People living at 404 Vine St. were previously reported to Police for Animal Cruelty by myself and another. Their dog had no shelter, no access to food or water with its chain wrapped around the tree!!----After a more calls, Animal Control came & took the dog to the Humane Society, where I'm rather sure it was put down--- as it had not been socialized well ,and being tied all the time makes an animal aggressive.
This past Sunday , I heard a dogs excessant barking. I looked in their back yard----THESE SAME PEOPLE HAD GOTTON ANOTHER DOG!! The dogs chain was wrapped around the tree, he couldn't get to his bowls or dog house. Remembering the Torrents of rain we had Saturday night, I wondered if this dog had been in this predicament then & helpless to the weather conditions.
I called , 410 548 3165, City Animal Control . There appeared to be no one at the residence & our Humane Society is closed Sunday & Mondays! I've no idea if Animal Control will be able to get food or water for the animal as I didn't know to what extent City Animal Control can help. With our Humane Society being closed 2 days-happens to an animal in a life threatening situation ?? Perhaps someone could answer that question. I'd sure like to know! I am hoping these hrs will change since I just read on your Blogg Site the HS is suppose to be getting ONE more Animal Control Officer. Animals cruelty doesn't go on "time out" on the week ends
My husband & I rode back to see if the dog was OK later in the day. The animal was free from its entanglement, had access to its bowls & dog house. THANKS AGAIN CITY POLICE!

Its fine to be concerned about this but you would tell me at the time this country is facing a business who is making little to no money needs to be open MORE DAYS and pay their employees MORE MONEY. I feel horrible for the dog do not get me wrong, but the people should not have been allowed to get another dog after the first problem.

Looks like they have plenty of taxpayer money. But how do we know they dont have a cpa to tell. At one time they said their guy in the field only worked one hour a week..(farce)who has a job one day a week?
Need to be managed better and have a 24/7 phone number and some one on call to answer it.
I volunteered at a shelter in another area and someone was always on call 24/7 to handle situations such as this.
Whoever was on call took the van home with them that had all the equipment in it that may have been needed.
Why in the world can't Fitzgeral have coverage for the nites/weekends for such emergencies? If he actually stayed at the shelter and helped with the work, rotating hours could be managed on their budget. Again, you need someone with animal welfare, and business sense. Another dog in desparate condition, and he did nothing.

Don't think this is the case now, 9:56 , could be wrong, and hope it is true. Think I'll call this week end to see if someones on call or not so others that have concerns can know for sure.
As for people minding their own business-----Animal cruelty is against the law & others will continue to "take care of business" by reporting irresponsible owners.
I applaud anyone who reports those who can't speak for themselves when there's cruelty involved ---if its people or animals!!!

Why does this person keep going back to this address all the time? Obsession? Just looking for something to be wrong?? I don't like it that the animal is tied up and can't get to it's bowls but if they want an animal, they are going to get one and not everyone treats animals the way someone else would. Not saying it's right, but not much can be done about ignorance.
Animal welfare should be everyones concern just as child abuse should. Yes the people that do cruel acts are a big problem but people that sit by and watch it happen and do NOTHING are a bigger problem. The hs has no emergency on call person for anything and with the money that they receive there is no excuse for this. If something happens weekends or during the night such as a dog hit by a car and still alive there is no one there to come. The sheriffs Dept has to go. This is not their job. There is just no excuse for the way the HS and AC for the county operate. There is plenty of funding so where is the money going. Certainly not to care for the animals.
As long as there are people out there everywhere that truly care for the safety and protection of animals, they will be out there watching, and reporting abuse and neglect.
Thank GOD there are people who do report, because obviously Fitzgerald isn't responsible or capable of doing the job. And the Board is utterly irresponsible and neglectful for allowing this to continue.
Hasn't the director said he works all day Monday at the shelter while it's closed? Then doesn't he take off a day when the shelter is open to make up for working on Monday? Isn't the day off usually a Saturday?
10:29. I agree with you. Something needs to be done in this county. Maybe a new shelter should open and the county and city send their funding to a new facility with a new board of directors Joe has offered to do just that and has been ignored. If enough people will stand up and demand this maybe things will change. As long as the current HS is run by people with no accountability and a board that really doesn't care it will remain this way. I just don't understand why a professional experienced shelter staff and director can't be found and hired. The last time they were looking for a director they posted their ad on craigslist. That was a joke. They need to advertise in the animal sheltering magazines and find real animal welfare people.
The shelter I volunteered with also had a small contract with a nearby small municipality. The city had 2 full time animal control officers (also on call 24/7) but no facility to house animals so they contracted this out to the shelter. The city's animal control vehicle had keys to the shelter so they could access it at any time and was kept in the city lot after hours in case the PD needed it or the keys to drop an animal off at the shelter. It worked out very well.
10:51 has a good point about advertising for shelter employment. I would like to add that the HSUS on their site has a page where shelters and other animal related jobs can advertise for help.

The only finger pointing to be done here is at the abusers. If you aren't responsible then don't assume responsibility. We can go nowhere in life if we all are depending on some sort of policing in every aspect of our lives. Grow up and take matters into your own hands instead of calling others out for not doing a good enough job babysitting the idiots out there.
City animal control isn't even allowed keys to the HS if they pick up animals after hours and on weekends no matter how bad the weather or how young the animal is it has to be left in an outside kennel. Considering the city pays them to house animals at a cost upwards of $65000 a year I think this is awful. Salibury City AC should have access to the building.

If anyone can stand by & see a helpless individual or animal be mistreated by no shelter, food , water & respect, then something is terribly wrong with you! God help you is all I can say!! They hunger, thirst, & feel----just as we humans.

This is a cause we need to be united on. There are enough of us that can step up to the plate and make it work. Let's find each other. It is obvious to me, collectively, we have more intelligence that Fitzgerald and the simpletons on the Board.

I'm more then willing to help. There are probably enough people right here in the county that could work at the HS and do a much better job than is being done. The county just needs to figure that out. They need to hire people run it as a government county facility and they would know where the money goes it used to be many people volunteered their time and abilities their but over the years everyone has been chased away. There is too much going on there they don't want to public to see or know about. Everytime a volunteer has ever voiced a concern they are banned from the place.
If there was a general membership meeting in May, I missed it. Did they have one?
I'm wondering about the Board of Directors also? The shelter where I volunteered was founded by a very wealthy woman who was there from dusk until dawn 7 days a week which I understand is not workable for most people who have family obligations.
One thing she insisted on was that Board members spend 100 hours a year in the shelter performing duties (board meeting hours did not count) or they were off the Board. She felt alot of people wanted the position either for political or for their own benefit and/or to make themselves out to be important. To her this meant the Board truly cared first and foremost about the animals.
She did make exceptions to this rule such as an elderly lady who herself had at any given time 30 pets. She lived on a couple of 100 acres, and had a staff such as a farm manager and she was called to take in sick animals who needed extra attention. She took them home where her staff looked after them until well.
4:23 Sounds like that lady was very smart! Anyone on the Board should have a definate "feel" for animals ---- their well being should be "up front" if you're going to do what is expected of you.
Concerned citizen, thank YOU for caring about these animals' welfare and for reporting these sorry excuses for human beings. You are also nice enough to thank the police.

The director works all day Monday when it is closed!?!?!?! And who is there to confirm that? What a crock! The man is afraid of dogs!! He is a joke with a take home car!
