We typically think of terrorism as a political act.
But sometimes it’s very personal. It wasn’t a government or a guerrilla insurgency that threw acid on this woman’s face in Pakistan. It was a young man whom she had rejected for marriage. As the United States ponders what to do in Afghanistan — and for that matter, in Pakistan — it is wise to understand both the political and the personal, that the very ignorance and illiteracy and misogyny that create the climate for these acid attacks can and does bleed over into the political realm. Nicholas Kristof, the New York Times op-ed columnist who traveled to Pakistan last year to write about acid attacks, put it this way in an essay at the time: “I’ve been investigating such acid attacks, which are commonly used to terrorize and subjugate women and girls in a swath of Asia from Afghanistan through Cambodia (men are almost never attacked with acid). Because women usually don’t matter in this part of the world, their attackers are rarely prosecuted and acid sales are usually not controlled. It’s a kind of terrorism that becomes accepted as part of the background noise in the region. ...
“Bangladesh has imposed controls on acid sales to curb such attacks, but otherwise it is fairly easy in Asia to walk into a shop and buy sulfuric or hydrochloric acid suitable for destroying a human face. Acid attacks and wife burnings are common in parts of Asia because the victims are the most voiceless in these societies: They are poor and female. The first step is simply for the world to take note, to give voice to these women.” Since 1994, a Pakistani activist who founded the Progressive Women’s Association (www.pwaisbd.org) to help such women “has documented 7,800 cases of women who were deliberately burned, scalded or subjected to acid attacks, just in the Islamabad area. In only 2 percent of those cases was anyone convicted.”
The geopolitical question is already hard enough: Should the United States commit more troops to Afghanistan and for what specific purpose? As American policymakers mull the options, here is a frame of reference that puts the tough choices in even starker relief: Are acid attacks a sign of just how little the United States can do to solve intractable problems there — therefore, we should pull out? Or having declared war on terrorism, must the United States stay out of moral duty, to try to protect women such as these — and the schoolgirls whom the Taliban in Afghanistan sprayed with acid simply for going to class — who have suffered a very personal terrorist attack? We offer a reading file of two smart essays that come to differing conclusions.

Bacevich makes the case that we are overstating the importance of Afghanistan to U.S. interests. Bacevich is a professor of international relations at Boston University and the author, most recently, of The Limits of Power. A retired Army lieutenant colonel, he served from 1969 to 1992, in Vietnam and the first Persian Gulf War. He was a conservative critic of the Iraq war. Kratovil: Estate Tax Relief That Does Not Protect Family Farms Is Not Good Enough
Opposes legislation that fails to both protect family farms and index for inflation protecting future generations of tax payers.
Washington, DC – Rep. Frank Kratovil opposed HR 4154, a proposal to permanently extend 2009 estate tax levels, citing the legislation’s failure to extend adequate protections to family-owned farms. Kratovil also noted that the $3.5 million threshold included in the bill, aimed at exempting smaller estates from the tax, is not indexed for inflation and would therefore put future generations of middle class tax payers at risk from a tax that was never intended for them.
Rep. Kratovil pointed to the challenges faced by family farms in opposing this legislation. “Farms are not a liquid asset. The value of a farm is in the land. Without an estate tax exemption for family farms, families will often be forced to sell off part of their land to pay this tax,” said Kratovil.
Kratovil is a co-sponsor of H.R. 3524, the Family Farm Preservation and Conservation Estate Tax Act. This bill will exempt farms and ranches from Federal estate taxes after death of the owner for as long as the property stays in the family and it continues to operate as a farm. The legislation also exempts landowners who have placed their land in a conservation easement from paying the estate tax as long as it persists in that capacity. “Farming is a major part of our heritage and our economy here in Maryland, but without an estate tax exemption for family farms, I fear that ag preservation will give way to over-development,” said Kratovil.
Additionally, Rep. Kratovil cited the bill’s failure to index the exemption for inflation as a flaw in the proposal. He pointed to a similar problem with the Alternative Minimum Tax, which now threatens middle class families that were never intended to be captured by the tax at the time of its passage several decades ago.
“A permanent fix to the estate tax is needed, but I would prefer we pass a bill that preserves family farms and protects middle class taxpayers both now and in the future,” said Kratovil. “I will continue to work for better estate tax reform legislation.”

