As we had stated last night, Wayne has been serving for years on the Pittsville Town Council, claiming he is a resident of Pittsville.
Now that he has been elected as a write in in Delmar, he suddenly changed his address from Pittsville to Delmar. One way or the other, he has either served in Pittsville illegally or he is claiming to be a Delmar resident, perhaps illegally.
You see, Wayne was elected two years ago in November onto the Pittsville Council. IF he continues to claim he is qualified to be on the Delmar Council, you must be a Delmar resident for two years. That would mean that within 5 days of the Pittsville election he had to have changed his address to Delmar and immediately resign, according to the Charter. That did not happen. In fact, he was at last Monday's Pittsville Council Meeting as a Council Member.
As if Pittsville hasn't been in the public spot light enough recently with an alleged embezzlement that goes to trial December 1, 2015. It's been reported that other Pittsville Council Members have sworn that Wayne is a resident of Pittsville as this topic has come to their attention quite often.
Delmar needs to do their homework on this matter as no matter how you look at it there are some major ethic violations at hand.

Wayne's girlfriend has lived here in Delmar for many years. But he did not move in with her consistently until about 1 year ago. He then joined the Delmar Fire Department as a volunteer fireman. Wayne was a write-in name strongly promoted by Lloyd Unsell who is on the Delmar, MD Town Council. In fact, Lloyd walked neighborhoods and sent emails promoting Wayne's name to be written on the ballot. Lloyd also frequented inside Delmar Town Hall all day yesterday promoting both himself and handing out a business card with Wayne's name on it to those people who came to vote. This behavior seems to also scream of voting ethics violations.
Seriously? He can't be near a polling place can he? And he was INSIDE?
That's Delmar for ya. The place needs a thorough cleaning. It has turned into a mini Bury lol
I don't believe that comment 1:18. I'm pretty sure the Elections Board wouldn't have let that happen. Parking lot? Possibly. Inside? No way.

or will they do the right thing and appoint the other person who just ran for election and did not win since she was interested enough to file for election?
I can personally attest to seeing Lloyd Unsell inside town hall on Tuesday during the election1!!!!!! When I went to the Delmar town hall to vote, Lloyd Unsell was in the voting chambers and handed me a business card with Wayne's info on it. I still have the business card. I also did not vote for Lloyd because of this behavior and that is why Lloyd did not receive all 40 votes in an uncontested election.
11:17, you need to report that to Delmar. I believe that is a violation and it should be dealt with.
