I am extremely pleased to see Bob run for Mayor. He has done a lot for this town and its citizens and will be a fine Mayor, who will truely give us an open government and freedom to comment at City Council Meetings. After all, this Superman, you can't loose with him!

The mayor doesn't control city council meetings (despite appearances from Barrie). The council president (sadly, that Louise person) does.

But Bob Caldwell is a good man, and I wish him luck. Jim Ireton is a good man, too.

I wish them BOTH luck! Either way, if it's one of them and not that Comegys fella, we'll be in much better shape than now.

RESTORING SALISBURY

The reality is - - it won't be easy! We face tough choices and need to change policies and procedures that have become a matter of habit. Unfortunately, the economic downturn comes as Salisbury has had substantial property tax rate increases to raise revenue. Water and sewer rates have increased and are scheduled for a greater increase.

These are my priorities for the next four years, plainly stated.

1. Budgetary Discipline is Essential.

The City's budget must be controlled. To maintain and enhance basic services and provide necessary infrastructure, it may be necessary to defer new projects that require significant City funding. I will scrutinize every item in the City budgets that I submit to make them as "lean" as possible to avoid further tax increases. "Growth Pays for Growth" must become fact, not fable.

2. Crime Must Really be Reduced.

It is unacceptable that our crime level has not changed significantly and the "hot spots" remain. Increased police presence is necessary, and we should utilize all existing forces - City, County, and State - more effectively. I will work to achieve greater cooperation and increased patrols and other measures to reduce crime. The police department budget will get special funding priority to the extent possible.

3. City Government Must Become Open to All

In recent years, secrecy has become standard procedure. For example, members of the City Council are now precluded from speaking with department heads, and many matters are pre-packaged for action without timely disclosure and/or public discussion. These and other factors that contribute to citizens' mistrust of City government will end the moment I take the oath of office.

4. Everyone Must Be Heard and Respected.

Too many City matters have become "Us v. Them"episodes with no meaningful discussion, compromise, or civility. I will regard every person and group with interest and with an open mind to constructive suggestions or criticism, so we can achieve an outcome that is acceptable even if not pleasing to all concerned. No group - students, business, non-resident property owners as well as City residents - will be afforded more or less opportunity to meet with me to offer and discuss suggestions and requests.

5. The City Council Must Be an Independent Body

The Mayor should exhibit restraint in regard to actions and meetings of the City Council. As a former member of Council, I am aware the the peoples' representatives have different views and experiences to offer. I will not interrupt proceedings or argue with members and citizens about their views. If asked by Council to comment, I will not direct a City Employee to speak for me except to provide information that I may not have at that time.

IN SUMMARY

We cannot control the economic circumstances we are facing, but we can respond prudently to them by governing smarter and with genuine good will for all. That is my belief and my goal.

Sir:

From my days as a stable hand and hot walker at several racetracks across the bay, I see Mr. Ireton as a speed horse who gets out in front at the start and thru the first ("clubhouse") turn but then falters and is caught on the backstretch and eventually passed by the pace horse, especially on a bad track like we have here. I'd like to see Comegys as an "also ran" but he has too much backing by landlords and other non-residents of Salisbury to be discounted -- and he must be beaten.

Bob Caldwell is my choice to win!

Somebody at lunch said they heard Barrie say that her father was Bubba Comegys' first supervisor at the State Highway Administration.

Just heard that Michael Day -- a Barrie Tilghman puppet when he was on the Council -- already has Bubba's yard sign up.

I've seen some Comegys signs on the rental houses in the Church Street/Doverdale area too. Some of those streets are starting to attract homeowners because of the affordability, maybe the candidates should spend some time over there instead of focusing almost exclusively on the (traditional) well-off neighborhoods.

Bubba already has signs in many of the yards owned by slum lords. He also has numerous signs planted in places that he didn't get permission to place them. Many of the places are a conflict of interest as to his position on the city council and the Planning and Zoning Commission. Someone needs to identify each of his sign location and explain why it is unethical and possibly illegal.

Gary "Bubba" Comegys is a crook and should resign from the race and the Salisbury City Council.

Trying to force rental people with propaganda will likely back fire. They will probably vote for anyone else.

In the past many rentors were not registered to vote and voter apathy reigned. This year there are lot more people registered, now is the time to get them motivated to get out and vote if they want true representation.

If you feel you're not being represented, make it a point to vote Tuesday March 3rd and Tuesday April 7th.

Bob, do us all a favor and do the right thing. Jim is the right person for Mayor. You waited to long to make a decision and many of you supporters have endorsed Jim Ireton. Please wait till the next election so that we don't have to worry about you two splitting votes and giving the election to Comegys.