GOVERNOR O’MALLEY PROPOSES OYSTER RESTORATION AND AQUACULTURE DEVELOPMENT PLAN
New plan to Build on Efforts to Restore the Chesapeake Bay, Expand Oyster Sanctuaries and Aquaculture leasing opportunities
ANNAPOLIS, MD — Governor Martin O’Malley today released the details of Maryland’s Proposed Oyster Restoration and Aquaculture Development Plan, a new multi-faceted effort to rebuild Maryland’s decimated native oyster population. The plan will build on efforts to restore the Chesapeake Bay and expand oyster sanctuaries and aquaculture leasing opportunities. Joined by scientists, environmental advocates, aquaculture entrepreneurs, industry representatives, recreational fishermen and State officials, the Governor made the announcement at the Annapolis Maritime Museum, the former site of Annapolis’ last shellfish packing business, McNasby’s Oyster Company, which closed in 1987.
“Today we are announcing a 3-step plan that will simultaneously help us restore the Chesapeake Bay, bring back our native oyster, and create new jobs and economic activity in our state,” said Governor O’Malley. “Our native oyster is part of the public trust, and we have a clear and urgent responsibility to restore this iconic species to the Chesapeake Bay. Today marks a critical next step in our efforts to rebuild the population for ecological and economic benefits. By some projections, today’s actions could contribute as much as $25 million to Maryland’s economy and create over 200 jobs.”
“Governor O’Malley is proposing to do for oysters what he did for blue crabs. Bravo. This plan will bring more oysters to the Bay. That will be good for the ecology and good for the economy. Oyster lovers will benefit and so will the seafood industry, with more jobs and prosperity. What a win for everyone," said Will Baker, president of CBF.
The plan is designed to enhance oyster restoration for ecological purposes and encourage the development of aquaculture businesses, while continuing to support a more targeted and sustainable public oyster fishery. As proposed, it will:
Significantly increase Maryland’s network of oyster sanctuaries — from 9% to 24% of remaining quality habitat — as well as the State’s ability to enforce them. Sanctuaries allow oysters to live longer, spawn without harvest pressure and, over time, develop natural resistance to disease.
The Maryland Department of Natural Resources (DNR) is also undertaking a number of enforcement reforms, including a collaborative effort with federal partners to install a network of radars and cameras that will help Natural Resources Police monitor oyster sanctuaries and prevent poaching.
Increase areas open to leasing for oyster aquaculture and streamline the permitting process. This is based on the legislation Governor O’Malley sponsored in 2009, and will include the opening of 95,524 acres of natural oyster bars to leasing.
Identify areas off limits to leasing. This proposal will maintain 167,720 acres of natural oyster bars for the wild oyster fishery, including 76% of the Bay’s remaining quality oyster habitat. This will allow for continued support of a more targeted, sustainable, and scientifically managed public oyster fishery.
“By opening up these areas for oyster aquaculture, we estimate there could be up to 150 oyster aquaculture operations in Maryland in the short term — more if we can expand the market for Maryland oysters,” explained the Governor.
In January Governor O’Malley sponsored aquaculture legislation to streamline the regulatory process and open new areas to leasing to promote growth of that industry, lessen pressure on wild oysters and provide alternative economic opportunities for watermen. This legislation was developed with broad stakeholder involvement and passed overwhelmingly in the General Assembly this year. Aquaculture is now the predominant means of shellfish harvesting around the world.
“Maryland is the steward of the Chesapeake Bay and we need to continue to act to protect our State's crown jewel,” said Speaker Michael E. Busch. “The Governor and the General Assembly have taken substantial steps to protect the Chesapeake Bay and this is another important way to return the Bay to its full prosperity.”
Since 1994, the Chesapeake Bay’s oyster population has languished at one percent of historic levels; quality oyster bars have decreased 70% from 200,000 to 36,000 (70% decrease) and the number of harvesters has dwindled from 2,000 in the mid 1980s to just over 500 annually since 2002. Today there are only eight oyster processing companies in Maryland, down from 58 in 1974.
The plan is built on the findings of a six-year Environmental Impact Study of oyster restoration options, and the work of the Oyster Advisory Commission and the Aquaculture Coordinating Council.
“The plan takes major steps in the right direction of rebuilding the native oyster populations, restoring the ecological benefits of their reefs, and transitioning economic production to aquaculture,” said Dr. Donald Boesch, President of the University of Maryland Center for Environmental Science and a member of the Oyster Advisory Commission said. As such, it is consistent with the consensus of university scientists, as well as the Advisory Commission that large sanctuary areas and improved opportunities for privatized oyster production are required.”
“Today’s announcement is taking a significant step forward to dramatically enhance our oyster population. Not unlike the 40 stakeholder groups who participated in the 1993 Oyster Roundtable, many of these same groups will need to work together again to establish and successfully implement a balanced strategy to return the oyster to its economic, ecologic and cultural importance to Maryland’s Chesapeake Bay," said Ken Binnix, founding chairman and current Board of Directors member of the now 15-year-old Oyster Recovery Partnership, the facilitating organization for oyster restoration in Maryland
“Today’s announcement launches an extensive public outreach process designed to give all stakeholders as well as the general public ample opportunity understand and offer input on this proposal before February, when our plan will be proposed in regulation,” said DNR Secretary John Griffin.
“When the Governor visited us last year he readily understood the benefits that shellfish aquaculture brings to economic growth and employment while aiding the environment through bio-filtration and nutrient transfer,” said Steve Gordon, operator of Gordon’s Shellfish in Snow Hill. “We’ve seen shellfish aquaculture growing across the country. Maryland has good growing areas, access to markets and now, strong support from the highest levels of government.”
“If we are ever to achieve our goal for a revitalized oyster population we must act now, and science tells us that this is the best way to begin rebuilding a sustainable, robust population,’’ said Governor O’Malley. “With the continued leadership of Senator Barbara Mikulski and our Congressional Delegation, as well as our State Legislature — who together have been instrumental in securing federal blue crab disaster funds and state capital funds — we will change the future for our native oyster and the Chesapeake Bay.”

