That means they manipulated a good chunk of the world economy.
We actually understated the impact of the Libor scandal.
Specifically, more than $800 trillion dollars worth of investments are pegged to the Libor rate. As the Wall Street Journal reports [18] today:

Sending A Message
It amazes me how people are sick and tired of what's going on in the political arena in Salisbury. Last week showed just how ridiculous things can get. A Mayor accusing me of just about anything and everything in the book, just because I'm considering running for Mayor.
That being said, it's no wonder so many people are coming to my door all morning asking for tee shirts and bumper stickers. One guy was even wearing a straw hat and wanted a bumper sticker for it.
If you'd like to show this Mayor where you stand, if your not afraid of being called a homophobe or a racist because you disagree with him, come get a tee shirt and a bumper sticker. Heck, I even have them in hot pink. I look forward to meeting you.

One thousand dollars may not seem like a lot of money, but it was enough for a team of researchers from a Texas college to hack into and hijack a drone on a dare from the U.S. Department of Homeland Security.
The scientists led by Professor Todd Humphreys from the University of Texas at Austin Radionavigation Laboratory managed to take control of a small but powerful drone in midair through a technique called spoofing, where a signal from hackers imitates the one sent to the drone’s on-board GPS.
The hostile takeover of the unmanned aerial vehicle (UAV) owned by the college was done before the weary eyes of DHS officials, Fox News reported.

2012 Texas GOP Platform Seeks Repeal Of Voting Rights Act, Critical Thinking Skills
The Texas Republican Party has released its official platform for 2012, and the repeal of the landmark Voting Rights Act of 1965 is one of its central planks.
“We urge that the Voter Rights Act of 1965 codified and updated in 1973 be repealed and not reauthorized,” the platform reads.
Under a provision of the Voting Rights Act, certain jurisdictions must obtain permission from the federal government — called “preclearance” — before they change their voting rules. The rule was put in place in jurisdictions with a history of voter disenfranchisement.
Some elected officials, including Texas Gov. Rick Perry, a Republican, have since argued that the rules put an unfair burden on certain places and not others. Texas is one of nine states that must obtain preclearance before changing its electoral guidelines.
The declaration by the state’s GOP comes as Texas continues protracted fights over voting rights on several legal fronts. U.S. Attorney General Eric Holder blocked the state’s recent voter I.D. law, citing discrimination against minority voters. Hacker Sentenced To Three Years In Prison For Selling Pirated Internet Access
Stealing Internet access is a crime. But helping thousands of other people steal Internet access is a much more serious one. An Oregon man who sold hacked cable modems online has been sentenced to three years in prison after a federal court in Boston found him guilty of a scheme that earned him up to $1 million, the Boston Globe reports.

ON TUESDAY, Beto O'Rourke, a former city councilman from El Paso, defeated the longtime incumbent Silvestre Reyes in the Democratic primary for Texas's 16th congressional district. It was probably the biggest upset in the state, and an outcome that has attracted national attention, for a simple reason: Mr O'Rourke, who will almost certainly win the general election in November, supports legalising marijuana.
While not entirely unprecedented, this is an outlying opinion among politicians. Polling shows that fully half of Americans now support legalising marijuana. Yet among national office-holders, the figure is about 0-1%. As Paul Waldman argues, the disparity might arise from the fact that there aren't really any electoral incentives for the politician who wants to go to bat on this issue, but there are plenty of risks—the risk of being seen as soft on crime, the risk of being seen as a crank, etc. Mr O'Rourke is perhaps insulated from these risks, because this is manifestly an issue that affects the district he hopes to represent, rather than some kind of dilettantish libertarian thing. He and Susie Byrd, also a former city representative, published a book last year describing the devastation of Mexico's drug war, particularly in El Paso's twinned city of Juarez, and arguing that decriminalising marijuana would be the best way to dismantle the black market that fuels the trade. The Economist supports decriminalising drugs for similar reasons, and such arguments are more compelling than complaints about personal freedom which, while valid, can come across as tasteless and self-absorbed. You can't open a paper from Juarez without reading about somebody being beheaded or disemboweled.
It would be wrong to interpret the race as an up-and-down vote on drug policy: as suggested before, this was a local election between two prominent local politicians, and the outcome might have hinged on turnout. And it would be surprising if a freshman representative single-handedly changed America's drug policy. Still, Mr O'Rourke's win is significant. The debate over decriminalising marijuana might have similar contours as the debate over legalising gay marriage, albeit for different reasons. Ten years ago, that is, gay marriage was widely seen as an extremely marginal issue, if it was seen at all; five years ago it was a mainstream but controversial issue; today, a majority of Americans are in favour, and top-level politicians (often a lagging indicator of social change) are coming out in favour of the cause too. At every step of the way, proponents helped their friends and neighbours get used to the idea, not just by making reasoned arguments, but by serving as living proof that the cause in question was not alien. With regard to drug policy, having elected officials who support decriminalisation or other alternatives to the war on drugs means that the spectrum of mainstream public opinion is expanding. That will make it easier for others to come around too.

