Scheduling in the middle of day seems like a bad idea, why not after 5pm so more people could attend after work?

The key phrase is "weather permitting". I the last time we had a total eclipse many years ago and lots of fools gathered at a spot along the line of totality only to have a cloudy, rainy day and see nothing!

Will white people be welcome at this function? My experience on that campus would make me doubt it.

I would love to hear about this experience ? The event follows an opening week meeting for faculty. It's kind of a welcome back event . A very diverse faculty I might add