Queen Anne’s Leaders Discuss Impact Of Stimulus-Funded State Department Training Facility
$70 Million in Stimulus Funds will create hundreds of local construction jobs, 500 permanent positions
Washington, DC – Business and civic leaders in Queen Anne’s County are praising the announcement earlier this week that the General Services Administration (GSA) and the U.S. Department of State have chosen the county as their preferred site to build a new 1,250-acre Foreign Affairs Security Training Center, citing the jobs and economic activity generated by the new facility as a major boon to county residents and businesses.
Construction of the training center, which is funded in part by the American Recovery and Reinvestment Act passed by Congress in February, will create hundreds of local construction jobs. Once completed, the new facility will support 500 full-time employees, and the 10,000 students projected to cycle through the facility annually will produce 25,000 hotel night stays in local hotels and provide a significant boost for area restaurants, stores, and other businesses.
“It’s with great joy that the Queen Anne's County Chamber of Commerce and the Citizens of Queen Anne's County will be able to welcome the state department and its employees and contractors to our area. The local businesses should begin to see a positive influx in sales and services in their customer base,” said Linda Friday, President, Queen Anne’s County Chamber of Commerce. “The business community would like to thank Congressman Kratovil, Senator Mikulski and Senator Cardin for their support in bringing this Facility to Queen Anne's County.”
“I think that it is a great thing for the businesses in Queen Anne's and surrounding counties,” said Tracy Schultz, owner of the Fisherman’s Inn restaurant in Grasonville. “This county needs this type of economic growth to help the existing businesses prosper and to help with the creation of new jobs.”
Under the new agreement, the State Department will buy 2,000- acres of land in Queen Anne’s County to build a Diplomatic Training facility. Up to 1,250 acres may be developed. The Foreign Affairs Security Training Center will consolidate training that is currently spread across nineteen separate facilities. The next step in this process is negotiations between the GSA and owners of the property for the acquisition of the property.
“This facility will open many new doors for business and commerce right here in Queen Anne’s county. It is a job creator and a revenue generator, and we have the efforts of Rep. Kratovil to thank for that,” said Gene Ransom, President of the Queen Anne’s County Commissioners.
“We appreciate all of Congressman Kratovil's efforts to bring opportunities to the Eastern Shore in these difficult economic times,” said Queen Anne’s County Commissioner Courtney M. Billups.
Prior to the agreement, the State Department and GSA had been considering several sites throughout the region to house the Foreign Affairs Security Training Center. Congressman Kratovil fought hard to bring the building to the site in Queen Anne’s County, petitioning both the GSA and the State Department in support of the county’s bid for the facility. The GSA has also announced their intention to hold a public hearing/comment period to give Queen Anne’s County residents an opportunity to voice their ideas and concerns about the facility. More information will be released when it becomes available.

Incident: Possession of Marijuana with the Intent to Distribute
Date of Incident: 30 November 2009
Location: 30000 block of Danwood Drive, Delmar, MD
Suspect: Jeffrey Bruce Morrison, 58, Delmar, MD
Narrative: On 30 November 2009 deputies from the Wicomico County Sheriff’s Office served a Search and Seizure Warrant at the residence of Jeffrey Bruce Morrison in Delmar, MD. During the search of his residence, deputies located what they recognized as a marijuana manufacturing operation. Seized from the attic were thirteen marijuana plants being grown indoors under artificial light. The grow operation was equipped with both hydration and heat. Located elsewhere inside the residence were several separate bags of marijuana, ten smoking devices and a set of digital scales. Also located was a notebook that detailed both Morrison’s growth and distribution of marijuana.
Morrison was taken to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, Morrison was detained by the Commissioner in the Detention Center in lieu of $50,000.00 bond.

Narrative: On 29 November 2009 at 1:36 AM, a deputy from the Wicomico County Sheriff’s Office responded to a reported altercation that occurred in a residence in the 600 block of Lancaster Court. Upon arrival, the deputy met with a female victim who advised that she was awoken by husband shortly before she called authorities. She stated that she and David became involved in a verbal altercation when David retrieved a knife from the kitchen, grabbed her by the back of the hair, put the knife to her throat and threatened to kill her.
After an investigation, the deputy placed David Serrano under arrest and transported him to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, he was detained in the Detention Center by the Commissioner in lieu of $40,000.00 bond.
Clerk Arrested For Her Involvement In Staging A Hotel Robbery
Troopers have arrested a 23 year-old clerk for staging a robbery at a Rehoboth area hotel.
Troopers arrested Megan Schatzman, 23, of Millsboro, who was the alleged victim on the September 11th robbery hotel robbery.
Troopers found evidence that lead them to believe that she staged the crime to cover up a theft of money for the hotel.
Schatzman was arrested yesterday December 2, and charged with felony theft, conspiracy 2nd and falsely reporting an incident. She was committed to Sussex Correctional Institute on $3,000 bail.

State police are investigating a robbery to a Rehoboth hotel.
On Friday just after 1:20 in the morning two male suspects entered to the hotel lobby and confronted a 23 year-old female clerk. One of the suspects placed a handgun to the female victim and then assaulted her. The suspects entered the office area, removed a safe containing money and then fled.
The suspect then fled.

