County leaders decide to deal with high cost of benefits
Local lawmakers faced two facts on Monday:
First, the unpaid tab for benefits promised to county workers has topped $1 billion and is climbing.
Second, there's not a spare penny to pay for it.

Officials speculated that part of the trimming of expenses will come through promoting the health of workers and shifting some costs to employees.
Anne Arundel County's annual bill for health care has grown to nearly $80 million a year as costs rise.
