bring back the death penalty with a maximum appeal time of 18 months or until 2 verdicts are identical. Then a maximum of 18 months until execution. That will stop it.

It's not the judges, man. It's Hogan's Justice Reinvestment Act. It lets everyone out of jail and makes sure they're never held accountable once they get out.