I was quite glad to hear Delaware was passing a "Tethereing Law" to protect animals. After just reading on line what this law entails-----I'm really disappointed in its limitations !!!! There's definately not enough protection for the animal !
It appears one would have a hard time proving , for it to hold up in court , the animal was tied as long as this Law is stating !! . It seems to me our politicians are extremely lax in covering animal safety in their proposed laws . ----Why this is------I'll never understand !!! It's almost a waste of time on their part. It's better then nothing but definately not what it shoud be!!!! ( Note at the bottom-----If you own 10 or more acres---The Law does not apply to you !!! )
Wicomico County Council passed some requested changes to our Animal Laws a few years back. ( This was done after the child was attacked by 2 dogs---however----the need for changes had been made to Council Before this occurred!!! ) The appointed Committe ( appointed by the County Council themselves ) for changes found many of the Dog laws needed rewording & new laws added . These were presented & requested to be passed by our Council. They were definately not all passed----------Only a Few were !!!!!
The Committee had worked quite hard , putting in many hours of research, to improve the Laws for Animal & Human protection in the County---Investigating how other State laws were written for protection , the proper wording to hold up in court & etc. . I can tell you -----as with this new Law in DE----- the results of the New Laws passed here was extremely disappointing to the Committee and many, many other people in our town ! ! Actually----------Disgusting would be a more fitting " word" , as to the way the Council chose to act in the matter !

Bethany Beach- Delaware State Police detectives have arrested a Lewes home builder after he failed to complete work on a home in Bethany Beach.
The investigation into the incident began on June 5, 2012 after a 68 year old Lewes, DE man notified state police detectives in reference to a possible home improvement fraud. The victim advised detectives that on November 30, 2009 he had entered into a contract with Kevin Klabe, owner of Klabe Homes in Lewes, DE. The contract stated that Klabe was to be the general contractor for renovations that the victim requested on a home in Bethany Beach, DE. During the following six months, the victim paid Klabe a total of $230,500.00. As the general contractor, Klabe was to then pay several sub-contractors who had performed work on the home. The victim, however, learned that Klabe failed to pay the sub-contractors and also failed to complete the work on the home as promised.
Detectives obtained warrants on Kevin Klabe for the above list of charges. He turned himself in at Troop 4 on June 26, 2012. Klabe was then arraigned at JP Court 2 and released on $34,000.00 unsecured bail.

The Soldier Who Shot His Commander At Fort Bragg Has Died
The Army says doctors at a North Carolina hospital could not save Specialist Ricky Elder. They say Elder had been charged with stealing a toolkit worth $17,000 and was awaiting court martial. He was also facing charges of aggravated battery in his home town. Elder shot and killed his commander Lieutenant Colonel Roy Tisdalle Thursday during a safety briefing. Elder wounded another soldier before turning the gun on himself. The third soldier survived.

Netflix, Instagram and Pinterest are using Twitter and Facebook
to update subscribers after a Virginia storm caused server outages for hours.
Netflix and Pinterest restored service by Saturday afternoon. Instagram engineers are working to restore service but no data was lost. The three websites are customers of Amazon Inc.'s web services division.
The storm killed six people and knocked out electricity for hundreds of thousands in the Mid-Atlantic region.

The Constitution Is What They Make It
“You are free to not eat broccoli, but if you don’t the government will impose a penalty on you. This penalty is really just a tax and since the government has the power to tax for all sorts of reasons, they can tax you if you don’t eat broccoli.”
This is the logic of Justice Roberts argument in the Obamacare case [5] that was handed down today.
This should not surprise us because the Constitution is whatever the Justices wish it to be. Now they have handed the government another mandate to regulate our behavior. As we know they can and do regulate our behavior already. For example, if you smoke, they will tax your habit heavily. It is not a giant leap to force you to do something they want you to do by penalizing you for not doing it. According to today’s ruling, there is nothing in the Constitution preventing them from doing this.
The technical details of the ruling are interesting but very disappointing. Roberts’ justification of the Obamacare Act relied on the taxing power of the federal government as well as the general welfare clause. Roberts shot down the government’s reliance on the Commerce Clause to mandate our behavior. He wrote, "The Commerce Clause is not a general license to regulate an individual from cradle to grave, simply because he will predictably engage in particular [interstate] transactions." Some clever commenters [6]are saying, “Aha, that sneaky old Roberts. He always wanted to limit the wide powers of the Commerce Clause and this is how he did it.”
This limitation of the Commerce Clause may or may not be significant. Only future cases will answer this question. Based on the history of the Court, I have my doubts that this will impose any new restrictions on the government’s broad powers to regulate the economy.
The argument that a penalty was really a tax was, to say the least, a novel approach since the Administration thought it was a penalty and not a “tax” (the statute clearly points this out). Thus Justice Scalia’s famous query during argument that the government could force us to eat broccoli under the government’s theory of the Commerce Clause was cleverly turned aside by appearing to support the logic of Scalia’s broccoli argument yet upholding the law under the taxing authority.

