It's hard to tell with that grainy image, but at first glance, no I don't think it's the same person. The proportions look different.

the ears are definitely different. much larger in the bottom image. closer to the head in the top. if not for that, I would question it.

The guy in the security photo has a thinner face and his supraorbital ridges protrude further than the guy in the home photo. Not the same.
yes, a very close match. the eyes and the nose line up the the ears on both. the position of your eyes and nose never change. Except with plastic surgary.
