“As you see this thing played out, the legislature will do something,” Senate Budget and Taxation Committee Chairman Ed Kasemeyer told a Howard County Chamber of Commerce breakfast. It’s unclear when that might happen, since the General Assembly is not scheduled to meet again until January, and tax bills will hit mailboxes in July.
“I think it’s not over yet,” said Kasemeyer, who had sought to delay implementation of the fees for two years, amending a bill exempting nonprofit groups and churches from the charges. The Senate approved the amendment on the last day of the General Assembly April 8, but a House committee let the bill die.

How is it fair to tax the rain that only God sends? We have no control over it, when it will come, where it will go down, and how much will come down. How in the name of heaven can the legislature require citizens to pay a rain tax on something even they can't control. I realize the politicians think they are God, but they aren't and he won't be mocked either.
This beats crazy. I've talked to several friends in other states not Delaware and they are still laughing. The first thing they want to know is who are your legislatures and what in earth are they smoking and drinking? I was so embarassed at the snickering. It is stupid to have this tax. After all these decades and now they want to tax the rain that falls on taxpayers property.
This is unjust and unfair. Using spy satellites to spy on our property for rainfall have they gone completely mad????? What a laughing stock of clowns making laws for sensible people.
This circus bunch in Annapolis needs to be voted out at every election.

Prediction: One of the deeper thinkers in Annapolis will propose repealing the Rain Tax and replacing it with a levy on airborne water that crosses the state line from adjoining states. After all, if it doesn't rain there is no run-off to worry about. sarc off.