CNN sent everyone into a tizzy when it wrongly reported the Supreme Court struck down Obamacare.
And now the 24-hours news network is jumping into recovery mode, claiming one of its producers inside the court room "jumped the gun," when he told a junior reporter the false ruling, BuzzFeed reported.
Not only did reporter Kate Bolduan proclaim the false information on air, citing producer Bill Mears, the network also tweeted it and ran a large banner on its site.
The mistake nearly caused a mutiny inside the organization.
On-air reporters and producers told BuzzFeed the mistake was "fucking humiliating."
“Maybe this will shake the company into understanding that CNN has not been the 'most trusted name in news' for a very long time," the insider told BuzzFeed.
On-air legal analyst Jeffrey Toobin, jumped to the network's aid, saying the mistake was embarrassing but covering breaking news can get very stressful.

My daughter and son in law rent a house in Fruitland through a Long and Foster Rental Agent.
They have only been in the house about a month. Friday morning my daughter noticed the house was quickly heating up. The temperature quickly rose to the 90s. She called the rental agent and has yet to receive a response back from her yet. This is now Sunday afternoon. Upon reaching a real preson or actually an answering service Saturday. She was told the so called emergencey on call folks weren't answering.
Now mind you this is a young couple with a 10 monthe old child and a mom who is 8 months pregnant. We have since brought them to our house since the house they pay in excess of one thousand a month for is not habitable.
Is there any recourse for folks who get the shaft from Rental Agencies like Long and Foster.
They only have the one Rental Agent so where do you go when you don't get a response? She still hasn't heard from the so called Emergencey on call folks either! They are fortunate they had somewhere to go. What about the folks who don't.

The Supreme Court And Natural Law
A few weeks ago I wagered with a coworker that the United States Supreme Court would uphold the Affordable Care Act otherwise known as Obamacare. He reasoned that the federal government has no authority under the Constitution to force an individual to purchase a product from a private company. My reasoning was much simpler. Because the Supreme Court is a functioning arm of the state, it will do nothing to stunt Leviathan’s growth. The fact that the Court declared [10] no federal law unconstitutional from 1937 to 1995—from the tail end of the New Deal through Lyndon Johnson’s Great Society—should have been proof enough. He naively believed in the impartialness of politically-appointed judges. For the first time he saw that those nine individuals are nothing more than politicians with an allegiance to state supremacy.
It was a tough but valuable lesson to learn.
As far as unintended effects are concerned, the economic justification for increased government regulation of the health care industry has been argued countless times up to this point. Proponents of intervention are convinced that more bureaucracies, red tape, and central planning are the answer. They have no knowledge of the pricing system and how it functions as the most efficient means through which consumers and producers can interact to come to an agreeable deal. They don’t realize that the undersupply of doctors [11] and care providers is a direct consequence of previous government intervention and occupational licensing. Many actually believe that Obamacare wasn’t written [12] by the insurance industry and isn’t a fascist-like appeasement of another deep pocketed lobbying campaign.
Common sense economics tells us [13] that Obamacare will only lead to further inefficiencies and rationing as decisions of care continue to be made by third parties. Once fully enacted, doctor offices will likely start resembling that of the waiting area of your local Department of Motor Vehicles.
All that aside, the Supreme Court’s upholding of the Affordable Care Act should serve as an eye opener to those who still believe the state exists as a protector of property and defender of the rule of law.
In the present day, the vast number of edicts coming from Washington can hardly be characterized as laws. “But wait,” you may ask, “when legislation is passed by Congress, signed by the President, and ultimately approved by the Supreme Court, isn’t it now considered the law of the land?” While it is certainly true that whatever scheme envisioned by the political class can be enforced by the state’s monopoly on violence, such rules of governance are more often than not laws in the traditional sense.

