Suspect: juvenile male, 15, Mardela Springs, MD

Narrative: On 14 July 2009
at 12:00 PM, a deputy from the Wicomico County Sheriff’s Office investigated an assault that occurred the previous evening inside a residential youth facility in Mardela Springs. Upon meeting with the victim, an adult counselor at the facility, the deputy learned that one of the residents became enraged over not being allowed to use a telephone when that resident began threatening the counselor and threw a book at him.

The deputy completed a request for a Juvenile Charge of Assault to be filed by the Department of Juvenile Services. The juvenile was released back to the Youth Facility pending action by the Department of Juvenile Services.

Incident: Theft over $500.00

Location: 1500 block of Magnolia Drive, Salisbury, MD

2. Arlie R. Kiser, 3rd, 35, Salisbury, MD

Narrative: On 14 July 2009
at 8:08 AM, a deputy from the Wicomico County Sheriff’s Office responded to a residence in the 1500 block of Magnolia Drive for the reported theft of a riding lawn mower. Upon the deputy’s arrival, the victim stated that he had gone outside and discovered that someone had removed his riding lawn mower from his yard sometime overnight. During the deputy’s investigation, the deputy observed a set of tire tracks that led to a garage at a nearby residence. The deputy was allowed access into the garage where the victim’s lawnmower was located underneath a tarp. Further investigation revealed that the homeowner’s grandson, Arlie Kiser, and another man, Addison Nelson, had stolen the victim’s lawnmower and placed it in the garage. Both Kiser and Nelson live at the residence where the deputy found the lawnmower.

The deputy located both Kiser and Nelson and the each blamed the other for the theft. Both Kiser and Nelson were placed under arrest for the theft and transported to the Central Booking Unit where they were processed and taken in front of the District Court Commissioner. After an initial appearance, both were released by the Commissioner on Personal Recognizance.
