S.J. Disharoon went before the City Council and asked a series of questions he believe the Taxpayers would like answers to. These were the questions and responses.

YOU, the Taxpayer just spent more than $5,000.00 to be informed of such a report. The question I have is, IF this report hadn't been allegedly so favorable, would you have received such a notice? To top that off, how many other reports are done by the City you don't hear about?

Joe, they are required by the EPA to send out the report. The following text is from the EPA website.

"The Consumer Confidence Rule requires public water suppliers that serve the same people year round (community water systems) to provide consumer confidence reports (CCR) to their customers. These reports are also known as annual water quality reports or drinking water quality reports. The remaining public water systems in the U.S. are not required to provide CCRs, because they do not serve the same people on a day-to-day basis throughout the year.

The CCR summarizes information regarding sources used (i.e., rivers, lakes, reservoirs, or aquifers) any detected contaminants, compliance and educational information. The reports are due to customers by July 1st of each year."

Now wether or not they are getting the best prices for printing and distribution remains to be seen and I still have not figured out why some people allegedly got them out in Quantico when they are most likely not on the city water supply system.

They could have asked the Daily Times to do an article about it AND placed it on their Website for FREE. I completely disagree with spending $5,000.00 for such BS!

Were the answers to these questions given willing, or was a FOIA request filed? That's what it usually takes to get an answer from Barrie/Louise/John Pick/ Pam Oland/ etc.

If it cost $5000k to send that report out that is required by the EPA what is the cost to send out the fictional quarterly newsletter?

It could have been included with the quarterly water bills thereby assuring those who do not get the paper or have internet access receive the info. This way, there would not have been any extra expense for the stamps for a separate mailing. Maybe an idea to save a couple thousand dollars in postage for the future Line Item budget? Maybe Terry and Debbie can look into this idea if it has value.
By the way, why wasn't any note included in the water bills when they passed a resolution regarding the "disposal fees"? No, instead, say nothing and just put the charge in when you change your policy. Since the city doesn't pay attention to their costs and expenditures they must assume the second rate citizens don't either. WRONG.