Don't Seek Education, Seek Knowledge
Many words make me cringe. "We" and "our", when not specifically pertaining to the people you directly know or associate with on a personal level, top the list. Probably third is "education".
The word, just like so many, has been twisted, turned and co-opted over time. Just like the word "liberal" used to mean someone almost of anarchist leanings, but now signifies almost the exact opposite: a leftist statist. Or how the word "anarchism" has also been skewed through propaganda to connote the opposite of what it is. Education can mean one of many things depending on who you talk to.
Education has a different meaning depending on who is doing the educating. William Torrey Harris, the once US Commissioner of Education, probably best defined education in the US in 1906 when he said that "substantial education, which, scientifically defined, is the subsumption of the individual."
H.L. Mencken explained further in arguing that the "aim of public education is not to spread enlightenment at all; it is simply to reduce as many individuals as possible to the same safe level, to breed a standard citizenry, to put down dissent and originality."
That is why, really, the only education that matters is to teach someone how to think critically. Once someone is armed with that ability, then they can seek knowledge in whatever they wish to learn, and be able to think critically in order to separate what is truth from what is fabrication. Note that the last thing a child would ever be taught in a public school is logic, rationality, and critical thinking, which would be counter to the intended goal.

Medal of Honor for his valor in Vietnam. After a recent Supreme Court

claim, whether it's true or not.
Some military veterans say they consider the ruling a slap in the face. For Jacobs, though, it was the right decision. He said he wore the uniform to protect people's rights _ even if he doesn't agree with how they exercise those rights.
"There are lots of things people do that revolt me, but I'm happy that I fought for this country not to give them the right to do something stupid, but for the majority of the people to do the right thing," said Jacobs, 66, who earned the Medal of Honor in 1969 for carrying several of his buddies to safety from a shelled rice field despite the shrapnel wounds in his head, the streaming blood clouding his vision.

Big Brother Just Got Bigger
During a recent media interview it was stated that the Salisbury Police Department would suspend our Automated Speed Enforcement program for the months of July and August to coincide with school closing. In response to that statement the Board of Education has asked that we reconsider our decision, citing summer programs in which over 500 students will need safe passage to and from school. As a result of that request, we will keep all speed cameras active and enforcing throughout the summer months. We remind drivers to slow down, obey the posted speed limits and be alert for pedestrians.

Gov. Rick Scott tells Fox News that he and his Attorney General, Pam Bondi, will work tirelessly to make sure the law is repealed. He feels that can be done by electing officials, like Mitt Romney, who have vowed to fight the law before 2014, when most of its provisions kick in.

Md. Governor Pushing Utilities to Work Quickly
Gov. Martin O'Malley says he is pushing utilities to do better than
their predictions of restoring power to 90 percent of homes by Friday.
During a conference call Sunday afternoon, about 597,000 state residents were without power, down from nearly a million immediately after the storm.

Should Salisbury Pay For Ireton’s Defense Of My Lawsuit Against Him?
In public statements made to the mainstream media about the lawsuit that I recently filed against him Jim Ireton has repeatedly said that the City will have to pay for an attorney to defend him. As a resident and taxpayer of Salisbury, at the next meeting of the City Council, I plan to ask the City Attorney, Mark Tilghman, whether he agrees with me that the City is not required to pay for Mr. Ireton’s attorney.
You see, the Maryland Code provides that “a municipal corporation shall provide a defense” for an official only for “an act arising within the scope of the official’s employment or authority.”
The acts that are the subject of my suit were made by Mr. Ireton in his personal capacity and not as part of his capacity as mayor. And my suit is against him, and not against the City, which is not required to pay anything, including his legal fees, because of my lawsuit.
If Mark Tilghman agrees with my view, then I will demand that Mr. Ireton stop stating that my lawsuit against him will cost the City to provide for his defense and apologize on PAC 14 and in Salisbury’s mainstream media for saying so.

(a) Contract actions. -- In an action in contract described under Article 23A, § 1A of the Code, a municipal corporation, or its officer, department, agency, board, commission, or other unit of government, is not liable for punitive damages.
(b) Nonliability of officials generally; torts involving motor vehicles. --
(1) An official of a municipal corporation, while acting in a discretionary capacity, without malice, and within the scope of the official's employment or authority shall be immune as an official or individual from any civil liability for the performance of the action.
(2) An official of a municipal corporation is not immune from liability for negligence or any other tort arising from the operation of a motor vehicle except as to any claim for damages in excess of the limits of any applicable policy of motor vehicle liability insurance.
(3) (i) Subject to subparagraph (ii) of this paragraph, a municipal corporation shall provide a defense for an official of the municipal corporation for any act arising within the scope of the official's employment or authority.
(ii) A municipal corporation shall only provide a defense for an official of the municipal corporation for negligence or any other tort arising from the operation of a motor vehicle as to any claim for damages in excess of the limits of any applicable policy of motor vehicle liability insurance.

