Incident: Burglary
Date of Incident: 28 August 2009
Location: 1400 block of Camden Avenue, Salisbury, MD
Suspect: Victor Rybak, 42, Eden, MD

Narrative: On 28 August 2009
at 12:57 PM, a deputy from the Wicomico County Sheriff’s Office responded to a reported burglary in progress in the 1400 block of Camden Avenue in Salisbury. The homeowner called the Sheriff’s Office after seeing an unidentified man enter her garage. The homeowner managed to lock the intruder in the garage until the arrival of the deputy. Upon making contact with the individual in the garage, the deputy identified him as Victor Rybak of Eden, MD. Rybak stated he was walking home when he got thirsty so he entered the garage at this residence in search of something to drink. The deputy also detected that Rybak was under the influence of alcohol.

The deputy placed Rybak under arrest and transported him to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, Rybak was detained in the Detention Center by the Commissioner in lieu of $25,000.00 bond.

Incident: Possession of Controlled Dangerous Substances
Date of Incident: 29 August 2009
Location: Old Ocean City Rd at Greenlawn Lane, Salisbury, MD
Suspect: Gregory W. Hill, 24, Salisbury, MD

Narrative: On 29 August 2009
at 9:35 AM, a deputy from the Wicomico County Sheriff’s Office stopped a vehicle operated by Gregory Hill for a traffic violation. During contact with the driver, the deputy observed that Hill was visibly nervous and also reluctant to make eye contact with the deputy. Hill could not produce a vehicle registration card and exited the vehicle while the deputy attempted to verify the registration. While speaking with Hill, the deputy noticed that Hill continually placed his hands in his pockets. Upon checking the outside of the pocket for weapons, the deputy detected a bulge in one of Hill’s pockets. Upon being asked what it was, Hill informed the deputy it was marijuana.

The deputy recovered the marijuana and placed Hill under arrest. Further search of Hill’s vehicle revealed digital scales and prescription medication, methadone and diazepam, not prescribed to Hill.

The deputy placed Hill under arrest and transported him to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, Hill was detained by the Commissioner in lieu of $15,000.00 bond.

Incident: Assault
Date of Incident: 30 August 2009
Location: 800 block of Bradford Ct, Salisbury, MD
Suspect: Kim T. Nguyen, 30, Salisbury, MD

Narrative: On 30 August 2009
at 9:36 PM, a deputy from the Wicomico County Sheriff’s Office responded to investigate an altercation inside a residence in the 800 block of Bradford Ct. Upon arrival, the deputy met with a male subject who advised that he and his wife, Kim Nguyen were involved in a verbal altercation that became physical. The husband stated that he was assaulted by his wife when he tried to get away from her.

During the investigation, the deputy observed signs of injury on the victim that corroborated his account. The deputy placed Kim Nguyen under arrest and transported her to the Central booking Unit where she was processed and taken in front of the District Court Commissioner. After an initial appearance, Nguyen was released by the Commissioner on Personal Recognizance.

Date of Incident: 30 August 2009
Location: 36000 block of Old Ocean City Road, Willards, MD
Suspect: Joshua James Nichols 3rd, 29, Parsonsburg, MD

Narrative: On 30 August 2009
at 10:17 AM, a deputy met with a female victim at a residence in Parsonsburg in reference to an assault that had occurred the previous evening in Willards, MD. The victim stated that she was at a bar, when a male subject identified as Joshua Nichols 3rd approached her and tried to get her to go home with him. When she declined, Nichols grabbed her and refused to let her go. The victim did manage to get away and return to her residence.

While speaking with the victim, the deputy observed recent injuries that coincided with her account. The deputy obtained a warrant for the arrest of Nichols, who was taken into custody later that day. After arrest, Nichols was transported to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, Nichols was detained by the Commissioner in lieu of $5,000.00 bond.