ANNAPOLIS, MD– Governor Martin O’Malley, First Lady Katie O’Malley and their children will kick off the holiday season by visiting a Maryland family farm to cut their own fresh, local tree for the holidays. The O’Malley family encourages all Marylanders to buy their Christmas tree from a locally owned farm.
According to the 2007 Census of Agriculture, of the 200 tree growing farms in Maryland, 168 farms harvested 77,801 trees valued at $2.4 million. There are about 15,000 Christmas tree growers in the U.S., and over 100,000 people employed full or part time in the industry. Tree planting, shearing and mowing can take up to 65 hours a week, 52 weeks a year.
When buying directly from a local farmer, dollars circulate through the local economy four times, strengthening our communities. In addition, the farms that grow Christmas trees stabilize soil, protect water supplies and provide wildlife habitat while creating scenic green belts.
The popular Fraser Fir does not always fare well in Maryland soils, but the Canaan is similarly beautiful and grown more easily and in more locations throughout the state. Other trees varieties grown in Maryland include: Douglas-fir, Concolor Fir, Scotch Pine, White Pine, and Blue Spruce.
While they're growing, real Christmas trees absorb carbon dioxide and other gases and emit fresh oxygen, unlike artificial trees which are petroleum-based. When growing in open space, a 3” in diameter Douglas Fir tree can reduce atmospheric carbon by 23 pounds and intercept 102 gallons of storm water runoff per year.

Alan Webster - Salisbury Police Chief for Life
Now that Part 1 crime is up 12% this week, chiefy wants to talk trash on camera.
According to Chief Webster he won't resign and he'll be the chief of police until HE decides it is time for him to step down.
Allow me to interpret that statement. What he means is, he'll be the chief until he decides to step down or he'll sue the city. Isn't that how it goes Chief?
Did Barrie Tilghman put that provision in his contract, Chief for life? I was under the distinct impression that Webster worked for the City of Salisbury, specifically, the Mayor and Council.
He also said he doesn't play politics, doesn't even talk about it. What was that he was doing in the Newspaper when Jim Ireton was running for mayor? Is he saying Laura D'Allesandro made up the entire article? Sorry chiefy, she's not that good and that was playing and talking politics. I supposed you could say you are part of those political factions you so despise.
I'll give Webster credit where it is due. Over the years he has asked for more manpower and every year his requests go unfulfilled. Unlike the Fire Department that Gary Comegys likes to fund to the hilt, Salisbury Police Department gets what is left over, if anything at all.
Audio from the FY09 budget session will assure you of who supports Chief Webster and who does not. All the lipservice and media spinning in the world, from the council majority can't dispute the facts.
Note to Comegys, you implied repeatedly in the last council meeting that you did not know what constitutes a majority. You said "council majority, whatever that is". Let me explain it to you. The council has 5 members total, 3 of you (Comegys, Smith, Shields) vote together the majority of the time, leaving the other 2 (Campbell and Cohen) hanging out to dry. The larger number is 3 therefore, 3 is the majority. Got it??? Like percentages, just one more math equation you don't do, right?

A Letter To The Editor
Dear Council and Mayor,
I have lived in Salisbury since I was 4 years old. My wife moved here after high school to go to Salisbury University where she obtained a Master's degree in business. We have both work locally since we've lived here. I worked for two family run businesses, one of which was on the plaza. I have lived on the plaza and in various neighborhoods in town in my adult life.
I want you to be aware of my background because I am a homeowner (hence taxpayer), live and work here (again with the taxes) and have always intended to keep my skills here to be a benefit to the economy in this area. I believe we live in one of the most unique and beautiful places in the world.
My wife is now scared to live here and wants us to sell our home and move across the bridge to D.C. I'll let that sink in. My wife wants to move from "quiet little Salisbury" to "the big scary city" because she is afraid of crime. Something here is not right. We used to walk in our neighborhood (around Lincoln Ave and before around New York Ave) and now we don't.
We used to walk around the trails in the park. Now we don't.
We used to go out to eat in the evenings. Now we don't.
About the only thing we've spent money on in the last few months is upgrading our alarm system.
I asked my employer today how long it would take of me not doing my job before I was fired. If I came to work, did only a bare minimum, left early everyday and was grossly incompetent. I asked how long before I was let go if I took vacations when our company was in need or failed to work with the other employees or the many vendors we rely on. He said he'd give me a warning and maybe two weeks. I thought that was a bit generous of him. I would fire myself long before that.
I can here the excused brewing in the backs of your heads. I need the support of the rest of the council. I'd need a reason or face litigation if I did what I needed to do. I may have dirt exposed that would hurt my career.
I want to tell you that I don't care. I will not raise a family in a town with multiple, unsolved, broad daylight robberies. With multiple shootings. I can tell you this though, I will live here long enough to make sure each and every one of you never holds public office on the Eastern Shore again.
I will forward this email to everyone I know. I will send it to everyone I meet. I will post it on every blog and news organizations website. It will go on Facebook and Myspace.
My message is simple and clear. Take action now. Fire our grossly incompetent, absent, uncooperative, selfish, coward of a Police Chief. Ensure our police force has the resources necessary to fight the crime in this town. Utilize the existing resources and cooperation of our neighboring law enforcement. Most importantly stop considering your best interest over that of the community you serve because everyone else in this city that works doesn't get the same luxury. I have to consider the needs of my customers over my own, why shouldn't you?
If any of you think my email has been unreasonable I would have to assume you've entered politics for your own self-satisfaction and will vote accordingly. If you think I'm being threatening, imagine how I feel driving home at night. That's pretty threatening.