I Have Two Questions For Now
One, Will the Daily Times do a follow up article on Friday's interview with Bryan Russo? It is news. Actualy, it could be the biggest news piece in Iretons career.
Two, If the Mayor, (as expressed in his interview Friday) forgave ALL of the parties involved in the alleged spoofing incident and the Mayor is well aware that IF what they say happened, did in fact happen, (which I do not believe) WHY was the Mayor satisfied with just an apology call to him and not ME? As many of you will recall, instead, I received a call from Sarah Lake last weekend cursing me out like a drunken sailor.
As your Mayor, I would never accept such an apology unless ALL parties involved had been apologized to. Mayor Ireton continues to make this whole thing out to somehow be my fault, yet I did absolutely nothing. He's angry at me, yet all he had to do was return my phone calls or text messages, he never did.
What I believe to be true is, Jim Ireton is extremely upset because I have an outlet in which I can and will express my thoughts and opinion on this matter and he no longer has control of the rest of the media.
As your Mayor, I would have NEVER entertained a single press conference OR interview. In my opinion the entire thing was staged from the beginning and it backfired.
There have been many comments rejected making suggestions I just drop it and move on. Your not seeing those comments because this is exactly what Ireton's camp is good at, the power of suggestion. No Jim, people aren't tired of the facts and truth. They have every right to stay away from Salisbury News, yet we've seen a record week. Those suggestive comments will never see the light of day. Funny how I've never received an e-mail from one of our readers complaining their comment didn't go up.
In closing I have one statement I hope the Mayor thinks hard about.
If I'm such the homophobe the Mayor labels me to be, why have I never been afraid to publicly express my friendship with Jim Ireton? Why did we show support and endorse Jim Ireton for Mayor knowing Jim was openly gay? Why did we help get him elected?

Watermen Report Crab Shortage
Crabbers are reporting a sharp shortage in their catch this season.
With the Fourth of July rush on the crustaceans right around the corner,
restaurants are scrambling to cover the demand. Gigi Barnett has more on what’s causing the shortfall.
This is the season for crabs and customers to flood into Jesse Lowers’ Crab Shack and Fish Market in Essex. The customers are coming…the crabs, not so much.
“There’s definitely been a shortage and you have to order crabs early for that reason,” said Lowers.

The Texas Lottery Is Racist — According to the NAACP
For what may be the first time that we’ve seen, one liberal
organization’s paternalism has clashed with the obsessive desire of many

GDP Plunges to 1.9%
On Thursday, the U.S. Department of Commerce released a report chock full of weak growth figures and worrisome economic signals.
The gross domestic product (GDP) dropped from last quarter's 3.0 percent to an anemic 1.9 percent. Over half of first-quarter growth came from automobile sales. When automobiles are removed from the calculation, the GDP grew at just 0.7 percent.Second-quarter growth estimates of 2.0 percent growth, therefore, may be overly optimistic.

24/7 Wall Street, an investment website, has news on the incredible, practically vertical rise of gun stocks over the past few years:
Records were set in annual units produced by Smith & Wesson and on annual cash generated. S&W said that these results are driven by strong sales of M&P polymer pistols and M&P modern sporting rifles.
The S&W earnings report is full of more “record-setting events” by the gun-maker that were just impossible to ignore. The fourth quarter saw a record at $129.8 million and the company posted a record earnings of $17.8 million for its fiscal year with another record of earnings from operations of $17.8 million.

Rehoboth- The Delaware State Police Crash Reconstruction Unit is currently investigating a fatal motor vehicle crash in which a bicyclist was killed that happened early this morning.
The crash happened at approximately 2:08 a.m. this morning (7/1) as Brian Meegan, 38, was operating a 2003 Jeep Wrangler and was traveling westbound on Rehoboth Avenue preparing to merge onto Coastal Highway north of Rehoboth. Meegan failed to see bicyclist Russell E. Henman, 44, who was traveling in the merge lane in front of him. The front of Meegan’s Jeep struck the rear of Henman’s bike causing him to be ejected onto the hood of the Jeep. Henman was carried approximately 400 feet until the Jeep struck a curb and stopped, throwing Henman onto the roadway. He was pronounced dead at the scene.
Brian Meegan then fled the scene in the Jeep, pulling into a nearby parking lot. He then exited his vehicle and removed Henman’s bike from under the car before being apprehended a short time later by responding troopers.
Brian Meegan was arrested and charged with one count each of vehicular homicide first degree, leaving the scene of a collision resulting in death, driving under the influence of alcohol, failure to report an accident resulting in injury or death, no proof of motor vehicle insurance, and inattentive driving. He was arraigned at JP Court 3 and committed to the Sussex Correctional Institution for lack of $27,700.00 cash bail. He was not injured.
This crash remains under investigation.

