Pennsylvania polling has Rand Paul ahead of Hillary in 2016

Pennsylvania is in play for its 2016 presidential election. Philadelphia has been the chosen location for the Democratic National Convention, and Democrats could have their work cut out for them to keep the state blue.

SWING-STATE UNCERTAINTY: Polling shows that 2016 Democratic front-runner Hillary Clinton may be losing her edge in the blue Keystone State.

On March 31, Pennsylvania Democrats posted on their website a delegate selection plan that allows for their members to decide how to attack the 2016 Presidential Election. Up for grabs is 270 votes , of which Pennsylvania has 20 electoral votes that count toward winning the Electoral College, which elects the president.

According to the plan, Pennsylvania has a total of 181 delegates and 13 alternates. The delegate selection process is governed by the Charter and Bylaws of the Democratic Party of the United States, the Delegate Selection Rules for the 2016 Democratic National Convention, the Call for the 2016 Democratic National Convention, the Regulations of the Rules and Bylaws Committee for the 2016 Democratic National Convention, the rules of the Democratic Party of Pennsylvania, the Pennsylvania election code, and this Delegation Selection Plan.