Inmate Murder Investigated
(Cumberland, MD) – Maryland State Police are continuing their investigation into the murder of an inmate that occurred last week at a Division of Correction prison in Western Maryland.
The victim is identified as Jeffrey S. Kay, 48, who was an inmate at the Western Correctional Institution in Cumberland. An autopsy at the Office of the Chief Medical Examiner in Baltimore found the manner of Kay’s death was homicide. A cause of death is not being released by State Police at this time.
Investigators from the Maryland State Police Homicide Unit were called to the prison on November 25th, after correctional officers found Kay unresponsive while lying in his bed in his cell about 11:00 a.m. Correctional officers began emergency care procedures and summoned an ambulance that transported Kay to the Western Maryland Regional Hospital where he was pronounced dead.
Maryland State Police crime scene technicians responded to the prison and processed the scene for evidence. State Police homicide investigators, with the assistance of the Internal Investigative Unit of the Maryland Department of Public Safety and Correctional Services, initiated an investigation that has included numerous interviews with inmates and correctional officers, the collection and review of evidence, and other ongoing efforts.
The Maryland Division of Correction reports Kay was serving 20 years on theft, burglary, and related charges. He had been sentenced in Montgomery County.
Further details are not able to be released at this time. The investigation is continuing.

Salisbury Police Department Press Release
On December 1, 2009 at approximately 1:33 am, Officers of the Salisbury Police received a call to respond to the area of Delaware Avenue for the report of an assault with a knife. Upon arrival the officers met with an adult male victim and an adult female victim who had been assaulted by a suspect known to them. Both victims advised that upon return to their residence they were approached by the below listed suspect, who is their co-worker. The suspect produced a knife and threatened the male victim as the result of a domestic situation involving the female victim. The suspect then grabbed the female victim and attempted to pull her into his vehicle. The female victim was able to break free from the suspect and flee the area while the male victim contacted the police. The suspect also fled from the area in his vehicle. The officers located the suspect, who was positively identified by both victims and taken into custody.

"I think we're a pretty fairly taxed State"
Yesterday, Tuesday, December 1, 2009, may go down as one of the landmark days in AFP-Maryland’s still-young history. About 75 members traveled to Annapolis to participate in a public discussion about the upcoming legislative session of the Maryland General Assembly, featuring Speaker of the House Mike Busch and Senate President Mike Miller. When we arrived, some members were effectively barred from taking part in the discussion.
First, we were told we could not enter because the room was full, even though there were clearly empty seats in the Joint Hearing Room. Then we were told that all questions would have to be submitted in writing to a panel that would decide which ones would be asked. Many of our questions went unasked and unanswered. Only after the event ended were some of our members allowed to personally address Speaker Busch. Of the questions that were asked, Speaker Busch and President Miller were clueless when it came to jobs, taxes and the budget (my commentary is in parenthesis).
· When asked about how they plan to help small businesses create jobs, Speaker Busch said there was nothing the General Assembly could do – they had already done everything possible. (With record unemployment, I find that incredibly hard to believe)
· When asked about taxes, President Miller said that taxes are “the dues we pay to live in a society.” (I would love for President Miller to find that phrase in the Constitution)
· When asked about the impending $2 billion budget deficit, neither Busch nor Miller would take responsibility – and instead blamed the lack of revenue on slots! No coherent plans on how to solve the budget were revealed. (I would like to refer these guys back to 2007 when they jammed the largest tax increase in Maryland history down our throats. Afterward, they both proclaimed that the structural deficit was “solved”)
We learned two important lessons yesterday that will guide us as we make plans to bring common sense to Annapolis.
First, we witnessed the lengths Maryland’s liberal political elite will go to avoid face-to-face questioning and dissent. Rather than engage taxpayers in an open and honest discussion – as they and promised to do last night -- Miller and Busch hid behind a pre-selected panel. They decided at the last minute that the only open and honest discussions they were interested in could only take place with people who agree with them.
Think for a minute of what these leaders are going to do when the session starts and they see us every day, in every hearing, talking to every legislator, about every spending and tax priority.
The second thing we saw last night was the power of the people. Members of AFP-Maryland are hard-working people, tax paying mothers, fathers, and entrepreneurs. We took time away from our families to travel to Annapolis last night to let the elite liberals in charge of Maryland know that the days of out of control spending and ever higher taxes must end. They succeeded in shutting us down last night - but this is only the beginning! We must continue to our trips to Annapolis and let the politicians know we are not going away until they clean up their act. Remember, we have the power. In 2006, these folks were voted into office. In 2010, we can vote them out!

GOP Stalls Push For Obamacare In Senate
The U.S. Senate debate on a sweeping healthcare overhaul stumbled toward gridlock on Wednesday, with frustrated Democrats considering new procedural moves after Republicans blocked votes on the first amendments.
On the third day of a divisive debate, Democrats threatened to keep the Senate in session through the Christmas holiday if necessary to pass a healthcare reform bill that President Barack Obama has made his top domestic priority.

