Only legal if the government does it.
Come to my house we do not need jamming equipment. Just plain does not work here. Verizon is very aware of it and REFUSES to correct the problems. In fact the whole neighborhood sucks on Verizon.
The government regulates everything, even the airwaves. So what else is new. LE can do whatever they want to do....as usual. And, call it illegal for everyone else.
