Gangs Hunt Victims- SPD Chief Webster Hunts Deer

After receiving far to many phone calls concerning the shooting of Greg Knowles we have learned that our not so beloved Chief of Police is out deer hunting. What the hell is wrong with this guy? His only concern seems to be suing the city, mayor, and council members instead of providing protection or at the very least, proactive policing to the citizens of Salisbury.

Last night we all heard Mike Lewis say he called Webster offering assistance of 11 detectives to assist with the investigation of the shooting and armed robbery at East Side Deli and Webster declined Lewis's offer. We all heard Lewis say he doesn't wait for Chief Webster to call, HE makes the call to Webster.

We all heard Davis Ruark say the mayor can step in and make the decision Webster won't make. Webster does not cooperate with the other police agencies, he doesn't even have members working with WBI while the other agencies do. Webster doesn't want to solve crime, he wants to deer hunt, sue the city, collect a paycheck and retirement. We also heard Ruark say he has called for additional State Troopers to help in this area. He said that a month ago after the council meeting. Maybe,Ruark doesn't know that Sheridan and Webster are very good buddies. Maybe, this is why a month later he is still waiting for additional police to come to our aide. Whatever the reason for the delay, SALISBURY IS BURNING, while we wait.

I have contacted the Mayor a number of times over the past 16 hours. I strongly suggested the termination of Chief Webster at the end of each conversation. I knew when requesting he terminate Webster and let the chips fall where they may, that he could not and would not speak about personnel matters. He also advised I call my council members and let them know of my concerns. I did call Mrs. Campbell and Mrs. Cohen, calling those other bozos would be a waste of a call. Gary Comegys doesn't want to trade off one amenity (the zoo) to fund crime, calling him would be futile. Louise doesn't know her butt from first base without being directed by Comegys and Shanie doesn't think it's murder if they know the person they are shooting. Calling them would be another exercise in futility.

People are outraged to a level I don't remember since Coulbourne Dykes rounded up the shooters at the Old Mall. I wouldn't hold my breath waiting for Webster to round up anything, other than his hunting gear.

Email them all or email them individually, it doesn't matter what district they represent. What matters is that crime is out of control and the chief of police is off deer hunting, while Greg Knowles lies in recovery from gun shot wounds.

As I've said repeatedly, to the mayor, over the past 16 hours FIRE WEBSTER, NOW!!!

Call them all. Comegys, Smith and Shields always say no one calls them, they never hear from constituents. Now is the time, let them hear your concerns, tell them what you want and expect from them.

All is a waste of time to do either of those... They will filter out to junk mail or just delete it...The mayor even with the backing of Davis Ruark still won't act to fire Webster... Even when he has multiple grounds too... Get over it, the city is burning and will continue to till nothing is left... Webster will not be gone till he retires so, you should either let it go or move to another city... When it comes to govt officials they all love to be corrupt and can not function without doing so... Hence the reasons why they tell you what you want to hear, UNTIL they are in office... I.E. the president, the governor and the mayor...

Note: If you want to make the chief leave, make a policy that STATES if you do not live in the city limits or county limits you are not eligible for chief of police... Since Webster is not in any of them, there you go... Also if the council can tell people to shut up and sit down at a PUBLIC meeting, and get away with it even tho its against the law, then they can get away with anything...

A question - does this lack of action taken by elected officials of the City of Salisbury constitute a breach of fiduciary duties? Is their inaction grounds for removal/dismissal from office? These officials were elected to serve the citizens of Salisbury; are they also guilty of negligence?
Is anyone accountable?

If an elected official could be removed for non-action Davis Ruark would have been gone a long time ago. I like 1:42's suggestion that you must live in the county and city that you are an official of. That would exclude Webster because he lives in Somerset County. Good deer hunting there you know!

1:42...as I recall, Webster's contract with the city specifically permitted him to live in Worcester county...that cat was out of the bag from the start.And I would suspect that the fact that Webster is a contract employee weighs heavily on the mayor's decisions.....or do you want to pay both Webster and a new Chief???

2:26 in reality we are already "paying" for it with loss of revenue due to people refusing to shop in Salisbury or live in Salisbury. Antedoctal evidence? I have none but you know it has affected this area's bottom line. I think, fiscally and psychologically we would all be better off paying Webster and getting a "REAL" (local) chief to take on the thugs and gangs. Its a investment in our future that we must make.

