Laurel, DE – Detectives with the Sussex County Governor’s Task Force (GTF) and Drug Task Force (DTF) have arrested a Seaford man after he attempted to flee from a traffic stop and was found to be in possession of heroin.
Around 2:20 p.m., Monday October 6, 2014, GTF and DTF members observed a blue Ford Five Hundred with dark tinted windows parked along Hitch Pond Road just south of Laurel Road with its hazard lights on. When the detectives attempted to contact the driver of the car, it accelerated abruptly and struck two unmarked police vehicles and continued southbound on Hitch Road for approximately one mile before coming to a stop. The driver of the vehicle, who was later identified as Torontay T. Mann, 23 of Seaford, was taken into custody after a brief struggle with the troopers.
Troopers assigned the DTF located 1,949 bags of heroin totaling 29.235 grams in the grass near the initial stop where Mann was pulled off the road. He was also found to be in possession of over $890.00 in suspected drug proceeds.
Torontay Mann was transported back to Troop 4 in Georgetown where he was charged with Possession With Intent to Deliver Heroin, Resisting Arrest, Disregarding a Police Officer's Signal, and six counts of Reckless Endangering 2nd. He was arraigned at JP2 and committed to Sussex Correctional Institution on $50,000.00 cash bond.

Actually that is over on ounce of heroin. I think that will be more than simple possession. But it was probably the six counts of reckless endangerment that may have enhanced the "brief struggle." They sort of frown on running into police cruisers with the officers inside of the car. Can't say as I blame them. But when he decided to stop the struggle he probably threw his hands in the air, like another "unarmed" teenager in the news.
Who cares how brief it was. You want to run and fight the police, sometimes you get hurt. It was his choice from the beginning.
