Here's a little bit of information for everyone I'm pretty sure no one actually knew about.
I was just standing in Lot 15 talking to one of Salisbury's Finest when a gentleman walked up to us and asked, "If I come into the City and can't find a Handicap Parking Space, can I park in the metered spots without putting money into the meter?"
I stood there thinking, I have no clue. The Officer said, you know what, that's a great question and I don't have the answer. I immediately got on the phone with the City and guess what, you can park in the meters spaces and not feed the meter.
However, if it's a 1 hour meter, you can park there for 2 hours. If it's a 30 minute spot you get 1 hour. It's double whatever the meter says the maximum is on that meter.
So there you go Folks, there is something good out there for at least some of the Citizens.

Sams Club doesn't even sell gas at the address shown for the "lowest gas prices in Salisbury" --

What does thatn have to do with Handicap parking?Besides Joe a handicap sticer u park free at metered spaces
I can see John Robinson just can't stay away from the Blogs. Oh, I mean anonymous 9:58, it's a secret. That's the point. They can park for free up to double the time of what the meter allows.
So, how does the meter person know how long you've been there if you don't have to feed the meter?
So that explains the whole Mayor issue. Mentally handicapped = free parking.
The problem is, do all officers and/or meter people know this rule? Obviously the officer you were talking to did not know it right off the bat.
Being a handicapped person, I can tell you about metered parking. You still have to put money in the meter, you just get double the time. When the meter person sees that you are parked at an expired meter, he/she jots down your tag # and the time that they saw the meter expired. They come back after your "extended" time is up and can then ticket you too. They try to be a little liberal with this which is much-appreciated. In lots like the hospital or O.C. inlet, you can park for free. you just show your handicapped I.D. to the person collecting the money. Hope this helps.
Gimpy,
You are wrong. You do NOT have to put any money in the meter. You are simply limited to 2 hours, if it's a one hour meter. 1 Hour if it's a 30 minute meter.
Call the GOB and ask. That's why I posted this information, to educate everyone. Consider yourself educated.
Drivers with disabilities who qualify for special parking placards and registration plates have several accommodations available to them:
You’re exempt from paying parking meter fees in Maryland ONLY if the parking meters do not meet the requirements of the Americans with Disabilities Act, and can park for up to twice the maximum allowable time shown on the meter (not to exceed four hours).
Areas outside of Maryland have different parking meter exemption laws. Please check with their local government to obtain parking meter exemption information.
Maryland’s registration plates and placards for individuals with disabilities display the wheelchair symbol and are recognized nationwide.
All states must recognize removable disability placards, temporary disability placards and special license plates which have been issued by authorities of other states for the purpose of identifying vehicle(s) permitted to utilize parking spaces reserved for persons with disabilities. Although States must recognize disability placards, temporary disability placards and special license plates to utilize parking spaces reserved for persons with disabilities you may not be entitled to free-metered parking. The Americans with Disabilities Act does not prevent payment of parking meter fees by an individual with a disability. Therefore, you should verify requirements of feeding parking meters in the jurisdiction you are visiting.
I suppose this is how Comegys and Tilghman get to park in fire lanes, handicap spots, and meters without paying.
Mentally challenged individuals do as they well please. Its my way or the highway!!!!!!
Well, whats the excuse for Richard Insley parking at the meters all afternoon on Main Street if you only get double the time? He isn't even handicapped....only to F***ing lazy to walk from the parking lot or just to cheap to buy a parking permit.
Handicap Parking?
Has anyone other than me seen how many people are abusing the handicap parking? Is there a reason that police officers are not checking these places out and ticketing the offenders?
I see a lot of it at Wal-Mart and the Super Fresh. Are the stores responsible for policing their own parking lots?
Someone needs to stop these people from using the handicap spots. They should be ashamed of themselves.
Also a lot of people are using the handicap shopping carts in these stores also. My wife and I saw one of them using one at the Fruitland Wal-Mart ( Just one of many times) and the female employee at the door stopped her and the woman in the cart just turned her nose up at her and said with an attitude, "My legs hurt" and kept on going. We were told by the employee that she witnessed the woman in the cart walking all the way from the far end of the parking lot and saw nothing wrong with her. The female employee at the door just threw her hands up and said,"What can I do".
It is just unbelieveable how inconsiderate these people are.
Is there anything the people who witness this going on can do?

I can tell you why the retailers wont do anything about it... they dont want to piss off their customers. Wrong? Maybe... but also what happens if the retailer calls the police to come ticket the vehicle, and by the time the police arrive the car is gone? The police will be upset about sending a car out to what they will call a "false alarm".
A bit off topic, but about those that park in the fire lanes? I work at a local retailer that has marked fire lanes across the whole front of the store. And have merchandise behind the fire lanes that a forklift needs to get to to load customers time to time. Yet people just pull right in front and park and go in to shop. This area is also clearly labled as a loading zone only. We page overhead for these people to move their vehicles, yet they never come out until they are done shopping. Usually buying thigs they dont need the loading zone for.
What are we to do? Call the FD to ticket them? Call a tow truck? There has been more than one time I would have loved to take the fork lift and move the vehicle myself, but would probably lose my job. I know the Salisbury FD sees this when they are at Panera. But dont do anything about it... maybe they cant without the retailers permission.
One of these days a forklift may accidentally hit a vehicle parked in a loading zone while the dumb ass is shopping for a tube of caulk. Wouldnt hurt my feelings.
Sorry for the rant... I know the handicap issue is far more important, just wanted people out there to also realize the loading zone is not a parking area... LOADING ONLY!!
Handicap people don't have to show proof of there handicap except to law enforcement. It's against the ADA to ask "what's wrong with you" or "why are you handicap".
There are many people out there who falsely claim to be handicap when they are not, but there are also lots of folks that don't "look" handicap, but have many internal problems that require the benefits. It's bad enough to be handicap, and even worse to have people ask you everywhere you go, "what's wrong with you?"
Please just pray for those you see, even if they are abusing something, because they definitely have some type of problem also.