Joe, I hope you have kept all of this documentation. Any family that has recently become a victim of crime in Salisbury city limits needs to sue the police chief, city council members and the mayor for not fulfilling their duties and doing whatever possible to stop crime in the city. The refusal of Mike Lewis's help is evidence enough cha ching is the only thing that will change things.

Why doesnt someone pick up the phone and call the HR director(Lisa Ross) and ask these type questions??? It should be public knowledge and/polices that we should be able to read for ourselfs. and find out just WHY? its so hard to get rid of someone who doesnt know or do their jobs...

2:26 - Well if Webster's contract specifically permitted him to live in Worcester County, why isn't the contract null and void since he no longer lives in Worcester County, he lives in Somerset County. Was a new contract drawn up when he moved to Somerset Co.? At any rate I do agree that if you are Chief of Police in Salisbury, then you need to live in Salisbury or Wicomico County. That stupid contract was more of Barrie Tilghman's BS.

Please for the love of God do something. The latest shooting has the makings of disaster for the current establishment.

Is the Chief really hunting today??
Did his detectives go home or off duty 2 or 3 hours after the Knowles shooting?
Did the Chief really refuse to let the Sheriff dept. Detectives help?

Why is this Chief still running our police dept?

The problem now is, not to minimize any of the other many victims of violent crime, the most recent victim will receive support and action from the citizens and voters. What that action will consist of will probably be directly proportionate to the action you do to eliminate the perceived cause of this most recent crime wave. Please remove this chief he has truly displayed total apathy.

I agree with you totally Doug.First , it's the right thing to do from a human point of view...second,you might learn something that could help solve the crime.

I think Webster gets some bum raps but I can't for the life of me understand him not being at his post today.It's just inexcusable.

Webster deserves everything he gets and then some. The public in general have no idea how slimy he is. Besides being complacent and incompetent, he's hunting in Somerset County. Oh, is the drive too far for him. Just another example in a long line of examples of his inability to command an agency. He does not care so Ireton shouldn't either. Fire the bum!

Webster says it was routine and he had enough guys to interview witnesses. BS, they should have been banging on every door in the neighborhood asking if anyone saw something or a strange car parked in the area. I'm glad to see the MSM picking up on the crime problem finally. The heat will really be on Webster and I don't think the Daily Times can even help him now. Denying help, out hunting instead of leading the investigation, and his suing of the city should certainly be enough to get rid of him.

if the chief of salisbury pd isnt interested in controlling the crime problem in his city then i think that they should get rid of him, and let our sheriff mike lewis take care of the problem. if i am not mistaken... the sheriff is the highest ranking law enforcement officer in the county.. let sheriff mike lewis step on the chiefs toes (maybe even break an ankle or something)and take care of the problem... he will clean house.. what are they gonna do? fire sheriff lewis for saving lives and trying to clean up the chiefs mess? NOT!!!!!!

To those who have not been paying attention:

1. The council cannot do anything to the chief or any other department head without the mayor terminating him. The mayor will not get his desire to terminate unless he has three votes of the council.

2. Smith and Comegys have both spoken in support of the chief and will vote to keep him. Shields says she doesn't want to take sides. She may be the swing vote or she may be the vote that keeps the chief in, even if she is irresponsible and abstains because she doesn't want to make a decision. It would be likely that Campbell and Cohen would support a mayor's move to terminate the chief, depending on the grounds. (I.e., if the mayor presented frivolous grounds, they likely would not vote to do so - just a guess on my part.)

Perhaps you can see the mayor's dilemma. This is why you should call the council members, all of them.

School is out.

For the life of me, I cannot understand why anyone interested in re-election would continue to support a police chief whose performance stats are as bad as this one. I would be fired if my department performed so poorly for my company and its shareholders.

You all keep expecting Gen-Pop to be smart. Your settin yourself up for a fall. Gen-Pop is a whole society of people that dont care about anything but what THEY want. At the wrong place on the wrong night, it could cost you your life, or the life of a loved one. There are two societies people and the gap is widening. There is reality. Scary huh?

The deer hunting part reminds me of a dept near you Joe. Once the season gets remotely close nothing matters but deer hunting. Everything else is secondary.

With nothing being done & offers of help refused, can't a recall election be started because the mayor is refusing to do the job he was "hired" for?
