The fallacy here is the increase in payments for subsequent children.
In the military, we call them dependapotamus...women getting pregnant by different servicemen one after another - just to get a check from multiple sources.
This system needs some reform - workfare, sterilization, means testing, 'husband' verification and drug testing are starting points!
I've had three I sure as hell don't want a fourth.
