Here comes the fraud, folks! By the time the election and counting is over, it will be found that a lot more than 20 are missing Questions 4-7, which includes the most contested Illegal Alien Tuition, Gay Marriage, and Gambling Expansion. These are the ones O'Malley didn't want on the ballot in the first place.
By the time Absentees request and receive and send in their "version II" absentee ballots, it will be deemed "Too late" to count them, therefore invalidating those voters who chose to vote absentee.
Look forward to the same treatment of "electronic" votes being glitched out of the system somehow as well.
