After brainstorming with Joe further, we have came to the conclusion that not only do we need a help wanted section . . .
We also need a seeking-a-job section. People who have special abilities and certifications can list them here.

I agree. Not only would it be nice for people to go to view available jobs, but it would also be nice for employers to look for someone with specific job related skills.
I think a help wanted section would be great.
You might want to consider securing the data for those seeking jobs. Maybe make it an area that needs a password to get into. This way employers looking for workers can obtain a password and everyones' info won't be on public display.
