US Offers Deal On School Reform

Delaware might be among the states that ask to forgo rules of the federal No Child Left Behind Act under a policy announced Monday by U.S. Department of Education.

As a retired secondary school teacher, I can tell you that there is no possile way for all children to reach the "proficient" level on tests by the 2014 goal year. Two things would have to happen: "dumb down" the tests so that almost anyone can pass or cheat. No matter how much "teaching to the tests" takes place, it is impossible to bring ALL children up to proficiency. The end result would have almost all schools failing, and that cannot be an option.