Wyoming-The Delaware State Police have arrested Ian Arias-35 of Wyoming, Delaware for 51 charges related to Rape First Degree, Sexual Offender Unlawful Contact Against a Child, Rape Second Degree, Continuous Sexual Abuse of a Child, Unlawful Sexual Contact First Degree, and Endangering the Welfare of a Child.
On Sunday, June 17, 2012 Delaware State Police Detectives launched an investigation after the child was brought to a local hospital by her parent for treatment from a sexual assault that had occurred at a residence in Smyrna, DE. The investigation revealed that Ian Arias, who was staying overnight at the same residence, had entered a bedroom where the victim was sleeping and sexually assaulted her.
After a thorough and comprehensive investigation, State Police Detectives along with the Children’s Advocacy Center determined that additional sexual assaults had been taking place since April 2011 at Arias’ residence in Wyoming, DE.
On Thursday, June 28, 2012 Ian Arias was taken into custody and charged with the above crimes and committed to the James T. Vaughn Correctional Center on $620,000 Cash Bond.
Mississippi to Become Only State Without Abortion Clinic?
Mississippi soon could become the only
U.S. state without an abortion clinic as a new law takes effect this
weekend. Critics say it would force women in one of the country's
poorest states to drive hours to obtain a constitutionally protected
procedure or carry unwanted pregnancies to term.
Top officials say limiting abortions is exactly what they have in mind.
Republican Gov. Phil Bryant says he wants Mississippi to be "abortion-free." The law takes effect Sunday.
Abortion rights supporters have sued, asking a judge to temporarily block the law from taking effect. So far, that hasn't happened.

Officer fatally shot by solider at Fort Bragg Was Highly Decorated War Veteran
Army officials released the name Saturday of the officer fatally shot
by a soldier under his command at Fort Bragg and said he was a
highly-decorated veteran of the wars in Afghanistan and Iraq.
The superior officer killed Thursday has been identified as Lt. Col. Roy L. Tisdale, a Bronze Star Medal recipient and commander of the 525th Brigade Special Troops Battalion, 525th Battlefield Surveillance Brigade.

If the state of Virginia built a similarly designed school as Wicomico County's proposed new Bennett Middle School, it would cost $11 million less than what we will pay in Maryland. Why? Virginia pays a "competitive wage" rate for such projects, while our state government mandates a much higher rate, called "union prevailing wage."
Therefore, we Wicomico County taxpayers have the privilege of forking over $73 million for the new BMS rather than $62 million.
The Wicomico County Council, for the benefit of its citizens, should courageously lead an effort to waive this "union prevailing wage" rate requirement for the BMS project. In pursuit of this waiver, it should rally support from our county executive and our Eastern Shore state delegation.
Governors, such as Chris Christie of New Jersey and Scott Walker of Wisconsin, have caught the attention of the entire nation with their successful battles with unions in lowering their states' costs. Maybe our County Council, by fighting for this waiver, might ignite a statewide movement to stand against the unreasonable costly demands of unions.

Eastern US Storms Kill 13, Cut Power to Millions
Millions across the
mid-Atlantic region sweltered Saturday in the aftermath of violent
storms that pummeled the eastern U.S. with high winds and downed trees,
killing at least 13 people and leaving 3 million without power during a
heat wave.
Power officials said the outages
wouldn't be repaired for several days to a week, likening the damage to a
serious hurricane. Emergencies were declared in Maryland, West
Virginia, Ohio, the District of Columbia and Virginia, where Gov. Bob
McDonnell said the state had its largest non-hurricane outage in
history, as more storms threatened. "This is a very dangerous
situation," the governor said.
In West
Virginia, 232 Amtrak passengers were stranded Friday night on a train
that was blocked on both sides by trees that fell on the tracks,
spending about 20 hours at a rural station before buses picked them up.
And in Illinois, storm damage forced the transfer of dozens of
maximum-security, mentally ill prisoners from one prison to another.