There is an ongoing media furor over the uninvited couple that crashed last week's White House state dinner. But where is the news report about the convicted felon who was invited to the dinner with the enthusiastic approval of Obama’s inner circle?
The ex-convict, Robert B. Creamer, is a friend of White House adviser David Axelrod and the husband of Democratic Rep. Jan Schakowsky of Illinois. A major Democratic Party political strategist, he is the author of a 628-page book-- "Stand Up Straight! How Progressives Can Win”-- that describes how the Democrats can become the permanent majority party by passing a national health care bill and giving amnesty to illegal immigrants.
With the support of major elements of the “faith community,” the first part of Creamer’s plan is on track.
Creamer, who went to prison for ripping off non-profit entities, emphasized using “the faith community” to mobilize support for universal health care by highlighting the morality of providing medical care to people in need.
His firm, Strategic Consulting Group, still boasts an impressive client list that includes ACORN, SEIU, the Democratic Congressional Campaign Committee, and dozens of other “progressive” or Democratic Party state organizations.
So Creamer's invitation to the White House for its first state dinner makes complete sense in view of the fact that Creamer’s book is full of praise for Obama and even reprints Obama’s 2004 Democratic National Convention keynote address.
The acknowledgements section of Creamer’s book describes how he, like Obama, was influenced by Saul Alinsky, described as “the legendary community organizer.” Book endorsements are featured from David Axelrod; Greg Galluzo of the Gamaliel Foundation, which originally sponsored Barack Obama’s work as a community organizer in Chicago; and Andy Stern of the Service Employees International Union (SEIU).
Released in 2007, Creamer’s book said that a successful campaign “to reshape the structure of one-sixth of the American economy,” the health care sector, would depend on getting 60 Democratic votes in the Senate and the election of a “progressive Democrat” in the White House.
It has not worked out as planned, but it has worked out. As we saw in the House, when the bill was in trouble, House Speaker Nancy Pelosi agreed to a demand from Cardinal Theodore McCarrick, who was in Rome, to hold a vote on an anti-abortion amendment introduced by Rep. Bart Stupak, a Catholic pro-life Democrat. At the same time, Cardinal Francis George, president of the U.S. Conference of Catholic Bishops (USCCB), told House Republican Leader John Boehner, a faithful Catholic, not to undermine the amendment. Boehner complied. As a result, the amendment passed, 240-194, with 64 Democrats and 176 Republicans in favor. This provided conservative Democrats enough cover to ignore the other objectionable aspects and vote for the final bill.
Pelosi and many “progressives” acquiesced in the anti-abortion ploy, realizing that the provision could eventually be nullified through subsequent legislation.
It looks probable that the Senate health care bill will pass. Then, the two versions will be combined in a congressional conference and the compromise will come before Congress for a final vote.
If passed, as Creamer understands, this will hook millions of Americans on another federal program, and they will depend on — and vote for — Democrats to grant them more benefits.
In a speech captured on YouTube, Creamer’s wife, Rep. Schakowsky, candidly said that a public option is a Trojan Horse for a complete federal takeover.

NARRATIVE: On December 1, 2009 the Wicomico County Sheriff’s office was dispatched to the above location for a report of an armed robbery. The Robbery occurred shortly after 2230 hours. A taxi cab driver was requested to report to The Top Ten store located at 825 W. Isabella Street to pick up a fare. Upon the arrival of the taxi, two black males got into the vehicle and requested the driver take them to the intersection of Morris Street and Price Street. Upon arrival at the destination, both subjects displayed handguns and demanded the driver’s money. The suspects fled on foot down Price Road toward the 800 block.
Anyone with additional information is asked to contact the Wicomico Bureau of Investigation at 410-548-4898 or Crime Solvers at 410-548-1776. Suspect: Suspect # 1 - Unknown black male, approximately 18 years old, 5’10”, slim to medium build, light upper lip and chin hair, black knit cap, black hooded sweatshirt with white design on the front and a white skull on the left breast side, white t-shirt, dark jeans. I have just received this request from Councilman Gary Comegys. I received it from the Daily Times. WBOC-TV has the request. I did not see this request until 3:30 PM today, after all other media outlets had it. I question Mr. Comegys motives when the media has the request before the Mayor does. Yes, Mr. Comegys, crime is truly an emergency. Mr. Comegys has been on council for 6 years, each year denying the police department the requested officers they needed. I have just received this request from Councilman Gary Comegys. I received it from the Daily Times. WBOC-TV has the request. I did not see this request until 3:30 PM today, after all other media outlets had it. I question Mr. Comegys motives when the media has the request before the Mayor does. Yes, Mr. Comegys, crime is truly an emergency. Mr. Comegys has been on council for 6 years, each year denying the police department the requested officers they needed. Solutions To Crime
We've all had time to release anger and frustration, now let's provide the 3 cry babies on the city council with solutions. They always say all we, as a people do is complain, as if it wasn't our right to do so. Let's offer up some solutions to resolve some of our issues in the city.
I would offer the following:
1. Terminate Chief Webster immediately
2. Appoint an interim chief that is not afraid to do the job and has the respect of the troops. (The only way to know who that is would be to poll the troops, individually to avoid retaliation from above)
3. Request Mike Lewis and Ernie Leatherbury to orchestrate a surge in all crime laden neighborhoods.
4. Round up every single known gang member.
5. Round up everyone displaying gang signs, colors, or symbols no matter their age.
6. Remove the STOP sign at the intersection of Naylor & Church Sts. It only accomodates open air drug trafficking.
7. Shut down all nuisance properties. Properties that are known to house drug dealers, bordellos, shooting galleries, etc.
7. Continue with these surges often until the drug dealers, gang members and anyone else considering a life of crime gets the message they will not be tolerated any longer.
It won't be easy and it will be costly. The question is how much is your safety and quality of life worth?

