This isn't a local Sheriff's car. Looks like palm trees in photo.
First, it's evident this is not local. Second, if it was in a handicapped spot without reason, then good, shouldn't have been there. Finally though, all I see is a "police" car, on a tow truck, in a parking lot. Might have been parked improperly, or just broke down. Might be a police car, or mall security, or an over-zealous fireman with an old police cruiser.
This can't be right. Police cars and other emergency vehicles are exempt from parking and speed/traffic laws. (Look it up...)