Political Powers Trying To Shut Down Willards 4th Of July Event
A few years ago a small group got together to discuss a 4th of July event because the City of Salisbury decided they could no longer afford to support the City's event.It was very disheartening for the Jaycees as they had been such a great supporter of the event for so many years.
We tried reaching out to the new County Executive and Mayor for a small donation but they refused to participate. The East Side Chamber of Commerce dug in deep and reached out to local communities in the Willards area and were able to raise ALL of the funds necessary to pull off an event.
The Chamber worked with the Board of Education to secure the Elementary School in Willards. They made sure they had all of the proper things in place to make it work. They secured an insurance policy for the School in case anything went wrong. They secured the Fire Marshall, Fire Department and the Chamber made very sure that any trash was cleared out no latter then the very next morning. However, most was cleared out that night.
This week the Chamber got a call from the Board of Education stating they didn't have a contract. They replied, we never have had a contract. The Board then stated they didn't have the School insured for the event but it was immediately proven that the School was in fact insured right then and there over the phone.
It absolutely amazes me that the Board of Education is doing everything in their powers to actually shut down an event many thousands of people visit and enjoy. All of a sudden Mike Dunn creates an event in Salisbury, (the very same guy who helped shut down the 4th of July event years ago) and now the Willards event is being challenged.
There's no reason we can't have both events but you know how local politicians work, or should I just say Good Old Boys. The Willards event is expected to happen July 3rd. However, the Chamber isn't so sure they'll be able to do it again next year due to politics and NOT because they don't have all their ducks in a row.
There's no question in my mind this is politically motivated. Salisbury News has supported this event from the very first year. We have helped bring in a large group of people to enjoy the event as a grass roots effort and have enjoyed watching its success and support. Man, I sure do hate how elected officials and politicians can destroy such a great thing. We need to make a difference in the next election Ladies & Gentlemen because I would never, (especially behind closed doors) pull such a stunt. These people want to stand there and act like local hero's, yet these are the same people who shut the 4th of July down without a care in the world. God Forbid a small group of people show it can be done without them. Are you really going to let these elected officials shut down ANOTHER 4th of July?

OC Residents Should Attend Monday's City Council Meeting
At the last Ocean City Council Meeting a discussion was held on changing the election date in the Town of OC.
At this meeting, there will be time for Public Comments regarding moving the Town of OC municipal election to the national election date. This will be the time for the people in the Community to speak their mind about the cost savings and improving voter turnout that this move could bring.
It could save the taxpayers anywhere from $10,000.00 to $17,000.00 each election.

While the Supreme Court upheld the bulk of the Affordable Care Act, it did rein in the law's expansion of Medicaid by ruling that the federal government could not withhold Medicaid funds to those states that don't comply. The absence of any punitive measures means there is nothing to compel the governors or attorneys general to begin implementation of the law.
Republican Wisconsin Gov. Scott Walker, for one, made clear his state will sit tight.

Some local jurisdictions are likely to open shelters and/or cooling centers. Visiting libraries, malls and other public areas that are air conditioned is suggested. If possible, see if you can visit family or friends whose power works. Drink plenty of non-alcoholic beverages to remain hydrated.

New Fiscal Year Means Tax Hikes In Maryland
Maryland residents who earn more than $100,000 annually will pay more income taxes and many will pay higher fees to flush their toilets under new laws taking effect this weekend.
Under the income-tax law, single taxpayers with an adjusted gross income above $100,000 and couples who make more than $150,000 will see their taxes rise from a quarter of a percentage point to half a percentage point. The tax increases will be retroactive to January.
The state's "flush" tax on sewer bills will double from $2.50 a month to $5 a month - or from $30 to $60 annually under a measure aimed at upgrading wastewater treatment facilities to reduce pollution in the Chesapeake Bay. The law exempts people who don't live in the Chesapeake Bay watershed. Gov. Martin O'Malley, a Democrat, led the charge to boost the tax.

Obamacare: Seven New Taxes on Citizens Earning Less than $250,000
While we were all debating the cost to our liberty due to the Patient Protection and Affordable Care Act (Obamacare), we were ignoring the cost to our pockets. If there ever was a reason for bipartisan rage about this law, it should be on the twenty - yes, twenty - hidden new taxes of this law. Making matters even more relevant is that seven of these taxes are levied on all citizens regardless of income. Hence, Mr. Obama’s promise not to raise taxes on anyone earning less than $250,000 is just another falsehood associated with this legislation.
The first, and best known, of these seven taxes that will hit all Americans as a result of Obamacare is the Individual Mandate Tax (no longer concealed as a penalty). This provision will require a couple to pay the higher of a base tax of $1,360 per year, or 2.5% of adjusted growth income starting with lower base tax and rising to this level by 2016. Individuals will see a base tax of $695 and families a base tax of $2,085 per year by 2016.More
Rock Band Defends National Anthem Against Liberal Attacks With This Patriotic ‘Star Spangled Banner’ Challenge
In the past, we’ve brought you conservative rock bands who mesh patriotism with lyrical genius and obvious musical talent. Among those musicians and groups making a splash is Madison Rising,
a band founded upon basic American values. This week, the band
announced an interesting initiative to commemorate Independence Day and
the upcoming general election battle — the “One Million Star Spangled Banner Challenge.”
Through the initiative, Madison Rising will offer an opportunity for Americans to rail against the negative comments that liberal commentators have uttered about the National Anthem (Current TV’s Bill Press recently called it “an abomination,” as you may recall).

