The Welfare Reform Act Of 2011
The Welfare Reform Act of 2011 will help food stamp recipients become independent of government assistance, give taxpayers a clearer picture of national welfare spending, and return the federal welfare budget to pre-recession levels after unemployment falls to 6.5%. Currently, there are 77 means-tested federal programs that provide benefits specifically to poor and low-income Americans.

Welfare Reform Act = one heck of a hyperbole.
the economy needs to improve before that happens
One thing to make this happen even quicker is mandatory random drug testing of all recipients.
Bet you could cut at least 30% of the recipients off the list immediately if they would just do it. Once you're removed because of positive drug testing, you're no longer eligible for 5 years and then would have to clear testing again.
I would apply this to anyone getting any type of assistance.