Gangs Hunt Victims- SPD Chief Webster Hunts Deer
After receiving far to many phone calls concerning the shooting of Greg Knowles we have learned that our not so beloved Chief of Police is out deer hunting. What the hell is wrong with this guy? His only concern seems to be suing the city, mayor, and council members instead of providing protection or at the very least, proactive policing to the citizens of Salisbury.
Last night we all heard Mike Lewis say he called Webster offering assistance of 11 detectives to assist with the investigation of the shooting and armed robbery at East Side Deli and Webster declined Lewis's offer. We all heard Lewis say he doesn't wait for Chief Webster to call, HE makes the call to Webster.
We all heard Davis Ruark say the mayor can step in and make the decision Webster won't make. Webster does not cooperate with the other police agencies, he doesn't even have members working with WBI while the other agencies do. Webster doesn't want to solve crime, he wants to deer hunt, sue the city, collect a paycheck and retirement. We also heard Ruark say he has called for additional State Troopers to help in this area. He said that a month ago after the council meeting. Maybe,Ruark doesn't know that Sheridan and Webster are very good buddies. Maybe, this is why a month later he is still waiting for additional police to come to our aide. Whatever the reason for the delay, SALISBURY IS BURNING, while we wait.
I have contacted the Mayor a number of times over the past 16 hours. I strongly suggested the termination of Chief Webster at the end of each conversation. I knew when requesting he terminate Webster and let the chips fall where they may, that he could not and would not speak about personnel matters. He also advised I call my council members and let them know of my concerns. I did call Mrs. Campbell and Mrs. Cohen, calling those other bozos would be a waste of a call. Gary Comegys doesn't want to trade off one amenity (the zoo) to fund crime, calling him would be futile. Louise doesn't know her butt from first base without being directed by Comegys and Shanie doesn't think it's murder if they know the person they are shooting. Calling them would be another exercise in futility.
People are outraged to a level I don't remember since Coulbourne Dykes rounded up the shooters at the Old Mall. I wouldn't hold my breath waiting for Webster to round up anything, other than his hunting gear.
Email them all or email them individually, it doesn't matter what district they represent. What matters is that crime is out of control and the chief of police is off deer hunting, while Greg Knowles lies in recovery from gun shot wounds.

Man Do I Have A Lot Going On!
I apologize for the delays in Posts this morning. I spent the entire day at Sam's and then went to the meeting last night and didn't get to bed until late last night. This morning my Wife came in and informed me that our horses got loose. A large branch from one of the trees took out the electric fence and some time last night they discovered it and took off.
We spent most of this morning looking for them and when I finally found them we had to walk them all the way home and then walk back to get our vehicles. Oh what a treat these guys are at times. Nothing but very expensive lawn ornaments.
Anyhow, it's a crazy day and I have literally hundreds of e-mail messages and articles to get out to everyone. I have the Red Cross Luncheon at Noon and don't forget, tonight is Cigar Club Night at the Lagoon Bar at the Fountain's. Come join us. You'll meet some very fine people there.
I'll do my best getting some Posts up and some news will be a little late. Thanks for your patience.

NBC Goes To Comcast - GE Goes Back To Making Stuff
(AP) For General Electric Co., the NBC entertainment division was always an odd fit.It's a marriage that will likely soon end. As GE prepares for an expected $30 billion deal that will give control of NBC to cable TV operator Comcast Corp., the conglomerate is shifting its focus back to its industrial divisions.
GE is shrinking its finance arm, which has been severely buffeted by the financial crisis. It has sold some businesses and shopped others around. And it is chasing nearly $200 billion in stimulus money from worldwide governments, much of it earmarked for such products as medical equipment and wind turbines. This new GE will likely look a lot like GE did before it acquired NBC in 1986.
"When you are running a company like GE, your roots are ultimately in manufacturing," said Nicholas Heymann, an analyst with Sterne Agee who once worked for GE as an auditor.
GE has reached a tentative agreement to buy out the 20 percent stake in NBC Universal that is held by French media company Vivendi SA, according to a person with knowledge of the deal. GE and Comcast are then expected to turn NBC Universal into a joint venture, with Comcast holding a 51 percent stake. GE likely would fully leave the partnership in a few years.
The financial crisis and recession of the past year have been difficult for GE, which is based in Fairfield, Conn., and has 323,000 employees. The company was forced to slash its dividend by 68 percent. It lost its coveted top bond rating, and its stock fell as much as 90 percent below the peak it had hit in 2000. GE is still trying to work through big losses at its GE Capital lending unit, once the source of half the conglomerate's profits, in areas such as commercial real estate and credit cards.
GE earned $8.1 billion over the first nine months of this year on revenue of $115 billion, but that marked a 43 percent drop in profit and a 15 percent revenue decline.