Justice: Kids Who Bullied Bus Monitor Get 1 Year Suspension
At last, justice has been served in the small town of Greece, New
York. The children who bullied bus monitor Karen Klein have been
officially disciplined. New York’s WHAM 13 reports:
The Greece Central School District announced on Friday that four students involved in bullying a bus monitor will be suspended from school and regular bus transportation for one year.
The district is legally required to provide the students with an education.

WILLIAM ALEXANDER HILL SENTENCED TO LIFE WITHOUT PAROLE FOR THE MURDER OF WHITNEY BENNETT
On June 29, 2012, William A. Hill, age 25, of Fruitland, Maryland was sentenced to life without the possibility of parole for the murder of Whitney Bennett. Bennett was murdered on December 3, 2010 and her body was found in April of 2011 buried on property owned by the Defendant’s family. After a two day jury trial, a Wicomico County jury found Hill guilty of all charges contained in the State’s indictment, including First Degree Murder.
Wicomico County State’s Attorney Matthew A. Maciarello commended the Maryland State Police Homicide Unit and the Wicomico County Bureau of Investigation for their work in the investigation and prosecution of this case. Mr. Maciarello also thanked the citizens of Wicomico County who sat on the jury. This case was prosecuted by Matt Maciarello, State’s Attorney and Ella Disharoon, Deputy State’s Attorney.

Which States Will Refuse Medicaid Expansion?
The Supreme Court ruling allows states to decline the Medicaid expansion in the Affordable Care Act without losing federal money for their existing programs. If the 26 states that challenged the law opt out, an estimated 8.5 million fewer people would be covered by Medicaid.

Supreme Court Ruling Goes Undetected, Until Now
While most people were focused on the Supreme Court's Affordable Care Act decision, justices slipped out another ruling. The court ruled the 2006 Stolen Valor Act unconstitutional. The law had made lying about receiving military awards a crime. A California man who lied about being a decorated war hero brought the suit. Xavier Alvarez successfully argued that the law violated his First Amendment right to free speech. The government had tried to convince the Court that the law protected the integrity of military medals. It is still illegal to wear unearned medals, even if you can now lie about having them.

A Democratic congressman has introduced legislation that would grant benefits to same-sex spouses of veterans and service members. Rep. Adam Smith (D-Wash) is the ranking member of the House Armed Services Committee. His bill would make the Defense and Veterans Affairs departments recognize any marriage that is recognized by a U.S. state, commonwealth, territory or the District of Columbia. The bill would change the definition of spouse in the U.S. code. Same-sex marriage is now legal in six states and the District of Columbia.

President Barack Obama will veto House appropriations bills for the Defense Department and Financial Services and General Government if they remain in their current form. The White House opposes them for several reasons. They would continue the pay freeze for federal workers, and the White House said proposed cuts to the Internal Revenue Service budget would hurt programs, reduce revenue and make it harder for taxpayers to get help. It also said the bill would make it harder for the General Services Administration to repair and maintain federal buildings. Lawmakers said cuts to GSA's budget were necessary to "starve out opulence and frivolity."

We all know the economy sucks. We all know we are headed in the wrong direction. We all know our leaders are corrupt, immoral, greedy and violent. You don’t need me to tell you that. One thing that I have noticed recently while watching the financial markets is that despite the fact most stocks charts I pull up look awful, the major indices continue to hang in or grind higher. While it is not new news that a few large cap stocks are holding the major averages up, I want to focus on one in particular. Wal-Mart. Yes we all know Wal-Mart. Everyone has an opinion; whether you love it or hate it. In this instance, I’m not so much interested in the company itself, the stores or disturbing images of some of the people seen shopping there. No, in this case I want to take a look at the stock and ponder what it tells us about the state of affairs in both the U.S. and the global economy as a whole.
Wal-Mart’s stock is up 14% YTD, which is triple the return of the S&P 500. The stock also packs a dividend yield of 2.3%, so the total return is even better. In the last month or so the stock has become a real powerhouse as you can see in the chart below. Crushing any and all shorts under the weight of its rapid appreciation.

DNREC Fish And Wildlife Enforcement Makes Four OUI Arrests
The DNREC Division of Fish and Wildlife Enforcement Section made four operating under the influence (OUI) arrests and interacted with hundreds of boaters on Delaware waterways as part of Operation Dry Water, a national enforcement and education initiative June 22-24 to crack down on boating OUI and to prevent alcohol- and drug-related accidents and fatalities.
