Nowhere does it say he is homeless. Its a stats game.
He should have ALSO been charged with Burglary.

According to Maryland criminal code § 6-206, it is illegal to enter into another individual’s motor vehicle with the intention of stealing the vehicle itself or any property contained within the motor vehicle. In addition, part (a) of this code makes it illegal to possess a burglar’s tool with the intention of using it or allowing it to be used to facilitate breaking into a motor vehicle.
The penalty for violating this law is a misdemeanor, as well as up to 3 years in prison.

In addition, a person found guilty of this crime will be considered a rogue and vagabond by the court.

If you look on MD judiciary it's obvious he is a transplant from the other side of the Bay Bridge. A former ECI inmate maybe?
The rogue/vagabond charge is confusing. What's it's used for is when someone breaks into a vehicle and doesn't find anything worth stealing, so they can't be charged with actual theft, but can be charges with R/V along with malicious destruction. It's unusual when you see both R/V and theft together.

You can only be charged with burglary if it is a residence vehicles don't fall under that statue .
