Yes, it does mean you are smart if you have a Ph.D. Now, an Ed.d we can talk about--those are ridiculously easy to earn. A Ph.D is very difficult to earn, and only a tiny percentage of the population has earned one. It doesn't mean you are equally knowledgeable about all things, or that people without PhD's are not smart, but I can guarantee you anyone with a Ph.D is smart.