If there was ever a letter I wanted you to read, this is the one.
Last night I attended a Crime Meeting hosted by the Wicomico County Sheriff's Department. At some other point I'll get into the details of that meeting but right now I'm tired and not really in the mood for a long Post.
That being said, there came a point in last nights meeting where the topic came up, where's the Salisbury Police department. Davis Ruark was there, Sheriff Lewis was there, Ed Lashley, Chief of SU police was there, why no City representation?
Now why would several policing Agencies be there but the SPD wasn't invited, some brotherhood. Nevertheless, Councilwoman Debbie Campbell started asking some pretty good questions, one of which was, what's it going to take to wake others up that crime is a serious issue and who's going to take charge.
Sheriff Lewis was very clear by stating that after last night's shooting, (East Side Deli) the Sheriff contacted Chief Webster and offered the immediate services of 11 of his Detectives to immediately assist with this shooting. Not one of his Detectives were dispatched. Doesn't take a rocket scientist to realize that Webster turned down the Sheriff's offer.
That being said, Sheriff Lewis went on to say that if a shooting or a murder occurred in the County, his Detectives would work two to three days straight without sleep until that crime was solved, whatever it takes, my people will not sleep. It's been reported that the City of Salisbury Detectives were home within two hours after the East Side Deli shooting and the crime was NOT solved. Perhaps an 11 additional Detectives working several days in a row could have HELPED solve that crime, I don't know.
I address this letter to Mayor Ireton and offer it publicly because the public needs to know that there was one other thing said last night after the Sheriff and States Attorney Davis Ruark was challenged. Someone asked, if the Chief of the SPD won't take Sheriff Lewis up on such an offer, who can take charge, who can make that decision to better protect our City. The answer was, Mayor Ireton can. Davis Ruark said, while it would have been quicker for the Chief of Police to accept the help, the Mayor can step in and make such decisions. The Mayor has the authority to request other Agencies to come inside the City limits to assist.
So Mayor Ireton, just when will YOU grow a set and demand protection for the Citizens of the City of Salisbury. It's time to grow up here Jimmy and become Jim. These murders and shootings are now YOUR responsibility. Chief Webster stated to WBOC yesterday that the Chief is tired of certain people blaming his department for all the crime in the City and that the citizens need to get more involved and start telling the Police who's doing the crime. The citizens are NOT blaming the Salisbury Police Department, they are blaming CHIEF WEBSTER. Those men and women can only do as much as Webster will allow.
"Fight Crime, Not Opinions" Chief! Quit your bellyaching about people like me and do your damn job for once in your life. Man up and resign your position and let others take over the SPD who have a proven track record in solving crimes. When WBI and the Sheriff's department comes to you and offers their services, TAKE IT! Some have said the Chief didn't want to pay the overtime. Again, the Taxpayers that pay your salary and getting shot and killed in their own businesses and you're worried about overtime!
Businesses are starting to close their doors at 5:00 PM because of the high crime. Others are locking their doors and some are building security walls with bullet proof glass to protect their loved ones and employees. My God, what's next.
Mayor Ireton, while I may be speaking out of place here, I believe the Taxpayers have had enough as well as Chief Webster's BS. I have been asked to put together a Bon Fire with Citizens to gather together to denounce this Chief of Police and the Mayor as well, if necessary. I personally believe a pro active meeting where citizens come together to provide possible solutions is the answer.

Baltimore's Mayor Dixon Guilty Of Misdemeanor - Another Case Against Her Pending, Maybe More Charges
BALTIMORE (AP) -- Baltimore's mayor was convicted Tuesday on a single charge of taking gift cards from a program intended for the city's poor children and using them to buy electronics, including an Xbox video game system.
The misdemeanor charge could eventually lead to Sheila Dixon's removal from office, but she said after the verdict she would return to City Hall and her attorneys said they would begin an appeal.
Her conviction of fraudulent misappropriation by a fiduciary carries a maximum penalty of five years in prison, but prosecutors have not yet said whether they will seek jail time.
The jury acquitted her on three other counts, including felony theft, and failed to reach a verdict on a second count of misappropriation.
Jurors deliberated more than six days before finding the Democrat guilty of the single count: Sometime between mid-December 2005 and late January 2006, when she was City Council president, she solicited at least $525 in gift cards from developer Patrick Turner and bought electronics at Best Buy and knickknacks at Target.
Prosecutors portrayed Dixon as a corrupt official who used the $25 gift cards on shopping sprees for items including an Xbox, a PlayStation 2 and a video camera found in a raid of her home.
Defense lawyers had argued that Dixon thought gift cards delivered anonymously to her office were personal gifts from developer Ronald Lipscomb, a married man who was pursuing her romantically with presents, including an anonymous bouquet. Dixon, who is divorced, has acknowledged having had an affair with Lipscomb.
A juror who identified herself only as Shawana told reporters after the verdict that a key piece of evidence was Turner's testimony that the gift cards he bought were meant for children.
"There's no explanation for why you would use gift cards that were for children," Shawana said, adding later, "there's no excuse for what she did."
The verdict marks "a sad day" for the city of Baltimore, State Prosecutor Robert Rohrbaugh said outside the courthouse. "The message is that there's nobody above the law," he said. A decision on whether to try Dixon on the undecided charge could be made by the end of the week.
