Incident: Warrant 
Date of Incident:   17 September 2012 
Location: Baltimore, MD 
  
Suspect: Paul Stanley Parks, 52, Baltimore, MD 
                                 
Narrative: On 17 September 2012 at 8:30 PM a deputy took Paul Stanley Parks into custody who was
being detained by authorities in Baltimore and transported him to the Wicomico County Detention
Center. Parks was being sought on an open bench warrant that was issued after Parks violated the terms of his probation in a Failing to Register as a Sex Offender case.

The deputy transported Parks to the Central Booking Unit where he was processed and taken in front of
the District Court Commissioner who detained Parks in the Detention Center in lieu of $10,000.00 bond.
Charges: Violation of Probation


Incident: Theft 
Date of Incident:   18 September 2012 
Location: 1200 block of Riverside Drive, Salisbury, MD 
Suspect: Marshall Todd Sheaffer, 51, Salisbury, MD 
                                 
Narrative: On 18 September 2012 at 6:00 PM, a deputy from the Wicomico County Sheriff’s Office
arrested Marshall Sheaffer in connection with a theft that had occurred at a residence in the 1200 block of
Riverside Drive in Salisbury. During this alleged incident, Sheaffer is accused of stealing jewelry in value
range of $10,000.00.

Upon arrest, the deputy transported Sheaffer to the Central Booking Unit where he was processed and
taken in front of the District Court Commissioner, After an initial appearance, the Commissioner released
Sheaffer on Personal Recognizance.
Charges: Theft over $10,000.00


Incident: Burglary Arrest 
Date of Incident:   20 September 2012 
Location: 1000 block of Riverside Drive, Salisbury, MD 
Suspect: Shawn Lee Stephens, 30, Parsonsburg, MD 
                                 
Narrative: On 19 September 2012 at 2:00 PM, a deputy from the Wicomico County Sheriff’s Office
began an investigation into a residential burglary. The deputy learned that the homeowner returned home
to hear a noise in the rear of the house that was odd. When the homeowner went to investigate and
entered the master bedroom, he observed open dresser drawers and armoire doors. Further looking around
led the homeowner to discover a white male hiding in a closet. Upon confronting the subject, the
homeowner grabbed his IPAD that was sticking from the subjects pants as this subject fled from the
residence. While fleeing, the suspect dropped his bag of purloined loot and his own cell phone. Using the
cell phone, the deputy was able to identify this subject who committed the burglary as Shawn Stephens of Parsonsburg.

The deputy obtained a warrant for the arrest of Stephens which was served the next day on 20 September.

Upon arrest, Stephens was transported to the Central Booking Unit where he was processed and taken in
front of the District Court Commissioner. After an initial appearance, the Commissioner detained
Stephens in the Detention Center on $50,000.00 bond. The following day at bond review, the bond on
Stephens was increased to $75,000.00.
Charges: Burglary 1st Degree Theft


Incident: Theft 
Date of Incident:   23 September 2012 
Location: 900 block of Mt. Hermon Road, Salisbury, MD 
Suspect: Amy Marie Howard, 35, Salisbury, MD 
                                 
Narrative: On 23 September 2012 at 7:47 AM, a deputy from the Wicomico County Sheriff’s Office
arrested Amy Marie Howard in connection with a theft from a restaurant in the 900 block of Mt. Hermon
Road on 3 May 2012. Howard stands accused of leaving the restaurant without paying her bill.

Howard was identified as the individual in question who committed this crime and a warrant was obtained
for her arrest. That warrant was served by a deputy on 23 September 2012 and Howard was transported to the Central Booking Unit where she was processed and taken in front of the District Court Commissioner.

After an initial appearance, the Commissioner detained Howard in the Detention Center in lieu of
$40,000.00 bond.
Charges: Theft under $100.00


Incident: Burglary Arrest 
Date of Incident:   24 September 2012 
Location: 800 block of Parker Road, Salisbury, MD 
Suspect: Melody Rae Lord, 39, Hebron, MD 
                                 
Narrative: On 24 September 2012 at 12:30 PM, a deputy from the Wicomico County Sheriff’s Office
went to a hotel in the 2600 block of N. Salisbury Blvd. after receiving information that a wanted subject
might be staying there. The deputy soon located Richard Clayton Truitt in a room at the hotel and
confirmed that he was wanted on an outstanding Circuit Court Bench Warrant. Also in the room, the
deputy located Melody Rae Lord and discovered that she was also wanted in connection with a burglary
case that had been investigated back in July 2012. During that burglary, Lord stands accused of taking
over $1,000.00 worth of jewelry. On 13 July 2012, after the burglary, Lord was stopped and found to
have some of the stolen jewelry in her possession and also pawn receipts for the rest. At the conclusion of the investigation, the deputy obtained a warrant for Lord’s arrest.

The deputy took Lord into custody and transported her to the Central Booking Unit where she was
processed and taken in front of the District Court Commissioner. After an initial appearance, the
Commissioner detained Lord in the Detention Center in lieu of $25,000.00 bond.

marshall shaffer, i always knew you were a thief, but who did you dime out to be able to be released on your own recon????????you are and will always be a piece of s#$%.
